State-backed student accommodation to have twin rooms and shared bathrooms to boost bed capacity

STATE-BACKED STUDENT accommodation will have shared bathrooms, twin rooms, and communal kitchens in a bid to increase bed capacity.
Cabinet will today note the new national design standards which aims to ensure faster delivery of much-needed student accommodation.
The current reliance on individual ensuite units is to be replaced with the new model which will enable greater use of 'shared facilities', ministers will hear today.
The new design will support higher bed capacity, faster delivery and procurement savings, Cabinet will be told.
Higher Education Minister James Lawless will also state that shared and communal areas will 'encourage a more sociable, integrated student experience'.
In November 2022, the government decided to to get involved in the development of new student accommodation for higher education institutions. This was the first time the State stepped in to provide funding to build student accommodation.

On the back of a construction cost study carried out two years ago, students, providers, planners and experts were consulted on what might make the best possible design for student accommodation. The new design principles published today follow such engagement.
Lack of student accommodation
The lack of student accommodation has been a
long-standing factor
during the housing crisis, particularly at the start of each academic year. Student representative bodies have been sounding the alarm over the lack of accommodation for many years.
On the back of new Rent Pressure Zone legislation signed into law last week, Housing Minister James Browne
confirmed that there 'won't be any special measures' put in
place to protect students renting in the private sector from rising rents.
Browne said he would be meeting with the Minister for Further and Higher Education James Lawless to 'see what proposals we can to ensure that students are protected in student-specific accommodation'.
On a separate issue, Lawless, along with Public Expenditure Minister Jack Chambers will update Cabinet on the Public Service Apprenticeship Plan, which aims to expand public sector participation in apprenticeship.
It aims hit 750 yearly registrations, with registrations rising from 67 in 2022 to a projected 554 in 2025.
New apprenticeships have been developed in key areas such as social work, digital marketing, spatial planning and public service operations.
Leaving Cert reform
Separately, Minister for Education and Youth Helen McEntee will update Cabinet on the new Leaving Cert curriculum and the outcome of recent ballots held by post-primary teacher unions.

The Association of Secondary Teachers in Ireland rejected the measures aimed at enabling Leaving Cert reforms, and voted in favour of industrial action.
ASTI members voted to reject the Senior Cycle Redevelopment – Implementation Support Measures' by 68% to 32%. The turnout was 73%.
TUI members voted by 73% to 27% to accept the supports package.
The reforms, which are due to be implemented this September, propose allocating a minimum of 40% of Leaving Cert marks to project work or practicals across all subjects in an effort to provide a more comprehensive evaluation of student's skills.
But teachers have voiced concerns about how the moves will affect the way students are assessed and marked, especially in the context of the risk of students using artificial intelligence to complete assignments.
The minister will say that while supports for teachers included in the Senior Cycle reform package will benefit TUI members, the implementation of targeted supports for students contained in the package will not be affected by the outcome of the ballots, and that the department will engage with representatives of teachers and school management bodies over the summer in respect of the implementation of senior cycle reform.

The Department of Justice has cited 'value for money' among its motivations to evict 123 Ukrainians from a temporary accommodation centre in Millstreet, Co Cork. Residents of the Green Glens Arena were devastated to learn that they will have to leave their homes by August 29. The news was outlined in a letter sent to the residents by the Department of Justice. Their decision sparked a campaign by Fiona Corcoran, from Cork charity the Greater Chernobyl Cause, to halt the eviction. Residents were told by the Department of Justice that a letter will be sent with locations of their new accommodation, but they are unsure of when this will arrive or if they will be relocated in Cork. The Department of Justice issued a statement shedding light on its decision: 'As part of the response to the unprecedented humanitarian crisis of the war in Ukraine, the Department of Integration, at the time, contracted for a variety of different commercial properties,' a representative for the department said. 'All accommodation contracted by the department is temporary in nature, and Ukrainian citizens are advised of this when requesting emergency accommodation.' Decrease in demand for accommodation for Ukrainian citizens 'As the demand for accommodation for Ukrainian citizens decreases, and they make their own independent arrangements for accommodation, the department is carrying vacancies in commercial contracts. 'As a result, the department ends contracts on a regular basis in order to ensure value for money and greater oversight of the portfolio. 'This means that a number of Ukrainian citizens who are in State-supported accommodation are being moved to other accommodation.' The department representative added that they need to make the 'best possible use of state funds'. 'Any Ukrainian citizen resident in a property affected will be offered alternative emergency accommodation at a different site if they still require it. 'We need to provide the best we can for all those who come to Ireland fleeing war or oppression in Ukraine and other countries, while balancing this with the requirement to make best possible use of State funds.' The department reiterated its intentions, adding 'the Ukrainian residents at Green Glens Arena, Co Cork', will be relocated by August 29. The department has sent updates, through the accommodation providers, to the residents who will be affected, to let them know that the contract is ending with that provider. Fiona Corcoran, from the Greater Chernobyl Cause, said the charity is committed to preventing this. 'These residents are not just passive recipients of aid. They are working, attending school, and actively striving to rebuild their lives,' Ms Corcoran said. 'Many of them are seeking housing in the local area, but this is made increasingly difficult by the severe shortage of rental accommodations.'

All Kerry tenancies covered under new Rent Pressure Zone law

The new legislation means that all tenancies in Kerry's electoral areas are now subject to the same rent increase restrictions applicable to tenancies, nationally. In RPZs, rent increases are capped at the level of inflation to a maximum of 2% for existing tenancies. Prior to the latest changes, only the Killarney MD was located within a RPZ. But under new legislation initiated by Minister for Housing, James Browne, RPZ now cover the Kenmare, Corca Dhuibhne, Tralee, Castleisland and Listowel local electoral areas. As part of recommendations included in the Review of Rent Pressure Zones Report, the extension of current Pressure Zones to a nationwide rent control system is one that government says contains a 'suite of reforms' to the rental sector. Minister Browne said protecting renters is an 'essential move' towards increased supply of housing. 'I have moved swiftly to implement national rent controls, expanding the Rent Pressure Zone framework across the entire country, in advance of sweeping changes to our rental system, and a strengthening of rental rights, from March 2026,' Minister Browne said. 'Critically, this new law immediately provides all renters with the restrictions on rent increases currently found as part of rent pressure zones, preventing increases to their rents of more than 2% or inflation, whichever is lower. These changes collectively ensure that renters in Kerry, regardless of where they live in the county, now enjoy greater stability, fairer treatment, and stronger legal protections,' he added. The minister reiterated his view that such measures introduced will strike a fair balance, and one that provides much needed certainty for everyone. 'We have to strike a balance between landlords, renters, and the urgent need to invigorate more supply of homes, including places to rent as well as places to buy,' he said. Speaking in the Dáil on Wednesday, Sinn Féin Deputy Pa Daly said the government should be 'hanging its head in shame' at the average rents in Kerry. Deputy Daly cited a report indicating that average rents in the county are up between 13.2% and 31.7% – depending on the type of property – compared with this time in 2024. 'The Government should be hanging its head in shame when it comes to its handling of the housing crisis,' he said. '…Rising rents should not be the punishment for government failures, and people need to see this government fix the crisis and not come up with more excuses,' Deputy Daly added.
