Defiant Nkabane snubs higher education committee meeting
'Allow me to tender my apology to you and the entire committee in this regard,' Nkabane wrote.
Letsie said he responded on the same day, making clear her apology was not accepted. He told her the meeting of the committee was a priority.
'The constitution mandates that members of the cabinet are accountable, collectively and individually, to parliament for their actions. Your presence in the meeting on Friday is critical for the committee to fulfil its constitutional oversight mandate.
'I request that you kindly reconsider your decision not to attend the meeting on July 18 based on the matters raised above. It is not my intention to seek alternative means within the legislative framework to compel you to come to the meeting,' Letsie wrote to Nkabane.
He said she wrote back on Thursday requesting that he reconsider his decision. She claimed she was required to attend a stakeholder engagement focused on GBV prevention and awareness and leadership capacity development within the higher education and training sector.
'The GBV engagement involving student leaders, institutions, civil society organisations and the department addresses one of the most serious and systemic challenges affecting our post-schooling institutions, specially young women.
'The minister made the prevention of GBV a strategic and moral priority within the post-school education and training sector, consistent with government's broader commitment. I acknowledge and do not diminish the importance of the committee's follow-up deliberations concerning the appointment process of SETA accounting authority chairpersons. I remain ready to appear to clarify and fully account on the matter,' she said when requesting an alternative date for the committee sitting.
Nkabane said her request was made in good faith and not as an act of avoidance. She said should the committee feel compelled to explore the use of other mechanisms, such as a subpoena, she requested that it note the public expenditure committed towards the GBV programme would be rendered wasteful.
'An outcome I believe we all seek to avoid,' she said.

Fresh concerns of cronyism have rocked the Gauteng health sector after the reported appointment of several ANC Youth League (ANCYL) leaders to hospital boards in the province. As hospitals battle overcrowding, understaffing, corruption, low morale, and fierce battles over who should get healthcare, those tasked with managing the crisis were allegedly hired not for their expertise or experience but because of party connections. Nkabane 2.0 A senior provincial government official said it was like 'Nkabane 2.0″, in reference to the saga around higher education minister Nobuhle Nkabane's appointment of the Sector Education and Training Authority (SETA) board. The minister appointed several ANC-linked officials to the board, including minerals minister Gwede Mantashe's son, and several other fellow party associates. She withdrew the appointments, but not before digging in her heels and appearing to mislead Parliament. She told MPs that the selections were made by an 'independent' panel chaired by Advocate Terry Motau, who later denied any involvement in the process. Higher Education Chief Director for Seta Coordination, Mabuza Ngubane, was also listed on the panel but told Parliament on Friday that he had not accepted the appointment, attended any panel meetings or screened any candidates. The rest of the panel included officials from the Department of Higher Education, including Nkabane's chief of staff, Nelisiwe Semane, and advisor Asisipho Solani. Nkabane remains in office despite significant pressure on President Cyril Ramaphosa to suspend or fire here. The evil system of ANC cadre deployment is a web of corruption. There was never an 'independent panel' which made the SETA board appointments - as with all ANC cadre deployment corruption, it was done behind closed doors by the ANC and its handlers, one being Luvo Makasi. The son of the ANC Chairperson, Gwede Mantashe, a former ANC KZN Premier, former ANC KZN MECs, and ANC office bearers currently serving in internal structures, were not appointed to these lucrative Board jobs by luck or accident. Next Stay Close ✕ The bombshell revelation in the past 24 hours is that the names and applications for persons competing to serve on the SETA Boards were given directly to the Minister personally, in January 2025 (on her request) and not to the panel. This is contrary to Nkabane's claim to Parliament on 30 May that she didn't see the names until after "the panel" advised her. Nkabane only created the 'independent panel' in March 2025, which we deduce from the 'appointment letters' for 'panel members' that she submitted to Parliament. Nkabane had these applications for a full two months before she sent appointment letters to "the panel". Two letters have been supplied to Parliament which show her appointing two different people as 'independent panel' Chairpersons. One, Mabuza Ngubane as Chairperson on the 7th of March, and another, Adv Terry Motau as Chairperson on the 15th of March. Since then, both Motau & Ngubane have denied this, and Nkabane has admitted to Terry Motau that she indeed did not appoint him. These revelations are staggering: Nkabane & the ANC had the CVs and applications for two months before she started her 'independent panel' scheme, She attempted to appoint two different persons as 'Chairperson' - both of whom have testified to not having played any role in "the panel" and Now, at least four out of five persons on the 'independent panel' deny ever serving on the panel. With each passing day, Nkabane's ANC cadre deployment corruption scheme grows more and more brazen. The DA's demand to Luthuli House by way of a PAIA application for information on the Party's role in Nkabane's cadre deployment is yet to be answered. The DA will be holding Luthuli House to the legal timelines of this. The silence and inaction from President Ramaphosa show that an ANC party-wide cover-up may be underway, and the DA will not rest until full accountability follows. Zuma and MK Party to contest president's decision to suspend Mchunu in apex court
The MK Party has gone to the Constitutional Court seeking to have President Cyril Ramaphosa's decision to suspend police minister Senzo Mchunu revoked. This comes after KwaZulu-Natal police commissioner Nhlanhla Mkhwanazi's explosive allegations that Mchunu was interfering with police investigations. In an address to the nation last Sunday, Ramaphosa announced he had suspended Mchunu, was appointing law academic Prof Firoz Cachalia as acting police minister effective from August 1 and setting up a judicial commission of inquiry to be headed by acting deputy chief Justice Mbuyiseli Madlanga to investigate the allegations. On Tuesday he appointed minister of mineral and petroleum resources Gwede Mantashe as acting minister of police with immediate effect until Cachalia takes office. In court papers the party challenged Ramaphosa's decisions as 'irrational', 'invalid', and inconsistent with obligations in the constitution and presidential oath of office, calling for the three executive decisions to be set aside. 'Declaring that the conduct or decisions of the president to establish the judicial commission of inquiry is irrational and/or inconsistent with the obligations in section 83(b) of the constitution and/or the presidential oath of office, read with sections 84(2)(f), 177, 178(4) and/or 180 of the constitution and is invalid,' the court papers read. Former president Jacob Zuma is the first applicant and the MK Party the second applicant, while respondents cited in the application are Ramaphosa, Mchunu, Mantashe, Cachalia and Madlanga. In the urgent application the party has asked Ramaphosa to make 'constitutionally compliant decisions within 15 days'. It has given the respondents until 10am on Monday to indicate if they will oppose the application and until 5pm on Tuesday to lodge their response. The party will then file its reply by Thursday and parties should deliver heads of argument by Friday. The court action came as MK Party supporters marched to the Union Buildings and police headquarters in Pretoria on Friday to hand over memorandums calling for Mchunu to be prosecuted and Mkhwanazi protected.
