
Why Jharkhand's small steelmakers risk missing the green bus — despite India's decarbonisation drive
The report — Financing the MSME Transition in Jharkhand's Steel Sector — paints a stark picture. Jharkhand's steel sector emits nearly 3.9 million tonnes of carbon dioxide every year, largely from coal-based direct reduced iron (DRI) units and older induction furnaces. These MSMEs, critical to local employment and supply chains, currently have no viable path to decarbonise, with limited access to finance, technology or government incentives.
India's steel output touched 150 million tonnes in 2024 and is expected to jump to 255 million tonnes by 2030. While large players like Tata Steel and JSW Steel are ramping up investments — JSW has committed ₹86,000 crore to cut its emission intensity to 1.95 tonnes CO₂ per tonne of crude steel by 2030 — the MSME segment is falling behind.
'Steel is one of the most energy and emissions intensive industrial subsectors. Without targeted support, MSMEs risk being excluded from India's low-carbon transition, threatening jobs and deepening regional disparities,' said Labanya Prakash Jena, co-author of the report and Sustainable Finance Consultant at IEEFA.
In Jharkhand, MSMEs account for 3.6 MT per annum of coal-based DRI capacity, operating alongside 19 MT of hot metal production by larger integrated steel producers like Tata Steel and SAIL. Despite the state's strong steel legacy, most small units are stuck with outdated technologies and cannot easily transition to low-emission alternatives like green hydrogen or electric arc furnaces.
The report notes that most MSMEs still treat energy efficiency and renewable energy as 'non-core' investments, with long payback periods and unclear returns. Even Energy Service Companies (ESCOs), which could support these transitions, face their own challenges — from weak balance sheets to lack of access to working capital.
To address this financing gap, IEEFA has proposed the creation of a Green Financing Facility for Just Transition (GFF-JT) in Jharkhand. This would be a dedicated project preparation facility designed to help MSMEs and ESCOs access early-stage capital for feasibility studies, financial structuring, and legal support — essentially enabling them to structure bankable green projects that public and private investors can fund.
'By providing early-stage funding for essential services such as technical and commercial feasibility studies, financial structuring, GFF-JT can help advance economically viable projects to a stage that allows public and private investment,' said Shantanu Srivastava, Sustainable Finance and Climate Risk Lead at IEEFA.
The proposed facility would be anchored by the Government of Jharkhand, supported by donor agencies, public finance institutions and philanthropies. It could also integrate with existing government schemes such as SIDBI's Green Finance programme, the MSE-GIFT scheme, and the Rooftop Solar Subsidy.
The report outlines three practical ways in which MSMEs can reduce emissions: improving energy efficiency, adopting renewable energy, and switching to material-efficient practices. Energy efficiency alone could reduce coal use by up to 25 per cent and increase productivity by 20 per cent. Rooftop solar and open-access power procurement could also help cut costs and emissions.
The report also warns that without support, India's green steel journey could deepen inequality within the sector. While Tata and JSW adopt low-carbon technologies, smaller firms risk becoming uncompetitive or shutting down entirely — impacting jobs, supply chains, and regional economies. IEEFA recommends that the GFF-JT be eventually expanded to other key steel-producing states like Odisha, Chhattisgarh and West Bengal, where similar challenges exist.
