How many civil servants does it take to run a small country like Ireland?

There was a time when the news that the number of civil servants has increased by 50 per cent over the last 10 years would have triggered outrage from the usual suspects: right-leaning politicians, business lobby groups, golf club bores and the rest.
Somewhat surprisingly, then, the revelation that there are now just under 53,000 civil servants – people directly employed by the State rather than via agencies such as the Health Service Executive – pretty much went unnoticed last month. The figure, which was sought by Fianna Fáil TD Malcom Byrne, shows a rebound in numbers across all grades and roles since the Government took its foot off the austerity pedal.
The question as to how many civil servants does it take to run a small country like the Republic is an interesting, if difficult one. But it turns out there is a man for that: Matt Kerlogue, the data scientist who compiles the
Blavatnik Index of Public Administration
produced by the eponymous business school at Oxford University.

The most recent version is from 2024 and compared the civil services of more than 120 countries. It reviews four things: strategy and leadership; public policy; national delivery; and people and processes. The State comes joint 24th alongside Israel and Slovenia. The top spots go to Singapore, Norway, Canada, Denmark and Finland.

We are sort of middling on strategy and leadership, which looks at 'the setting of the strategic direction for a government's programme of work, the stewardship of public institutions, and the overarching values that guide the behaviours of and approach taken by public officials'. We came 23rd.

The result was similar (28th) when it comes to national delivery, which 'seeks to assess the ability of the national government to oversee the delivery of public services, including those services it delivers itself'.
The index paints a picture of a Civil Service that is pretty good at coming up with policies but populated by people who probably want to work somewhere else and who are doing an average job of implementing said policies. Sound about right? Dublin metro? Housing crisis?
The question as to whether we are getting a reasonable return from the money spent on the Civil Service is harder to answer. According to Kerlogue, there does not really seem to be any relationship between a country's ranking in the index and its size or how much money it spends on its civil service. There is no correlation between expenditure (as a percentage of gross domestic product) and index ranking, he says. The same holds for population.
If anything, says Kerlogue, the countries that do best are the ones that seem to have some sort of overriding national imperative. Singapore, which tops the index despite spending much less in terms of gross domestic product per capita on its civil service, than other countries tops the survey.
It has focused relentlessly on being a hub for trade since it was expelled from Malaysia in 1965 with little going for it but a strategic location. Estonia, which also outperforms, lives beside a large and relentless threatening neighbour.
It is hard to say what the national imperative of contemporary life in the Republic is other than everyone for themselves. So, how do we judge if we are getting a good bang for our buck when it comes to the Civil Service?
Kerlogue suggests that the best approach is to compare our index score with countries that have a similar political system or are of a similar size. When it comes to the political system our closest peers are the United Kingdom and, more pertinently, other countries that, like ourselves, adopted and modified the British civil service model.
The one that probably ticks the most boxes is New Zealand because it has a similar population, 5.22 million versus 5.3 million. Both countries also have comparably sized civil services. New Zealand has almost 64,000 civil servants versus our 53,000.
The bad news is that New Zealand came joint sixth in the index and wipes our eye on all four measures, particularly in people and processes (they come second and we come 57th). The only area in which we come close is public policy (we come eighth and they come 6th). For the record, they are placed 12th for national delivery and 11th for strategy and leadership.
It's probably a bit simplistic, but both countries seem to be equally good at coming up with policies, although we are much worse at getting them done. Could the fact that New Zealand civil servants seem a much happier bunch than our own be the reason? Could the fact that there are 10,000 more of them explain the difference?

Sinn Féin TD for Wicklow, John Brady, has called on the government to intervene to reduce the pupil-teacher ratio in Gaelscoileanna and to prevent the loss of a teacher from Gaelscoil Uí Chéadaigh, in Bray, this September. 'Following the crash in 2011, the government made the damaging decision to increase the pupil-teacher ratio in Gaelscoileanna, under the guise of aligning them with English-medium schools,' Deputy Brady said. 'This policy shift has had long-term consequences, and now we see those consequences play out locally in Gaelscoil Uí Chéadaigh, which is being forced to lose a teacher because they are only one pupil short of the threshold. It is disgraceful and deeply unfair,' he said. Deputy Brady said he has repeatedly raised the issue with the Education Minister Helen McEntee, but the Department has refused to consider exceptional circumstances, despite the significant impact this decision will now have on the school community, something he described as 'completely unacceptable'. 'I have been in contact with the Minister for Education, but despite the very clear case put forward by the school and community, there is a total unwillingness to show any flexibility. The result is that the children are being punished, staff are being stretched, and the quality of the education is being compromised', he said. The Wicklow TD also highlighted the 'hypocrisy at the heart of government claims' to support the Irish language and expand opportunities for Irish-medium education, while 'failing to back that rhetoric with real investment or meaningful policy change'. 'The Programme for Government set a target of 19:1 pupil teacher ratio for primary schools. But the reality in classrooms, particularly in many Gaelscoileanna, is worlds apart. Schools are overcrowded, under-resourced and under constant pressure. The decision to strip Gaelscoil Uí Chéadaigh of a teacher shows just how little regard this Government has for Irish-medium schools and for the children who attend them,' he said. He also criticised what he described as 'the ongoing failure of successive Fianna Fáil and Fine Gael governments' to tackle staffing issues in Gaelcholaistí, pointing to Coláiste Ráithín, in Bray, as an example of a school facing persistent difficulties. 'Year after year, Coláiste Ráithín is left scrambling to fill teaching posts due to staff shortages beyond their control. It is a repeated cycle that the Government refuses to fix. They 'talk the talk' regarding the Irish language, but when it comes to real support for the schools delivering Irish-language education, they vanish. It is a fantastic school, and they should not have this constant worry,' he said. He said that unless the Government reinstates the previous, lower pupil-teacher ratio for Gaelscoileanna and immediately intervenes to prevent the loss of staff at Gaelscoil Uí Chéadaigh, they will continue to fail children, parents and communities who recognise the value of Irish-medium education. 'If the government is serious about investing in children's education, about supporting the Irish language, and about giving real choice to families as to where they send their children to school, they must act now,' he concluded.

