
Bluff Gorse Stoush: Ex-Councillor Hasn't Paid Council Bill

A former Invercargill councillor says she has not cleared her bill with the council after they removed gorse from her land more than two years ago.

A report prepared for a March hearing showed it had drawn three 'request for service' complaints and failed eight of 10 inspections.
But Arnold disputes the issue, saying compliance notices from council were unlawful and breached the New Zealand Bill of Rights.
Arnold said she won't pay her share of a $5320 bill for council contractors clearing the section following an October 2022 bylaw notice, despite receiving monthly reminders.
'They keep sending it out, I've ignored it.'
Invercargill City Council group manager consenting and environment Jonathan Shaw said a decision was made to split the cost 50/50 with Arnold when she met with council in January 2024.
The section was also the subject of a council hearing in March where Arnold unsuccessfully appealed a bylaw notice from December 2024.
Although the panel accepted it was unhelpful that gorse existed on co-owned council land at the boundary of the property, removal still rested with the owner.
'They say that it's got to be cleared again, and I'm not going to do it and so it's going to be the same thing,' Arnold said.
'They'll go and clear it and then they'll charge me.'
The section backs onto Bluff Hill/Motupōhue, which is co-owned by the council and Department of Conservation.
Arnold claims the council conceded it had failed on a range of issues at a January 2024 meeting where the council's chief executive and lawyer were present.
That included that two compliance notices in 2022 and one from 2023 were unlawful and breached the New Zealand Bill of Rights Act, that the council did not manage its gorse under the regional pest management plan until prompted, and that they had a conflict of interest in dealing with her concerns.
In response to questions, Shaw said the council did not accept that gorse wasn't being managed on its land at Bluff Hill prior to Arnold's complaint.
The cancellation of a December 2023 notice for procedural reasons did not mean the compliance problems raised in the original notice were invalid, Shaw said.
Two councillors on the hearing panel declared conflicts of interest but felt it did not warrant them stepping aside, he added.
'The council staff involved in the decision considered the issues raised by Ms Arnold on each occasion in a fair and balanced manner.
'This included preparing for and attending the hearing, which Arnold chose to leave partway through.'
Arnold was elected to council in 2013 and 2016, but stood down near the end of her second term.
She was declared bankrupt in 2018 after losing a defamation suit against Stuff and then-mayor Sir Tim Shadbolt, RNZ reported.

Rep aims for full council role
Pania Coote Not being able to vote when it mattered most has prompted an Invercargill mana whenua representative to stand for council. Pania Coote has represented Te Rūnanga o Awarua at Invercargill City Council since 2021, when two mana whenua roles were introduced. The appointees were given voting rights at committee level, but not full council. Ms Coote said she had gained an in-depth knowledge about council operations, but the voting restriction had shown the "limits of symbolic inclusion". "Literally I could participate on the subcommittees and contribute greatly, but when it came to the final decision at the council table, unfortunately I didn't have the vote. "Representation must be more than just a presence and must have influence, so that's why I'm standing for council." Ms Coote said her commitment was driven by responsible leadership, efficient governance and tangible progress on issues which mattered most to the community. Council needed to be driven by energy, vision and practical-type leadership, she said. Voters do not select mana whenua representatives at local body elections; rather they are put forward by their respective rūnanga. In response to questions, council manager governance and legal Michael Morris explained the Local Government Act meant only elected members could vote at full council. Including mana whenua roles on committees was a decision made at the start of each term by way of a vote, he said. "This is usually put to council at the inaugural meeting, so I'd expect this to happen at the beginning of November after the October election." How much the representatives were paid was also determined by the incoming council.

Cruise visits expected to halve this summer
Economic uncertainty and rising costs have been cited as reasons for fewer cruise ships planning to visit Kaikōura this summer. Just five cruise ships are scheduled to visit Kaikōura during December, January and February, down from 11 last summer and 16 in summer 2023/24. ''There's lots of reasons. Global uncertainty, Government changes and it has led to less cruise ships planning to come this season,'' Destination Kaikōura manager Lisa Bond said. ''But everything has a cycle. This year we are down to five, but in two years we might be back to 13.'' She said cruise ship companies planned their schedules 18 months or two years ahead, so the global uncertainty was big a factor. But she noted cruise ship schedules are subject to change, depending on weather and other factors. Destination Kaikōura deputy chairperson Lynette Buurman said the ability to attract cruise ships has not been helped by Environment Canterbury increasing its berthage fees. As Kaikōura has small wharves, cruise ships anchor off the coast and bring tourists into the wharf by tender boats. An Environment Canterbury spokesperson said berthage fees depend on the size of the ship, ranging from $7666 for ships less than 100 metres to $16,866 for ships 200 metres or more. Cancellation fees also apply. It covers the costs of chart updates, operation and maintenance of navigation aids, and operation and maintenance of safety management systems. The berthage fees have not changed in the last 12 months, the spokesperson said. Other tourist hot spots are also experiencing sharp declines in cruise ship bookings. Bay of Islands' cruise ship bookings for the 2025/26 season have almost halved from their peak two years ago, from 92 to 47. A cruise ship representative told Local Democracy that cost increases had contributed to the drop. Ms Bond said Kaikōura enjoyed a busy summer and autumn, while King's Birthday weekend, Matariki weekend and the July school holidays brought strong numbers of visitors to the town. April was a particularly strong month, with the spend from domestic visitors up 15 percent compared to last year, while accommodation bookings were up 7%. Strong domestic support continued in May, with the spend up 13% and guest nights up 14% compared to May 2024. Ms Bond said the bulk of domestic visitors come from Canterbury, with visitor numbers from Auckland and Wellington also up. There has also been growth in international visitors, according to visitor data. International visitor spend, excluding accommodation (which is now pre-paid), is up 13%, which suggests either a higher average spend or an increase in day visits. A busy few months are expected, with the Kaikōura Whale Run and the Kaikōura Hop in September, followed by the school holidays, the Mountains to Sea Marathon and Labour Weekend in October, and the Kaikōura Trotting Cup in November, before summer gets into full swing. The Taxpayers' Union is slamming the Department of Conservation's latest staffing changes as another weak attempt to dodge real savings, saying the bureaucracy remains overstaffed and under-accountable. It needs to show some backbone and start cutting where it counts, and that means tackling the bloated back-office beasts like DOC head-on.'
