
Exporters increasingly find 'alternative markets' ahead of Aug 1 tariff deadline
India offers an early example. The Asian subcontinent is facing tariffs of up to 26 per cent – among the steepest imposed on any major economy – on goods coming into the US under President Donald Trump 's Liberation Day levies. India's $32 billion jewellery and gems industry is looking to alternative markets, especially the Middle East.
That shift will be on show at Sajex 2025, a jewellery trade fair set for September in Jeddah, Saudi Arabia. Backed by the Indian government and industry bodies, the event is part of a broader push to establish the Middle East as a long-term market for Indian exports.
India, a global leader in diamond processing and jewellery manufacturing, regards Saudi Arabia as a big growth opportunity, especially as trade tensions with the US resurface. The kingdom's jewellery market was estimated at $4.6 billion in 2024 and is expected to grow strongly through 2030.
Tariff push
For many countries, US tariff increases under the current administration have remained modest so far, typically around 10 per cent, whereas two dozen or so face substantially higher levies. So, the impact of tariffs is concentrated but weighty.
For now, many exporters are coping with this by stomaching a squeeze in their margins, negotiating lower prices with suppliers, or taking advantage of weaker domestic currencies, which help to offset some of the added cost. But if tariffs rise permanently to above 10 per cent to15 per cent, it will lead to economics shifting in many industries.
At that point, rethinking where and how to export becomes unavoidable.
China, which had faced tariffs as high as 145 per cent on some goods entering the US, responded by accelerating shipments ahead of tariff deadlines and redirecting exports to other markets. That redirection has been greatest to those economies with a free trade agreement with China, or where import penetration was below average.
The Trump administration announced new levies in April but delayed implementation twice – first to July, then again to August – prompting a rush to beat the clock. Some of those duties have since been eased under a temporary trade truce agreed between Washington and Beijing in London. Another meeting is set to take place soon in Stockholm.
Still, Chinese exports to the US fell 10.9 per cent year-on-year in dollar terms during the first half of the year. Over the same period, exports to Asean countries – some of which Washington claims are being used to reroute Chinese goods and bypass tariffs – rose 13 per cent. In June alone, total Chinese exports rose 5.8 per cent in dollar terms, driven in part by firms racing to move goods before tariffs take effect in August.
The surge offered a short-term lift to China's economy, which has leaned heavily on exports to compensate for weak domestic demand amid a prolonged property sector downturn.
China-EU shift?
While concerns persist over a wave of redirected Chinese goods entering Europe and other industrialised markets, there is little clear evidence of such a shift – at least not yet. Much of the excess appears to be heading into emerging economies, where trade oversight tends to be lighter and price remains a bigger factor in purchasing decisions.
In China's case, the worry extends beyond volume. Some believe that redirected exports are state-subsidised, fuelling fears in places like the EU that competition is being distorted long before goods cross any borders.
Meanwhile, on Sunday, a new trade deal was reached between the US and the EU with a 15 per tariff on most EU goods to the US, including pharmaceuticals, automobiles and semiconductors, averting a transatlantic trade war. Tariffs on metals remain unchanged.
For now, changes in global trade flows are limited. One reason is that for heavily regulated or very complex products, like medical devices or automotive parts, redirecting exports tends to require compliance with new safety and certification standards. That can be time consuming and costly.
Also, shifting factories across borders does not happen overnight. The semiconductor industry offers a good example. Two years ago, Taiwan's TSMC, one of the world's largest chip makers, said it planned to build a new €10 billion semiconductor plant in Germany. However, the factory is not expected to be up and running until 2027.
For exporters, such delays can affect revenue. For importers, higher tariffs usually lead to higher consumer prices. In the US, this is already happening, with inflation rising to 2.7 per cent in June, ahead of forecasts, and core inflation increasing to 2.9 per cent.
US retail stalwart Walmart, which imports heavily from China and Mexico, has warned that even a partial rollback of US tariffs leaves them too high to absorb. The last US-China trade war, launched in 2018, saw nearly all tariff costs passed through to American firms and consumers. History seems to be repeating itself.
Macroeconomic data points to the broader fallout. A surge in imports, driven by pre-tariff stockpiling, helped drag the US economy into a 0.2 per cent annualised contraction in the first quarter of the year, the first such decline since 2022.
General Motors is a case study in tariff exposure. With plants in Mexico, South Korea and Canada, the US car maker absorbed $1.1 billion in tariff costs in the second quarter, wiping out nearly a third of its adjusted profits.
For now, many executives I teach at IMD are still in wait-and-see mode. Some companies are now delaying production shifts until 2026. Many cite advice to front-load exports before each tariff deadline. That has tactic worked so far. But with another deadline looming on August 1, the space for temporary fixes is closing.
The deeper lesson of this moment is that volatility in trade policy is corrosive. As World Trade Organisation modelling suggests, if global tariffs rise and countries retaliate against the US, trade growth could reverse – falling from a projected 2.7 per cent gain this year to a decline of 0.5 per cent.
In a world already navigating inflation, instability and slowing demand, few economies can afford another self-inflicted slowdown.