For Jharkhand's steel MSMEs, the report signals a crucial turning point. Without a dedicated financing mechanism, the green transition could bypass the very workers and entrepreneurs who have kept the state's steel furnaces running for decades.>

Even so, Tata is being hit by the same forces that are pummelling every steelmaker: Manufacturers are producing more steel than the world can possibly use. Excess steel production is estimated to reach 721 million tons by 2027, according to the Organization for Economic Cooperation and Development. One answer would be to simply make less steel. The problem is that no country wants to be the one to stop producing a material that is considered essential to its economic and national security. It constitutes the fabric of modern life, used not only for buildings, roads, cars, refrigerators, electronics, forks and screws but also for weaponry, tanks and fighter jets. Over the past decade, a flood of cheap steel from China has transformed the global market. The country's mammoth collection of mills-built in part with government support and often lacking the environmental controls mandated in Europe-make more steel, as well as aluminium, than the rest of the world combined. As China's economy has slowed, more of these metals have been exported at cutthroat prices. The result is sinking prices, shrinking profits and unemployed workers. Measured by the kilogram, steel costs less than bottled water. Smaller revenues also mean less money to invest in new low-carbon technologies, which are essential to meeting the European Union's climate goals, the Organization for Economic Cooperation and Development warned in May. The European Union imposes trade penalties intended to stop China from dumping its cheap steel on its markets. But Chinese steel keeps coming, prompting countries that were not traditionally steel exporters, like South Korea and Japan, to join the hunt for buyers elsewhere. And now, aside from high energy and labour costs, aging technology and fierce competition from China, European steelmakers must also contend with punishing American tariffs. President Donald Trump imposed 50% tariffs on nearly all steel and aluminium imports last month. Britain is in a better position than most. Trump exempted British steel from the additional 25% tariff on steel and aluminium and has agreed to remove the remaining 25% tariff in the future. Still, Britain's aging plants are having trouble surviving. This spring, the government took over the British Steel complex in Scunthorpe, an industrial town in northern England. Last year, the government also helped bail out Tata Steel, which runs a large mill at Port Talbot in Wales, with a 500 million pound grant to transition to a greener electric arc furnace that melts recycled steel. In the Netherlands, Tata Steel 's plant in IJmuiden is in better shape. The site, which is the size of 1,100 soccer fields and sits next to a public beach, is one of the country's largest industrial employers. The plant is the second largest in Europe. At the moment, steel made with green hydrogen in electric arc furnaces and other greener production methods spew far less emissions but cost 30% to 60% more than conventional production, according to various estimates. And then there are the tariffs. Tata said in a statement that 12% of its sales were "US related" and that it passed on most of the 25% tariff that went into effect in March to its American customers, which include Ford Motor, Chrysler, Caterpillar and Duracell. Ahead of int'l trade show, UP holds roadshow in Mumbai
The Uttar Pradesh government held a roadshow showcasing the state's industrial growth in Mumbai on Friday ahead of the Uttar Pradesh International Trade Show (UPITS 2025) likely to be organised at Greater Noida from September 25 to 29. UPITS a platform to display state's talent, traditions, said UP MSME, Khadi and village industries minister Rakesh Sachan at the Mumbai roadshow (HT file) An official spokesman called this a strategic move to position Uttar Pradesh as a national hub for investment and exports. The roadshow, organised at Walchand Hirachand Hall, IMC Building, Churchgate in the economic capital of the country, aimed at attracting business leaders, sourcing agencies, and institutional buyers from Maharashtra. It not only showcased the opportunities available in Uttar Pradesh but also opened doors for new industrial partnerships between the two states. Uttar Pradesh's minister for MSME, Khadi and village industries Rakesh Sachan was the chief guest while senior officials from the Maharashtra government and top representatives from India's leading industry bodies also attended the roadshow. The event will feature special B2B meetings, international buyer delegations and dedicated export clusters that will highlight UP's growing industrial strength. Neeraj Khanna, chairman, Export Promotion Council for Handicrafts (EPCH), said, 'Exporting handcrafted products made by Indian artisans is crucial for the country's socio-economic growth. UPITS is a big step in that direction.' Representatives from the Maharashtra Chamber of Commerce, Builders Association of India (BAI) and India Expo Mart praised the UP government's forward-thinking approach and committed to building stronger business ties with the state. A short film was also shown and a presentation on UPITS was made on the occasion. The success of previous editions — which attracted millions of visitors and trade inquiries worth thousands of crores — shows the clear vision to make UPITS 2025 one of the most impactful trade shows in the country.
