Foreign investors free to own real estate outside Makkah, Madinah
For this, the ministry has cited some conditions for foreign investors to obtain permission to engage in such business.
Most notable among these conditions is that the property is located outside the boundaries of these holy cities and that the purpose of selling the real estate is not for commercial speculation, which refers to buying and selling assets such as stocks, commodities, or real estate with the expectation of profiting from price fluctuations, stated the report citing the ministry.
As per a recent report, foreign investor firms are required to obtain the ministry's approval to own real estate in terms of personal residences, industrial facility headquarters, company administrative headquarters, residential facilities for employees, and warehouses.
The ministry pointed out that there will be no financial fee for this service, and that the service is provided by the ministry to beneficiaries through the ministry's e-services portal within five business days.
The only documents required will be the municipality's building permit or a letter of approval from the municipality, or a statement indicating the type of use of the land to be acquired issued by an official authority, and a copy of the deed to be acquired.
Real estate development establishments seeking to implement a real estate project or sell it are required to submit a report from an engineering office accredited by the Saudi Council of Engineers detailing the total cost of the project, as well as a copy of the deed to be acquired or sold, said the Saudi Gazette report.
The project cost must be no less than SR30 million for land and construction, and must be located outside the boundaries of Makkah and Madinah stated the report.
The establishment must also commit to utilise the land to be acquired within five years, it added.

The VAT refund system is available to non-resident tourists aged 18 and older. To qualify, total purchases must exceed SR500, and the goods must be unused, for personal use only, and exported within 90 days of purchase. Services such as accommodation and meals are excluded, as well as specific items like vehicles, boats, aircraft, food and beverages, tobacco products, and petroleum derivatives. Shoppers can request a VAT exemption form at the point of sale by presenting their passport or GCC ID, and may combine up to three invoices from the same retailer on the same day to reach the eligibility threshold. Upon departure, travelers must validate their tax-free form at one of 18 verification points currently available at three international airports: 10 at King Khalid International Airport in Riyadh, four at King Abdulaziz International Airport in Jeddah, and four at King Fahd International Airport in Dammam. Refunds can be issued either by card or in cash, with a daily cash refund cap of SR5,000 per person. However, cash refunds are not available at the North Terminal of Jeddah's King Abdulaziz Airport. The VAT refund initiative aims to promote sustainable tourism spending, streamline shopping experiences, and encourage visitors to extend their stays and explore more of Saudi Arabia's retail landscape.

The United Arab Emirates reaffirmed its strong commitment to sustainable development on the world stage at the United Nations High-Level Political Forum (HLPF) on Sustainable Development held in New York. The country's delegation showcased a wide range of forward-looking initiatives, partnerships, and preparations for its next national review in 2026, with a clear message: human development and innovation are at the heart of its vision for the future. Representatives from several key UAE government bodies and organizations took part in the forum, including the Ministry of Cabinet Affairs, Ministry of Interior, Ministry of Investment, Environment Agency – Abu Dhabi, Noor Dubai Foundation, and Dubai Chambers. The launch of the 2045 XDGs Report stood out as a major moment, offering fresh insights and a long-term roadmap to build on the momentum of the current SDGs. Addressing Key Issues: Gender, Youth, and the Environment The UAE also hosted sessions that tackled some of today's most pressing topics, including gender equality, child welfare, and digital inclusion. Discussions emphasized the role of women's leadership in driving sustainable development and the need to close the digital gender gap. The Ministry of Interior presented the Green Shield Operation, a cross-border environmental initiative to protect biodiversity in the Amazon Basin — a clear sign of the UAE's global responsibility beyond its borders.
