Patna: Magadh University vice-chancellor (VC) S P Shahi presented his research paper at the 28th world conference of the International Political Science Association held at Seoul in South Korea on Monday.
In his paper entitled "Political empowerment of scheduled castes in Bihar", Shahi made an attempt to showcase the empowerment of the marginalized sections of the society in Bihar by ensuring their social awakening and effective participation in democratic processes. Based on his research findings, Shahi pointed out that political transformation of scheduled caste people in Bihar has been one of the crucial but contradictory developments.
Citing evidences from Gaya and West Champaran districts, he said that they have not only been mute spectators to this political change, but also played a participatory role in this change. However, this socio-political change has not been uniform everywhere in the state. The change depended on their regional history, education, landlessness, sex and political consciousness, he said.
The VC underlined the birth of new hopes and aspirations among the Dalit women and youths through their ever-increasing political awakening and use of digital platforms. The study shows that scheduled castes in Bihar are getting empowered through the constitutional guarantee of social justice and equality, he added.

Analysts, however, say, Shinde's 'Bhimshakti' alliance is mere posturing at a time when the Shinde-led Shiv Sena is facing power tussles with ally Bharatiya Janata Party (BJP) and its image has suffered a beating due to back-to-back controversies stirred by its leaders. The Eknath Shinde-led Shiv Sena on Wednesday clinched an alliance with the Republican Sena, a political outfit led by Anandraj Ambedkar, Dr B.R. Ambedkar's grandson. Mumbai: In preparation for the local body polls expected to be held across Maharashtra this year or early next year, Deputy Chief Minister Eknath Shinde has taken a leaf out of his mentor, Shiv Sena founder Bal Thackeray's book, by getting a 'Bhimshakti' in his corner. But whether it will yield any political advantage remains to be seen. Ahead of the 2012 civic polls, the undivided Shiv Sena under Bal Thackeray along with its ally Bharatiya Janata Party (BJP) forged an alliance with Ramdas Athavale's Republican Party of India (RPI), despite the Shiv Sena's strained past with the Dalit community. The gambit had somewhat paid off at the ballot boxes. Political commentator Hemant Desai said, 'Eknath Shinde feels like his party's image has been getting maligned, and is looking for ways to give it a boost ahead of local body polls. He also wants to show that his party has a solid existence and can bring together leaders from diverse communities. But, politically, there will be no impact of this alliance. It just helps in posturing and spinning a narrative.' In the past month, leaders from the Shinde-led Shiv Sena such as Sanjay Gaikwad, Sanjay Shirsat and Sanjay Rathod have faced allegations of inappropriate behaviour or graft. On Monday, Deputy CM Shinde also warned his party cadre to not cause him any embarrassment. The BJP, meanwhile, has taken political advantage of these controversies, distancing itself from them in trying to win the perception battle. The alliance is unlikely to bring any political gains as such. Prakash Ambedkar's name and party still has some following in parts of Maharashtra, but Anandraj Ambedkar has not developed the same kind of following. He has hardly spoken convincingly on issues or made any dent during elections.' The significance of the tie-up, however, lies in the fact that this is Eknath Shinde's first concrete attempt at social engineering, Patil said. Prakash and Anadraj Ambedkars are both grandsons of Dr B.R. Ambedkar. Anandraj Ambedkar had unsuccessfully contested the 2024 Lok Sabha election from the Amravati constituency, getting just 1.6 percent of the total votes polled. Prakash Ambedkar had contested the same election from Akola and lost too, but had clinched 23.59 percent of total votes. A tie-up with the 'legacy of blood' Post the 2012 alliance when Athavale came to the BJP-Shiv Sena fold, Athavale has remained loyal to the BJP and has been a minister of state in all three cabinets of Prime Minister Narendra Modi. On Wednesday, while announcing his party's alliance with Anandraj Ambedkar's outfit, Shinde recalled Bal Thackeray's 'Bhim Shakti-Shiv Shakti' formula, but emphasised more on Anandraj Ambedkar's legacy of being Dr BR Ambedkar's grandson. He said, 'We are two armies. One is an army that runs on the legacy of the ideology of Balasaheb Thackeray, while the other is an army that runs on the legacy of the blood of Bharatratna Dr Babasaheb Ambedkar. And that's why we will get along really well.' On his part, Anandraj Ambedkar said his outfit was allying with the Shinde-led Shiv Sena unconditionally. 'We have decided to go with him unconditionally. The only condition is that Eknathrao should include Ambedkarite karyakartas in power and he has given us this word,' Ambedkar said. In 2022, Uddhav Thackeray too had looked back on his father's 'Bhimshakti-Shiv Shakti' formula by allying with Prakash Ambedkar's Vanchit Bahujan Aghadi (VBA) ahead of the 2024 Lok Sabha and assembly polls. The alliance, however, did not work out within the broader Maha Vikas Aghadi (MVA) alliance comprising the Congress, the Sharad Pawar-led Nationalist Congress Party (NCP) and the Shiv Sena (Uddhav Balasaheb Thackeray). Prakash Ambedkar's party ended up contesting independently, amid allegations of the VBA being the Mahayuti's B-team, and suffered a drubbing. The Mahayuti comprises the BJP, the Shinde-led Shiv Sena and the Ajit Pawar-led NCP. Shinde said, the alliance between the Shiv Sena (UBT) and the VBA did not work out within the larger MVA because 'MVA was formed for selfish reasons'. 