DUTA writes to Murmu, calls for review of UG curriculum framework
The UGCF is the structure aligned with the National Education Policy (NEP) 2020, under which Delhi University has implemented the Four-Year Undergraduate Programme (FYUP), whose first batch will enter its final year in July. Several students from the batch have already dropped out citing a lack of infrastructure and unclear prospects.
'Flawed implementation of FYUP'
DUTA remarked upon the 'flawed implementation' of the FYUP and said that it is being implemented without a 'comprehensive assessment of its feasibility or impact.'
The teachers' body chief, A.K. Bhagi of the RSS-affiliated National Democratic Teachers' Front, said the reduced credit for core subjects under UGCF has led to a 'dilution of academic depth'. He added that faculty members are being 'increasingly overburdened' due to growing teaching and administrative responsibilities, with no corresponding recruitment or infrastructural expansion in sight.
DUTA 'rejected' the draft regulations, saying, 'Since the UGC Pay Review Committee has not been set up, there's no need for the draft regulations at the moment.' Nearly 2,000 faculty members have endorsed the petition.
The draft UGC regulations, announced by Union Education Minister Dharmendra Pradhan in January, aim to transform the process of recruiting and promoting faculty members across higher education institutions.

Delhi Cabinet approves ₹900 crore to create 18,966 smart classrooms
The Delhi government will transform 18,996 classrooms in its schools into smart classrooms, with facilities such as interactive panels and audiovisual aids, for Classes 9 to 12 in a phased manner, Education Minister Ashish Sood said on Tuesday. Briefing the media following a Cabinet meeting in which a budget of ₹900 crore was approved for the project, the Minister said that the additional classrooms will bring the total number of smart classrooms in the city to 21,412 by 2029-30. 'The plan to create additional smart classrooms is part of a comprehensive digital classroom expansion plan. The project is in line with the National Education Policy (NEP) 2020,' said Mr. Sood. He added that in the initial phases, 2,446 smart blackboards will be installed in 75 CM Shri Schools for which tenders have already been floated. The education sector had received the highest allocation of ₹19,291 crore or 19.29% of the ₹1-lakh-crore budget announced by Chief Minister Rekha Gupta in March. Mr. Sood also criticised the Aam Aadmi Party, saying it converted only 799 government school classrooms into smart classrooms in its 10-year tenure.

Madhya Pradesh HC denies anticipatory bail to Indore cartoonist over caricatures of PM Modi, RSS
BHOPAL: The Madhya Pradesh High Court has denied anticipatory bail to an Indore-based cartoonist Hemant Malviya who was booked by police on May 21 for allegedly posting objectionable content about the RSS, Prime Minister Narendra Modi, and Lord Shiva. Dismissing Malviya's anticipatory bail plea, Justice Subodh Abhyankar said, 'The applicant ought to have used his discretion, while drawing the aforesaid caricature, and he had clearly overstepped the threshold of freedom of speech and expression, and doesn't appear to know his limits. In view of the same, this Court is of the considered opinion that the custodial interrogation of the applicant would be necessary.' 'The conduct of the anticipatory bail applicant in depicting the RSS, which is a Hindu organisation, along with the country's PM in the aforesaid caricature, coupled with his endorsement of a rather demeaning remark, dragging unnecessarily the name of Lord Shiva in the comments tagged to it, is nothing but the sheer misuse of speech and expression as enshrined under Art.19(1)(a) of the Constitution, and falls under the definition of offence as contended by the complainant,' the judge added. 'In the considered opinion of this Court, the post becomes more unsettling when the aforesaid derogatory lines involving Lord Shiva are also added to it, and which have also been favourably endorsed by the applicant himself who is also encouraging other people to experiment with the said caricature, which certainly cannot be said to be made in good taste or faith,' the court said in its five-page order dated July 3. 'It is apparent that the applicant's aforesaid act is deliberate and malicious intended to outrage religious feelings of the complainant and the public at large by insulting its religion, which is prejudicial to the maintenance of harmony in the society,' it observed. The High Court's decision came 40 days after a sessions court in Indore had rejected Malviya's anticipatory bail plea on 24 May. The FIR against Malviya was registered at the Lasudia police station in Indore on 21 May following a complaint by RSS worker and MP High Court advocate Vinay Joshi. Malviya has been booked under BNS Sections 196, 299, 302, 352, 353(2), and Section 67(A) of the IT Act. Joshi alleged that Malviya had deliberately shared 'offensive,' 'indecent,' and 'obscene' caricatures intended to hurt Hindu religious sentiments. Malviya, who identifies on social media as an artist, cartoonist, and wedding decorator, frequently uses satire to comment on political and social issues. His Facebook account features cartoons, videos, and images that often target the political establishment.

Need to see reasons for Thackerays' possible reunion, says state Congress chief Sapkal
Pune: While the Thackeray cousins — Shiv Sena (UBT) president Uddhav Thackeray and MNS chief Raj Thackeray — have signalled a possible reunion for the civic polls, MVA member Congress has decided to take a wait and watch approach on the matter. According to Congress politicians, they are keen to know if the reasons for their coming together are more on the family front or solely on the Marathi language row. The party will take a call on continuing in the alliance or inviting Raj Thackeray on board only after discussions with the top brass in Delhi, they said. State Congress president Harshwardhan Sapkal said as far as the INDIA and MVA are concerned, they contested the Lok Sabha and assembly elections together.
