Workers lay siege to Virudhunagar panchayat union office demanding job under MGNREGS

Residents of Chathrareddiyapatti panchayat and farmers affiliated to All India Agricultural Workers Union on Monday laid siege to Virudhunagar Panchayat Union Office protesting against not non-provision of jobs under the Mahatma Gandhi National Rural Employment Guarantee Scheme in the district.
The protesters said they had been visiting the panchayat union office seeking employment after the panchayat failed to give them jobs. Despite visiting the union office for the last four days, officials were not properly responding to their plea.
They also charged one of the employees at the union with demanding bribe money from the workers to allocate employment under the scheme.
Block Development Officer Srinivasan held talks with the agitators and promised them that he would visit the village on Tuesday and give them jobs under the scheme. He also assured them of an inquiry into the bribery charges and promised to select a field supervisor from among the workers.
Union district functionaries S. Poongothai, M. Sundarapandian and K. Rajendran, were present.

The NITI Aayog is conducting an 'evaluation study' of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), the Government informed Lok Sabha on Tuesday, even as the Ministry of Rural Development has circulated a proposal seeking approval for the scheme's continuation and an outlay for Rs 5.23 lakh crore till 2029-30, a period that coincides with the next Finance Commission (16th) cycle. The proposal seeks the approval of the Ministry of Finance's Expenditure Finance Committee (EFC). The 'evaluation study' by the Government's premier public policy think tank is crucial for getting EFC approval, said a source. The Ministry of Finance has told all ministries and departments that no centrally sponsored scheme or central sector scheme will be considered for continuation beyond March 31, 2026, without a third-party evaluation. Sources say the EFC approval and appraisal are part of a central exercise to evaluate and approve the Government's schemes for the next Finance Commission cycle. In a written reply to a question asked by Communist Party of India (Marxist-Leninist) Liberation member Sudama Prasad, Union Minister of State of Rural Development Kamlesh Paswan informed the House that the Development, Monitoring and Evaluation Office (DMEO), NITI Aayog, has recently taken up an 'evaluation study' of the MGNREGS. The last time the NITI Aayog had conducted an 'evaluation study' of the MGNREGS was in 2019-20. It had also evaluated five other schemes. 'The study focused on the effectiveness, efficiency, impact, and sustainability of these schemes, including the Mahatma Gandhi NREGS, to gauge their overall contribution to the national rural economy,' Paswan said. Paswan also shared details of internal audits and review of the MGNREGS conducted in recent years. 'The Internal Audit Wing (IAW) under the Office of the Chief Controller of Accounts (CCA) has been conducting Risk-Based Internal Audits of MGNREGS implementation in states since FY 2013-14…Risk Based Internal Audits of Mahatma Gandhi NREGS have been conducted in 225 districts of 30 states/UTs since 2013-14,' the Union minister stated. 'Further, Amarjeet Sinha Committee was constituted in 2021 to examine various factors affecting demand for wage employment in the rural sector in different parts of country and to study/analyze the trends of expenditure across States under Mahatma Gandhi NREGS along with reasons for inter-state variations with specific focus on governance issues. The report of the Committee has since been received and some of the recommendations have been identified for appropriate action,' he further said. 'In addition to this, Development, Monitoring and Evaluation Office (DMEO), NITI Aayog also has recently taken up an Evaluation Study of Mahatma Gandhi NREGS,' Paswan added. The MGNREGS is backed by law and therefore the EFC approval is just a formality. The MGNREGS was launched in 200 most backward rural districts of the country in 2006-07, was extended to an additional 130 districts during 2007-08, and to the entire country from the financial year 2008-09. The scheme saw a spike in demand for work during 2020-21, when a record 7.55-crore rural families availed of the scheme in the wake of Covid outbreak. The scheme became a safety net for migrants who returned to their villages during the Covid lockdown in 2020. However, since then the number of families that worked under the MGNREGS has gradually come down—7.25 crore in 2021-22, 6.18 crore in 2022-23, 5.99 crore in 2023-24, and 5.79 crore in 2024-25. The scheme has been suspended in West Bengal since March 2022. THE RESUMPTION of Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in West Bengal remains uncertain as the August 1 deadline set by the Calcutta High Court for restarting the scheme is over and the Centre is yet to clear the state's labour budget for the financial year 2025–2026, The Indian Express has learnt. According to sources, the West Bengal government had written to the Union Ministry of Rural Development (MoRD) seeking approval to its labour budget, but the same has not been done so far. The labour budget is approved by the Empowered Committee headed by the Union Rural Development Secretary. States generate their demands for funds using NREGASoft, the management information system of the MGNREGS, only after this committee clears their labour budget proposals. Rural Development Minister Shivraj Singh Chouhan said on Monday that the Central government is committed to the development of West Bengal and the welfare of its people. He alleged that the Mamata Banerjee government has 'failed miserably' in effectively implementing MGNREGS, but did not say anything about the resumption of the scheme in the state. 'From the year 2019 to 2022, Central teams visited 19 districts of West Bengal. During these visits, the Central teams found many anomalies and irregularities in the works of MNREGA in the state such as absence of work at the site, dividing the work into portions against the rules, misappropriation of funds… flouting rules and norms of MNREGA,' Chouhan said in a post on X. 'Due to these unethical actions of the state government, misuse of public money and lack of improvement in the system, the Ministry of Rural Development has stopped the release of funds of the state government under Section 27 of the MNREGA Act,' he said. Under the MNREGS, the MoRD releases funds to states 'based on agreed labour budget'. Generally, the states' labour budget proposals are approved by the MoRD by the end of January or before the beginning of the financial year (April-March). In West Bengal's case, no labour budget has been approved after FY 2021-22 after the Centre suspended the implementation of the scheme in the state. By invoking Section 27 of MGNREGA, 2005, the Centre had stopped release of funds to West Bengal with effect from March 9, 2022. In an order on June 18, 2025, the Calcutta High Court directed that the 'scheme be implemented prospectively with effect from August 1, 2025'. However, West Bengal officials say they have not received any intimation from the Centre about resumption of the scheme in the state. They have also been urging the ministry to approve of the labour budget but the same has not happened yet, said an official. The ministry officials have maintained silence so far on the issue of Bengal. Asked whether the MoRD challenged the June 18 order of the Calcutta HC, the officials did not respond. They also did not respond to queries on non-approval of Bengal's labour budget. According to sources, the Centre has not yet challenged the court order yet. On July 22, Union Minister Chouhan told the Lok Sabha that the High Court order is 'being studied in the ministry to decide further course of action'. In January this year, West Bengal's Rural Development Minister Pradip K Mazumdar wrote a letter to Chouhan, seeking an appointment for a meeting, which has not happened so far. Earlier, multiple meetings between the Centre and West Bengal government officials have taken place but the issue has not been resolved till date. Before the Centre suspended the MGNREGS in March 2022, West Bengal figured among the top performers with 51 lakh to 80 lakh families in the state availing of the scheme annually between 2014-15 and 2021-22. The data available on the NREGS portal shows that the number of households working through the rural job guarantee scheme stood at 51 lakh in 2014-15, 61 lakh in 2015-16, 58 lakh in 2016-17, 52 lakh in 2017-18, 43.89 lakh in 2018-19, 54.57 lakh in 2019-20, 79.64 lakh in 2020-21 and 75.97 lakh in 2021-22.