'We have faith in each other. Our karyakartas are in sync so there should be no such problem in the Mahayuti,' he said. Even as the AICC OBC Advisory Council meeting was held in Bengaluru, the Opposition BJP has questioned the commitment of the Congress and Chief Minister Siddaramaiah to the welfare of the oppressed sections and challenged the party to declare its president and Dalit leader Mallikarjun Kharge as its prime ministerial candidate. 'If the Congress really cares about the oppressed communities, it should declare Mallikarjun Kharge as its prime ministerial candidate. But it will not. Because its top leaders Rahul Gandhi and Sonia Gandhi will never accept it,' Mr. Vijayendra said at a press conference in Bengaluru. Ridiculing Mr. Siddaramaiah, Mr. Vijayendra said, 'He calls himself the champion of minorities, backward classes, and Dalits (AHINDA). He boasted about tabling the Kantharaj commission report in the State Cabinet. But after a phone call from Delhi and Rahul Gandhi's directions, the report, which cost ₹165 crore to prepare, was thrown into the dustbin.' Pointing out that Prime Minister Narendra Modi too hailed from a backward community, he said, 'Unlike Mr. Siddaramaiah, who keeps claiming to be a backward class leader, Mr. Modi never played identity politics but instead promoted the 'Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas' motto'. He alleged that the OBC outreach and emotional appeals by Mr. Siddaramaiah and the AICC were merely due to the approaching Bihar Assembly elections.

Union minister Jitendra Singh on Wednesday said that lateral entry in bureaucracy has not been scrapped and the government is "still open" to reservation though it was not found feasible earlier. "We thought it (reservation in lateral entry) was not feasible. But we are still open, if there are some options which could be made feasible," said Singh, the Union Minister for Personnel, Public Grievances and Pensions. Singh, however, asserted that the lateral entry programme of the government was not abandoned or scrapped at all. Live Events He said earlier too there were instances of lateral entry in government and the biggest example is of former prime minister late Manmohan Singh when he was appointed as the Chief Economic Adviser to the government. "Earlier, it used to be subjective, but the Modi government put an institutional framework in place for such recruitments and routed them through UPSC," Singh said. "We laid down certain terms, conditions, experience, qualifications. So, you know, but that process of selection at that point in time was put off, because some people said there should be reservation. Now, we had a reason for that also, that in one-off appointments, you don't have reservation," he said. "Like, for example, if you are looking for the chief editor of PTI, you cannot take a predetermined decision that has to be a Dalit or an OBC or a general candidate," he said. "Even if you say that I will do it by rotation, and this year I will have a Dalit editor, next year an OBC, then subsequently I will have general candidate, then the fallacy is that what if I don't find a candidate of a particular category in a year," he said. "So, do I need the chair of the editor? I think this is happening everywhere, even in the private sector. These are one-off appointments, where you need one expert in a certain domain," Singh said. He said the government still decided to give it a fair chance in the true spirit of democracy. "If there is any option available, you let us know, you educate us, we will discuss it," Singh said. "We thought it was not feasible (at that time). But we are still open, if there are some options which could be made feasible. That is why we put this (lateral entry recruitment) on hold," he said. The UPSC had, on August 17, 2024 issued a notification for the recruitment of 45 posts -- 10 of joint secretaries and 35 of directors or deputy secretaries -- through lateral entry. The decision, however, had ignited criticism from the opposition parties, which claimed that it undermined the reservation rights of the Other Backward Classes (OBC), Scheduled Castes (SCs) and Scheduled Tribes (STs). Union minister Chirag Paswan, the head of BJP ally Lok Janshakti Party (Ram Vilas), had also said the proposed recruitment was a "matter of concern" for him and that he would take up the matter with the Centre. The UPSC cancelled the advertisement on August 20 last year. Lateral recruitment in the central government has been undertaken since 2018 to appoint persons for specific assignments, keeping in view their specialised knowledge and expertise in the domain area. As many as 63 specialists were appointed in different central government departments through the lateral entry mode from 2019 to 2023. Of these, 35 were appointed on contract basis and the remaining 28 on deputation Eight joint secretaries were appointed in 2019, including five on contractual basis and three through deputation from other government departments/organisations. Thirty recruitments were made in 2021 at the levels of joint secretary (3), director (18) and deputy secretary (9). Of these, 14 were on contract and 16 were through deputation. In 2023, 25 such specialists were appointed, including three joint secretaries, 15 directors and seven deputy secretaries. Of them, 16 were appointed on contract basis and nine through deputation.
