
FinMin for moving beyond policy prescriptions

Minister for Finance Muhammad Aurangzeb on Thursday stressed the need for adopting the policies framed to address climate change-related challenges on a fast-track basis by moving beyond "policy prescriptions."
"There is no dearth of policy prescriptions; it is all about how and who. I sincerely hope this conference will address the operationalisation issues," he said at an international climate change conference titled "Breathe Pakistan."
He said Pakistan was one of the most vulnerable countries to climate change and urgently needed to make mitigation efforts. However, the real and bigger issue was the adoption of policies in true letter and spirit.
In that regard, he cited the National Adaptation Plan (NAP) and the National Climate Finance Strategy (NCFS) that Pakistan announced in Baku, Azerbaijan, in November 2024. The launch of the strategy took place at the United Nations-led global climate conference, COP29, setting forth a framework to scale up climate-related investments, attract international financing and strengthen domestic financial systems.
It also called for enhancing resilience of different sectors, clarifying institutional roles and improving access to diverse funding channels. He said the NCFS had been aligned with Pakistan's Nationally Determined Contributions (NDCs) under the Paris Agreement with the aim of closing the estimated $348 billion climate finance gap by 2030. The minister expressed gratitude to the Vulnerable Twenty (V20) group, which was working on a comprehensive climate prosperity plan, expected to be unveiled in April.
Aurangzeb mentioned that the State Bank of Pakistan (SBP) would issue comprehensive guidelines on a green economy framework, including how to structure, monitor and finance green initiatives. "It is important to have a green economy framework as we move forward," he remarked. He also commented on the pledges made by donors, world-leading financial institutions and countries at various sessions of the Conference of Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC).
Turning to the national economy, the finance minister noted that Pakistan had made significant progress on the macroeconomic front in the last 12 to 14 months with inflation dropping to 2.4% in January. "More importantly, on the back of this macroeconomic stability, we are executing structural reforms and strengthening the tax net," he said and praised the provincial governments for passing legislation on the agricultural income tax, which was "a key step towards expanding the tax net."
He talked about the government's austerity measures, highlighting the rightsizing efforts targeted at the federal ministries and attached departments, in addition to abolishing the vacant posts as part of earlier announcements to curtail state expenditures. During the day, Finance Minister Aurangzeb also held separate meetings with former caretaker finance ministers Shahid Javed Burki and Shamshad Akhtar at the Finance Division. In the meetings, views were exchanged on Pakistan's economic progress and the government's strategic efforts to restore macroeconomic stability and lay the foundation for sustainable economic growth.

Finance minister lauds CCP's for ‘reducing pending court cases'
Federal Minister for Finance Muhammad Aurangzeb expressed satisfaction over the performance of the Competition Commission of Pakistan (CCP), saying the commission's had brought significant improvements, particularly in reducing the number of pending court cases. Addressing the Senate, the finance minister requested the chairman Senate Standing Committee on Finance and Revenue, to invite Dr Kabir Sidhu, Chairman CCP, for a detailed briefing to appreciate the true extant of reforms undertaken by the commission. He informed the house that over the past two years, the CCP's new management actively pursued litigation in various courts, which resulted in reducing the backlog of cases from 577 to approximately 300. Responding to a motion moved by Senator Mohsin Aziz, the minister emphasised that a transparent and robust regulatory framework is essential in a market-based economy to foster competition and ensure accountability. In this context, he highlighted CCP's recent performance as crucial and deserving of support. He shared that the CCP issued 11 major orders in the past year alone, imposing fines exceeding Rs1 billion. Of this amount, approximately Rs120 million has already been recovered. The inquiry process has been expedited, the issuance of show-cause notices has become more efficient, and the overall hearing mechanism has improved to ensure timely action against violators. The minister further stated that CCP's Cartels Department completed 20 inquiries during the current fiscal year, while the Office of Fair Trade finalised 13 investigations related to misleading advertisements and deceptive marketing. These investigations have led to the issuance of show-cause notices and the initiation of formal hearings, he said. He also informed the Senate about the establishment of a dedicated Market Intelligence Unit within the CCP, which proactively monitors market distortions, price manipulation, and other potential violations of competition law. The minister said that the unit has so far identified 170 potential violations across sectors such as banking, e-commerce, telecom, and real estate, with 28 inquiries already initiated. He added that a Centre of Excellence has also been established within the Commission to conduct research and data-driven analysis of various market sectors.

