Hong Kong's South Lantau ecotourism plan may harm environment: green groups

Hong Kong's ecotourism plans for South Lantau could be reduced to a property project that threatens the environment if authorities fail to set clear guidelines, green groups and academics have warned, as a deadline for developers to express their interest approaches on Wednesday.
Greenpeace, along with the Hong Kong Bird Watching Society and eight other groups and academics, also said on Wednesday that the government's approach, which includes allowing developers to propose ecotourism projects with residential developments, might violate principles set by the United Nations.
They said the UN principles included minimising negative impacts on nature and culture, but the government had suggested building residential units in Pak Nai, Tsim Bei Tsui and nearby areas, which could cause ecological harm.
'The current plans lack a comprehensive vision without enough public consultation, with some residents living in South Lantau reporting that they have no knowledge of the detailed plans,' Greenpeace campaigner Ha Shun-kuen said.
'We worry that it would turn [the plan] into a developer-oriented project.'
He added that the green group does not oppose the government's development of ecotourism, but the three-month expression of interests mainly invited developers to express their interests and the government did not reveal details of the public consultation held earlier.

Industry and Information Technology Minister Li Lecheng told 14 representatives from solar PV manufacturers and industry associations on Thursday that the 'industry must be governed in accordance with laws and regulations, and disorderly low-price competition should be comprehensively addressed', the ministry said in a statement released after their meeting in Beijing. 'Companies should be guided to improve product quality, promote the orderly phase-out of outdated production capacity, and achieve healthy and sustainable development,' Li said. On Tuesday, at a meeting of the Central Financial and Economic Affairs Commission, the country's top economic decision-making body, President Xi Jinping took aim at 'disorderly low-price competition' and ordered the removal of excess industrial capacity. At Thursday's meeting with Li, PV industry representatives talked about the difficulties they faced in production, innovation and competition, and offered suggestions for possible policy support, the ministry said. The much-awaited visit of China's first fully domestically built aircraft carrier kicked off yesterday with a great deal of public excitement – and symbolic significance. The arrival of the mighty Shandong and its accompanying strike group is not only a showcase of the country's military prowess and naval modernisation, but also a timely opportunity for patriotic and national security education. Unlike the Liaoning , a refitted Ukrainian vessel commissioned in 2012, the visiting carrier – named after the eastern province of Shandong – is the first to have been independently designed, built and equipped by China. When the 70,000-tonne warship sailed into Hong Kong waters yesterday morning, it was flanked by missile destroyers Yanan and Zhanjiang and missile frigate Yuncheng. On the deck of the carrier were white-clad navy personnel neatly arranged in the shape of the Chinese characters for 'with national security, our homes are safe'. The visit was also live-streamed for the first time by the official military social media account China Bugle, attracting more than 15 million views. Chief Executive John Lee Ka-chiu said residents could experience the magnificence and advanced nature of the nation's modern naval vessels and gain a deeper understanding of the achievements of national defence modernisation.