He added that the Ministry of rural development had issued several communications to the state government seeking corrective action, but 'no noticeable improvements were observed.' 'Consequently, the release of funds to the state of West Bengal has been stopped since March 9, 2022, under Section 27 of the Act, due to non-compliance with Central government directives,' he finance ministry informed Parliament on Monday that Maharashtra recorded the highest off-budget borrowing of `13,990 crore in FY25—almost double the `7,700 crore in the previous financial year. This was followed by Karnataka and Telangana, which reported off-budget borrowings of `5,438 crore and `2,697 crore, respectively, minister of state for finance Pankaj Chaudhary said in a written reply to the Lok Sabha. Off-budget borrowings refer to loans raised by certain state public sector undertakings, special purpose vehicles (SPVs), and similar entities, where the principal and/or interest is serviced from the state of Direct Benefit Transfer (DBT) and other governance reforms has led to the removal of duplicate and fake beneficiaries, and the plugging of leakages, said minister of state for finance Pankaj Chaudhary, noting that these measures have resulted in estimated savings or benefits amounting to `4,31,138.05 crore (up to FY24).Over 6.43 crore vacancies have been mobilised on the National Career Service portal across more than 48 lakh employers registered on the platform, Shobha Karandlaje, minister of state for labour and employment, said in response to a question in the Lok Sabha on Monday. In the last fiscal alone, the Central GST officials detected 30,056 cases of GST evasion involving `2.23 lakh crore, minister of state for finance Pankaj Chaudhary told the Lok Sabha in a written reply. He added that the government is taking various steps to prevent tax evasion, such as e-invoicing, GST analytics, system-flagged mismatches, and selection of returns for scrutiny and of taxpayers for audit based on various risk parameters.