PSX loses steam as investors book profit

Photo: Reuters/ File The Pakistan Stock Exchange (PSX) commenced the week with lacklustre trading on Monday as the benchmark KSE-100 index lost momentum owing to profit-taking by investors ahead of expiry of July-end contracts. After fluctuating within a narrow band throughout the day, the index recorded a decrease of 379.78 points, or 0.27%, and settled at 138,217.58 by the close of trading. Analysts attributed the bearish sentiment to uncertainty surrounding external debt repayments in FY26 and investor anxiety ahead of the State Bank's monetary policy decision. Geopolitical worries, inflationary pressures and currency depreciation further contributed to the market's decline. Ahsan Mehanti of Arif Habib Corp remarked that stocks closed under pressure amid geopolitical uncertainty as well as concerns over the impact of inflation on the monetary policy announcement next week. He said that rupee instability and worries about external debt repayments due in FY26 drove bearish activity at the PSX. In its review, Topline Securities commented that the market remained range bound throughout the session, fluctuating between intra-day high of 139,201 and intra-day low of 138,150, as investors engaged in profit-taking ahead of July-end contract expiry. Pressure on the index came from Fauji Fertiliser Company (FFC), United Bank Limited (UBL), Oil and Gas Development Company (OGDC), Systems Limited and Hub Power, which dragged the market down by 438 points. On the other hand, HBL, Engro Fertilisers and Pakistan Aluminium Beverage Cans lent some support by contributing 152 points, Topline added. According to Arif Habib Limited (AHL), the week commenced with the decline in KSE-100 into the support range of 137.2-138.2k. Some 42 shares rose while 56 fell, with HBL (+2.13%), Engro Fertilisers (+0.79%) and Pakistan Aluminium Beverage Cans (+5.47%) contributing the most to index gains. On the flip side, FFC (-1.48%), UBL (-1.06%) and OGDC (-0.94%) were the biggest drags, it said. According to reports, Finance Minister Muhammad Aurangzeb held meetings with US officials to negotiate Washington's demands as part of trade talks ahead of the August 1 deadline. Both parties expressed optimism that the ongoing talks would yield positive outcomes, benefiting the economies of both countries. AHL pointed out that in June 2025, power generation rose 2.1% year-on-year, reaching 13,744 gigawatt hours (GWh), compared to 13,459 GWh in June 2024. On a month-on-month basis, generation rose 8%. JS Global analyst Muhammad Hasan Ather stated that the KSE-100 index experienced a volatile session and closed down 380 points. After hitting a historic high last week, the market saw profit-taking amid investor caution. Despite a strong opening, intra-day selling erased early gains. The pullback follows a robust 3.2% weekly surge, driven by macroeconomic optimism and earnings expectations, he said. Looking ahead, the market may consolidate near current levels, with sentiment hinging on corporate earnings, economic indicators and clarity on foreign investment flows, the analyst added. Arif Habib Ltd Deputy Head of Trading Ali Najib remarked that the 135,000 level served as initial support for the KSE-100 index, backed by strong corporate earnings and consistent foreign inflows. "If this level is breached, the index may drift towards 132,000, where compelling valuations and expectations of monetary easing could help revive investor sentiment and reignite buying interest," he said. Overall trading volumes decreased slightly to 608.2 million shares compared with Friday's tally of 609.4 million. Traded value stood at Rs23.5 billion. Shares of 479 companies were traded. Of these, 193 stocks closed higher, 245 fell and 41 remained unchanged. First Prudential Modaraba was the volume leader with trading in 58.7 million shares, gaining Rs0.48 to close at Rs4.98. It was followed by K-Electric with trading in 53.2 million shares, gaining Rs0.12 to close at Rs5.43 and Pakistan International Bulk Terminal with 51.7 million shares, falling Rs0.08 to close at Rs10.06. Foreign investors sold shares worth Rs815.8 million, the National Clearing Company reported.

Pakistan eyes constructive trade engagement with US: Aurangzeb
WASHINGTON: Finance Minister Muhammad Aurangzeb has expressed Pakistan's intent to deepen trade and investment cooperation with the United States, terming the US as Pakistan's largest trading partner. Speaking to media representatives following a series of meetings in Washington, Aurangzeb said Islamabad was keen to pursue a constructive dialogue with Washington on trade and economic matters. 'There are certain issues that still need to be discussed,' he said, adding that Pakistan's leadership would make key announcements in the coming days. The finance minister is currently leading a Pakistani delegation in the US capital where he met with senior American officials, including US Treasury Secretary Howard Lutonk and US Trade Representative Jameson Grey. Pakistan says it held productive trade talks in Washington According to a statement issued by the Finance Ministry, both sides reaffirmed their commitment to promoting a stable and comprehensive economic partnership. The talks focused on expanding bilateral trade, facilitating investment flows, and addressing tariff and non-tariff barriers. Officials familiar with the proceedings said that the US side has asked Pakistan to undertake specific reforms, including reducing import tariffs and easing regulatory bottlenecks that hinder American businesses. Aurangzeb's visit comes at a critical time, with Washington reportedly pushing for tangible steps on bilateral trade agreements ahead of a key August deadline. In response, Pakistani authorities are expected to present a policy framework aimed at removing trade obstacles and encouraging foreign investment. During the meetings, both delegations expressed satisfaction over recent progress in broadening economic cooperation, particularly in sectors like energy, technology, and agriculture.
