Arnell Ignacio: Land deal not anomalous, presented to OWWA board

Former Overseas Workers Welfare Association (OWWA) administrator Arnel Ignacio on Friday denied that there was anything anomalous in the P1.4-billion land deal the agency entered into during his watch.
According to a 24 Oras report by Mariz Umali on Friday, Ignacio also denied that he made money from the transaction.
Department of Migrant Workers Secretary Hans Cacdac earlier this week said Ignacio was replaced as OWWA administrator because of the questioned land purchase.
'Ito po ay dinala namin sa board bilang report ng OWWA, at binusisi ng ilang technical working group na binuo din ng ating chairman Secretary Hans Cacdac na kaibigan ko… Walang nakitang iniliban na hakbang,' he said.
(This was brought to the board as an OWWA report, and it was thoroughly inspected by several technical working groups that were made by our chairman Secretary Hans Cacdac, who is my friend… They didn't see any steps we've skipped.)
'Lahat ng mga requirements sinunod at sinabing maayos ang aming pagkakasunod sa RA 10752… kKaya ako gulat na gulat na tinawag itong anomalous deal,' he added.
(All the requirements were followed and were deemed to have followed RA 10752… which is why I was very surprised that this was called an anomalous deal.)
Ignacio was pertaining to a 6,499-square meter plot of land near the Ninoy Aquino Terminal 1, which OWWA procured to become a halfway house for migrant workers.
'Napakabigat. Pagkatapos, napakaraming alegasyon sa akin. Saan nanggaling? Sa isang papel na walang nakapirma? Na andami daming sinabi na kinita ko? Pati nga yung numero, di na nga magkasundo kung magkano. Wala po akong kinita dito,' Ignacio continued.
(It feels really heavy. There are also so many allegations made against me. Where did this come from? From a paper with no signature? That said I had a lot to gain from this? Even with the numbers, they couldn't agree on how much it was. I didn't earn anything from this.)
He said the Land Bank of the Philippines was the institution that came up with the amount that OWWA paid for the land.
'As our government financial institution, it's the LandBank who assessed the value, and it is exactly the amount that OWWA paid. At sana man lang, binigyan ako ng pagkakataong makausap. Nagulat na nga lang po ako na isang araw, pinatawag ako na ako ay papalitan… 'Yun po ang nangyari dito, di ko po ito itinago. Ito pong ganitong kagandang transaksyon, bakit namin itatago ito?' Ignacio said.
(As our government financial institution, it's the LandBank that assessed the value, and it is exactly the amount that OWWA paid. I had hoped I at least would have been given a chance to explain. I was shocked that I was suddenly called one day to be replaced… That's what happened here, and I will not hide it. This was such a good transaction, so why would we hide it?)

The Department of Migrant Workers (DMW) on Tuesday filed plunder and graft charges against former Overseas Workers Welfare Administration (OWWA) administrator Arnell Ignacio and eight others over the controversial P1.4-billion land acquisition deal. Filed before the Office of the Ombudsman, the complaint also accused Ignacio, his two former deputies at OWWA, and six individuals who belong to the seller group of malversation of public funds. The DMW said the complaint stemmed from the purchase of a 1.5-hectare property near Ninoy Aquino International Airport Terminal 1 in September 2024, on which a halfway house for returning overseas Filipino workers (OFWs) would be constructed. However, the DMW said that the property's close proximity to the airport runway made it unsuitable for development. The DMW added that OWWA's board of directors was not consulted and did not authorize the contract to sell, the deed of sale, and the supplemental agreement in connection with the purchase of the property. Vouchers and checks were also signed prior to the deed of sale, DMW Secretary Hans Leo Cacdac said. Robinsons Retail Holdings Inc. (RRHI) reported a decline in net income for the second quarter of the year, weighed down by higher equitized losses from minority investments and rising interest expenses due to greater borrowings. RRHI reported a P1.492-billion attributable net income in the April to June period, down 13.2% from the P1.719 billion in the same period last year. Net sales increased 5.9% to P50.660 billion, while gross profit climbed 6.6% to P12.334 billion. This brought the first-half net attributable net income to P2.252 billion, down 66.9% from P6.800 billion in 2024, in the absence of the one-time gain from the merger of Robinsons Bank and the Bank of the Philippine Islands last year. 'The sustained recovery in basket sizes, along with our continued focus on improving assortment, has enabled us to accelerate growth and exceed our full-year SSSG (same store sales growth) target in the second quarter,' RRHI president and chief executive officer Stanley Co said in an emailed statement. 'We intend to build on this momentum by further expanding our store network and driving operational efficiencies in the coming months,' he added. RRHI's portfolio includes the brands 'Handyman Do it Best,' 'True Value,' 'Toys 'R' Us,' 'Uncle John's,' 'Daiso Japan,' 'Pet Lovers Centre,' 'No Brand,' and domestic brands 'Savers Appliances,' 'South Star Drug,' 'The Generics Pharmacy,' and 'Super50.' It ended the first half with 2,471 stores, including 763 food stores, 1,145 drugstores, 51 department stores, 228 DIY stores, and 284 specialty stores. With a national education roadmap now in place through the newly launched Quality Basic Education Development Plan (QBEDP) 2025–2035, Education Secretary Sonny Angara said that the Department of Education (DepEd) cannot afford another budget cut. 'So babantayan ang budget this year para di maulit ang nangyari last year,' Angara told reporters. (We will be closely watching the budget this year so that what happened last year doesn't happen again.) Last December, Angara expressed disappointment over the P12-billion reduction in DepEd's proposed 2025 budget, with P10 billion slashed from the department's computerization program. 'Sa amin, almost P12 billion yung na-cut. Karamihan o yung bulk noon na P10 billion ay para doon sa computerization program ng Department of Education,' said Angara, a former chairperson of the Senate finance committee that scrutinizes the proposed national budget. (Almost P12 billion was cut, with the bulk—P10 billion—taken from the DepEd computerization program.) The budget cut, Angara noted, could derail efforts to modernize classrooms and equip learners and teachers with digital tools—an essential part of the agency's plan to improve education quality and access nationwide. With the QBEDP setting a unified 10-year vision anchored on decentralization, partnerships, and digital transformation, Angara said success now hinges on funding the reforms properly—especially amid the rollout of internet connectivity, curriculum upgrades, teacher promotions, and expanded TVET certification for students. On Monday, President Ferdinand 'Bongbong' Marcos Jr. acknowledged the challenges plaguing the Philippine education system, including learning poverty and infrastructure backlogs.