The European Commission's publication of its draft of the union's €2 trillion 2028-2034 budget, the Multiannual Financial Framework ( MFF ), once again opens up a tortuous two years of likely acrimonious budget negotiations. Twenty seven states and the European Parliament must unanimously agree – in talks as complicated as four-dimensional chess – a new package of political imperatives, from defence, immigration, climate change, industrial innovation and inflation to safeguarding historic programmes such as CAP and cohesion. By all appearances, this will be an utterly impossible reconciliation. Helping to steer a path towards it will be the onerous central challenge of next year's Irish presidency . And complicating that challenge for cash-strapped Dublin negotiators will be a plethora of threats to programmes that are particularly important to us to us – CAP; changes to delivery mechanisms; new demands such as defence; and arguments about the scale of increasing burdens on budget net contributors. In truth, according to Zsolt Darvas from think tank Bruegel , MFF spending needs to double to finance the climate transition and pay off its Covid-19 debts. His views echo those in an important report last year from former Italian prime minister Mario Draghi, calling for an additional €800 billion a year of private- and public-sector investment to revive Europe's economic competitiveness. READ MORE The commission's budget is more modest, some €1.816 trillion (plus €165 billion in pandemic recovery debt repayments), up from the current 1.1 per cent of union gross national income to 1.15 per cent. And all at a time when member states are all adamant they will not pay a penny more, although commission president Ursula von der Leyen insists unconvincingly their contributions do not need to go up. [ The Irish Times view on the EU budget: major barriers to getting an agreement Opens in new window ] Irish farmers should be pleased to see direct income payments to farmers ring-fenced. However, agricultural economists here worry that rural development and environmental support payments are to be hived off into a broader regional fund pot and are likely to be squeezed – similar to the cohesion fund for poorer regions, which was once an important Irish staple. MEPs from the regions are also already screaming blue murder at the 'renationalisation' or centralisation of regional funding – 27 national plans would replace more than 500 current programmes. They are alarmed it would substantially reduce regional autonomy and funding which makes up more than one-third of the current budget. Von der Leyen's juggling trick also involves fancy footwork in respect of expanding the union's 'own resources' – or funding from non-member state sources. Such taxation needs to be targeted so that it does not impinge on the domestic tax base and revenues of governments. Most controversially this time is the suggestion of levying a tax on companies with a net annual turnover of at least €100 million. This is expected to generate only €6.8 billion but is already facing determined opposition. Speaking like an Irish finance minister, Germany's chancellor Friedrich Merz has warned that 'there is no question of the EU taxing companies, as the EU has no legal basis for this'. Other proposed new 'own resources' include taxes targeting electric waste (around €15 billion annually), tobacco products/companies (€11.2 billion), a carbon border tax (€1.4 billion), and a tax on revenues generated by emissions trading (€9.6 billion). EU capitals will also worry how the new budget would affect the politically sensitive difference between national contributions and receipts. [ Proposed €2tn EU budget would increase funding for defence Opens in new window ] From 1973 to 2018 Ireland was a net recipient, in nominal terms, of more than €40 billion in EU funds. By 2023, 10 countries, including Ireland, were net contributors, and 17 were net beneficiaries. Top of the net contributors were Germany (€19.8 billion), France (€9.3 billion), with Ireland in eighth place (€1.3 billion). Poland was the top net beneficiary, receiving €7.1 billion. Ireland was second in net contribution per head, at €240 per person. Courtesy of our growing relative wealth (measured dubiously by 'GDP per cap') we displaced Luxembourg in 2024 in paying the most to the EU budget on a gross per capita basis – with every Irish person contributing some €53.20 a month to the union's coffers compared to the EU average of €25.20 and Germans' €29.70. Bulgarians contributed €10.70 a month. Net cash contributions have been seized on by many national politicians and the press as evidence that the countries of the supposedly indolent south are unfairly milking the system at the expense of fiscally responsible northerners. But the real benefits of membership to the countries of the north amount to far more than can be measured by such direct transfer figures. Apart from the progressive aims of redressing EU-wide economic imbalances, helping poorer neighbours and levelling the playing field, the EU provides huge indirect and non-cash benefits disproportionately to net contributing members such as Ireland. These include financial rewards from the European Central Bank in maintaining financial stability and financial returns, valuable access to the single market and research grants through the Horizon programme. Making the political case for increasing our contribution yet again will not be easy but it must be done.
