USCIS in its official statement has confirmed that they have reached the 65,000 visa regular cap.
As of now, the agency admitted that it will go on to process petitions that are exempt from the cap. These includes:

Not only this, the visa holders can request to switch to their job terms or change to choose a new employer.
The other exception is some workers can even be allowed to work for more than one employer at the same time under H-1B.

What is the H-1B visa?
To understand in simple words, the H-1B visa is a non-immigrant visa which allows US employers to hire workers from foreign nations in specialty knowledge or skills. For those who don't know, it is among the most sought-after visas for skilled professionals from across the globe.
Now every year in the month of March, employers submit electronic registrations for potential candidates but if applications exceed the cap, USCIS conducts a lottery to select applications.
Qualifications needed
Those who wish to qualify for an H-1B visa, the applicant must hold at least a bachelor's degree or its equivalent in related fields. On the other hand, the U.S. employer must show that the job is a 'specialty occupation' that requires such a degree.

What is the cap?
The USCIS has put a cap of 65,000 on new H-1B visas for the fiscal year 2026.
Benefits of holding H-1B Visa
One of the prime benefits of holding the H-1B visa is that the document allows professionals to live and work in the U.S. for up to three years.
They can also extend the visa to a maximum of six years in some cases.
H-1B holders can also apply for permanent residency/green card if their employer sponsors them.
The H-1B holders are also allowed to bring their immediate family members, which includes spouse and kids under 21, to the U.S. on H-4 dependent visas.
In special cases, spouses (dependent visa) are also allowed to work in the U.S.
While the window for new H-1B applications for fiscal year 2026 has closed, new applicants will have to wait for 2027 for the registration process to begin.

Nitish Kumar announces domicile policy, new welfare schemes in Bihar
In poll-bound Bihar, Chief Minister Nitish Kumar on Monday (August 4, 2025) announced yet another sop for the implementation of a domicile policy for the recruitment of teachers across the State. Earlier, ahead of the upcoming Assembly elections, Mr. Kumar had announced a slew of SOPs aimed at the welfare of the poor and marginalised sections of society. 'Since forming the government in November 2005, we have been consistently working to improve the education system. To strengthen it, a large number of teachers have been appointed', Mr. Kumar said in a social media post. He added, 'The Education Department has been instructed to amend the relevant rules to give preference to domiciles of Bihar in teachers' appointments. This will be implemented from TRE-4 (Teachers Recruitment Exam-4) onwards. TRE-4 will be conducted in 2025, and TRE-5 will be held in 2026. The STET (Secondary Teacher Eligibility Test) will be held before TRE-5', announced Mr. Kumar in the post in Hindi, apparently, keeping in view of the upcoming Assembly elections scheduled for October-November later this year. With the introduction of this policy, only candidates who are residents of Bihar will be eligible to apply for teaching positions in government schools. Slew of schemes Of late, Chief Minister Nitish Kumar has announced a number of schemes for the welfare of the poor and marginalised sections of society, including the constitution of a commission for the all-round socio-economic upliftment of sanitation workers, implementation of a scheme to provide 125 units of free electricity to around 1.86 crore consumers, and an increase in the State's journalist pension scheme from ₹6,000 to ₹15,000 per month. Salaries and honorariums have also been increased for grassroots public service providers like ASHA (Accredited Social Health Activists) workers now receive a monthly increase from ₹1,000 to ₹3,000, and Mamata workers, who assist in childbirth at government health facilities, now receive an increase for each delivery from ₹300 to ₹600. Similarly, the Nitish Kumar-led NDA government in Bihar has doubled the monthly honorarium for midday meal cooks in government schools from ₹1,650 to ₹3,300. Physical education and health instructors have also seen their monthly pay raised from ₹8,000 to ₹16,000. Earlier, on July 3, the Nitish Kumar-led NDA government's Cabinet approved the Mukhyamantri Kalakar Pension Yojana (Chief Minister Artiste Pension Scheme), granting ₹3,000 per month to financially distressed senior artistes who have contributed to Bihar's cultural life. Several other welfare schemes for different segments of the population have also been announced recently by Chief Minister Nitish Kumar ahead of the upcoming Assembly elections. Post-poll leadership The BJP-led ruling NDA leadership has stated that it will contest the upcoming Bihar Assembly polls under Chief Minister Nitish Kumar's leadership. However, Opposition party leaders have allegedly questioned, 'Why is the NDA shying away from announcing that Mr. Kumar will remain Chief Minister after the polls?' Party insiders in the BJP told The Hindu that this time 'it would be a golden opportunity for the party to have its own Chief Minister, and the party has been gearing up for this at full throttle.' An Opposition Rashtriya Janata Dal (RJD) leader, speaking on condition of anonymity, predicted, 'Let Mr. Kumar announce welfare schemes; he will not be the Chief Minister of the State after the elections.'

CM announces domicile policy in teachers' job
Patna: Ahead of the assembly elections due this year, CM Nitish Kumar on Monday announced implementation of the domicile policy in the appointment of schoolteachers. Under the policy, only residents of Bihar would be selected for appointment as teachers during the recruitment exercise. The CM also said the domicile policy would be applicable in Teachers' Recruitment Tests (TRE)-4 this year itself. The CM made this announcement through his social media handle on Monday. He, however, did not specify as to what percentage of the teachers would be recruited under the domicile policy. Earlier, the state cabinet, at its meeting chaired by him on July 8, had approved the govt's proposal for implementation of the domicile policy only with respect to 35% of teachers' posts reserved for filling by women\girls. Earlier, the govt had introduced 35% reservation for women in 2016 in all govt jobs in the state The CM in his post on X said: "Directions have been given to the education department to make necessary amendments in the rules to give priority to residents (domicile) of Bihar in the appointment of teachers. This will be implemented from TRE-4," the CM said. "The TRE-4 will be conducted in 2025, and TRE-5 in 2026. Directions have also been given for holding the secondary teachers' eligibility test (STET) before conducting the TRE-5 examinations," the CM also said. He also gave his perspective on reforms made in the school education system. "Since the formation of the govt in Nov 2005, we have been working continuously for reforms in the education system. For strengthening the education system, teachers have been appointed on a large-scale," he said.