Etihad Airways has hosted open day sessions to recruit staff from budget carrier Wizz Air, which is suspending its Abu Dhabi operations from September. 'We've extended our support to affected colleagues and have hosted open days to provide them with potential opportunities at Etihad,' Dr Nadia Bastaki, chief people, government and corporate affairs officer of Etihad Aviation Group, told The National. 'This response reflects our broader responsibility to contribute positively to the aviation ecosystem in the region, particularly in challenging times.' The push to hire Wizz Air workers is part of Etihad's plans to hire pilots, cabin crew, engineers and airport staff to boost its head count by 1,500 this year alone. The Abu Dhabi-based airline, which currently has a workforce of 12,000 people, plans to recruit 2,000 workers every year for the next five years as part of its ambitious growth plan to double its fleet and passenger volumes by 2030, according to Dr Bastaki. 'Our focus is on attracting top-tier talent and ensuring that all efforts align with Etihad's long-term expansion while fostering the development of UAE nationals within our workforce,' she said. The challenge for the industry in the future is attracting talent, Arik De, chief revenue and commercial officer of Etihad Airways, told The National onboard the delivery flight of Etihad's first Airbus A321LR from Hamburg to Abu Dhabi last week. Earlier this month, Wizz Air said it was suspending operations in Abu Dhabi to focus on core markets following a 'comprehensive reassessment'. The no-frills airline cited operational challenges, including engine problems that led to the grounding of aircraft, among reasons for the exit. It began operations in the UAE capital in January 2021. The move by Wizz Air leaves about 450 staff in limbo as some will be unable to relocate to the airline's European operations without European passports or visas, according to a Bloomberg report. Expansion push Etihad Airways is hiring amid a major expansion push with a plan to carry 38 million passengers annually and grow its fleet to 220 planes by 2030. In June, Etihad said it carried 20 million people in a rolling 12-month period for the first time and was operating 101 aircraft. This month, Emirates Group also announced a major hiring spree with plans to recruit 17,300 people including more cabin crew, pilots and engineers as well as cargo, catering and ground handling staff. The Dubai-based aviation group's plans to add staff in 350 different roles in the financial year ending March 2026 will boost its total workforce by 14 per cent. Boeing's latest 20-year outlook for commercial pilots, crew and technicians shows that the industry will require nearly 2.4 million new aviation professionals globally by 2044 to meet the long-term increase in air travel. In the Middle East, airlines will need a total of 234,000 new aviation personnel by 2044. They will be made up of 67,000 pilots, 63,000 technicians and 104,000 cabin crew, Boeing said in its 2025 Pilot and Technician Outlook report. Return to first-class Etihad will embark on a programme to refresh its older aircraft in the fourth quarter of 2026 or the first quarter of 2027, Mr De said. It will cost around $1 billion. The retrofit programme will include older Boeing 777s, 787-9 Dreamliners, Airbus A350s and the A321 classic version, he said. This will entail bringing a first-class seat, lie-flat business-class seats and 'surprise' product announcements that will be revealed 'sooner than later', he added. Etihad plans to equip its entire fleet of wide bodies and narrow bodies with a first-class product by 2030, going against an industry-wide trend of many airlines removing their first-class seats and improving their business-class product. 'We want to have all the planes in Etihad with a first-class [product] – that's the target in five years,' Etihad chief executive Antonoaldo Neves said in Hamburg during a media briefing last week. Etihad took delivery of the first of 30 A321LR narrowbodies from the Airbus facility in Hamburg last week, showcasing first-class seats on a small plane. Another nine A321LRs will be handed over this year, 10 in 2026, five in 2027 and another five in 2028. After the 10th plane, the incoming A321LR deliveries will feature new changes, according to Mr De. 'It will be bolder and better. Next year will be a different product,' he said, declining to provide details. Airbus A380 operations Etihad Airways is also considering returning more of its Airbus A380s to service, Mr De added. It currently operates seven of its 10 double-deckers. In June it started operating the A380 on daily flights to Toronto, boosting capacity by 31 per cent. 'We continue to explore bringing additional A380s back,' Mr De said. 'We want more A380s back, but we don't want to bring them if they don't bring us money.' Etihad began to gradually reintroduce A380s to the fleet after they were grounded by the Covid-19 pandemic in 2020, when global air travel came to a near-standstill.

Lebanon approaches critical juncture in push for Hezbollah disarmament
Lebanon is reaching a critical juncture in the country's efforts to disarm Hezbollah, with the cabinet due to formally discuss the issue on August 5 and President Joseph Aoun expected to address the topic in a speech on Friday. Prime Minister Nawaf Salam called for a cabinet session next Tuesday to conclude discussions over 'the extension of state sovereignty over all its territories' and weapons exclusivity − which in essence means disarming Hezbollah and other non-state groups. Whether they will vote to issue a formal cabinet decision committing to disarm the Iran-backed group remains unclear. Although the cabinet does not consist of any political parties, it includes some members who back Hezbollah or its allies. 'The Council of Ministers will focus on how to implement arms exclusivity,' said a source close to Mr Salam, but added that the road map to achieve that still remained undecided. They said it remained unclear 'if there will be a vote or if there will be a decision by agreement. We will wait and see.' It all comes as the US continues to exert significant pressure on Lebanon to push forward and disarm Hezbollah. Mr Aoun and his government have repeatedly said this is their objective but warned that unless achieved in the right way, it would risk fuelling tensions in a country already on edge. Disarming Hezbollah − once an unattainable thought − became a possible outcome after the group's war with Israel that left it significantly weakened by huge losses. The group's new reality has made it open to discussions on a national defence strategy but it has rejected talk of disarming at a time when Israel continues to bomb Lebanon daily and occupy five points of Lebanese soil. Hezbollah secretary general Naim Qassem will speak on Wednesday night to mark the first anniversary of the killing of the group's top military commander, Fouad Shukr. His assassination was followed by the killing of most the group's senior leadership and top commanders, including long-serving secretary general Hassan Nasrallah. US envoy Tom Barrack has made regular visits to Lebanon, including last week, to push the disarmament issue. He has warned that Lebanon risks being left behind in a rapidly changing region if it does not proceed with the reforms and disarm Hezbollah. Powerful donors have also conditioned the desperately needed economic aid on those issues.

Madbouly reviews Shell's activities, investment plans in Egypt
