Aligarh Urdu inst distributingdegrees illegally, says Alld HC

Prayagraj: Stating that the minority educational institution Jamia Urdu Aligarh is distributing degrees without proper classes, the Allahabad high court has said that such degree holders have no right to be appointed as assistant teachers (Urdu) in primary schools run by the Uttar Pradesh Basic Education Board (UPBEB), reports Rajesh Kumar Pandey.
The petitioners pleaded that they had obtained degrees in Adeeb-e-Kamil programme from Jamia Urdu and were eligible to be appointed as assistant teachers (Urdu). All the petitioners had appeared in UP Teachers Eligibility Test - 2013 and cleared the same.
The petitioners alleged that they had qualified on the merit list based on the test results, with some already receiving postings while others were still waiting.
Meanwhile, an inquiry was initiated into the petitioners' completion of the Adeeb-e-Kamil course in less than a year, despite the course's standard duration being one year. Additionally, it was discovered that some individuals managed to obtain degrees in the same year they appeared for their intermediate exams.
Consequently, appointments of the petitioners who were already granted postings were cancelled.
The petitioners approached the high court, arguing that Jamia Urdu was a recognised institute and the speculation that there were no teachers and classrooms was baseless. Reliance was placed on Sartaj Ahmed and Ors. Vs. State of U.P. and Ors (2018) case, where the Allahabad HC had held that those who studied Moallim-E-Urdu from Jamia Urdu on or before Aug 11, 1997, were entitled to be consideration for appointment on the posts of assistant teacher (Urdu) in primary schools run by UPBEB in pursuance of a govt order (GO) dated Jan 5, 2016.
It was further argued that there was a violation of principles of natural justice and that there was no bar on pursuing two courses together. The respondents' counsel countered that Jamia Urdu lacked recognition from the University Grants Commission (UGC). It was alleged that the institute didn't conduct regular classes, and the petitioners had obtained degrees through fraudulent means.
Dismissing the writ petition filed by Azahar Ali and others, Justice Saurabh Shyam Shamshery observed: "The petitioner passed intermediate exam in 1995 and a certificate was issued on July 26, 1995.
According to the petitioner's case, he got admission in Jamia Urdu to pursue Adeeb-e-Kamil in July 1995. Its exam was conducted in Nov 1995, i.e. within five months and result was declared in July, 1996. A certificate placed on record clearly shows that the petitioner cleared the Moallim-e-Urdu examination held in Feb 1997.

New Delhi: New high-resolution satellite imagery with NDTV shows, for the first time, the impact of Indian precision strikes against two major terrorist training camps in Pakistan-occupied Kashmir (PoK) during Operation Sindoor last month. While the armed forces have not identified the weapons used in the attack, it is believed that both were targeted with loitering drones. The images are of two camps, the Syedna Bilal Camp in Muzaffarabad, 36 kilometres west of Tangdhar in Kashmir, and the Kotli Gulpur camp, which is 40 kilometres west of Rajouri in Jammu. Both were struck in the early hours of May 7, when India targeted multiple terrorist infrastructure sites in Pakistan and PoK following the April 22 Pahalgam terror attack, in which 26 civilians lost their lives. The Syedna Bilal Camp is in Muzaffarabad; the Kotli Gulpur camp is 40 kilometres west of Rajouri in Jammu. High res here It was the worst terror attack in Jammu and Kashmir since the Chattisinghpora massacre in March 2000, in which 36 Sikhs were killed. Syedna Bilal The Syedna Bilal Camp in Muzaffarabad, the capital of Pakistan-occupied Kashmir, was a key staging area for terrorists affiliated with the Jaish-e-Mohammed. The camp also served to train terrorists in weapons handling, jungle survival and explosives and ordnance. There is no collateral damage in the area. According to army sources, recruits were sent to Syedna Bilal for specialised training in June 2023. They were being prepared to be launched across the Line of Control in Uri and Keran sectors with the aim of targeting the railway bridge between Kathua and Ramban. Post training, these terrorists were transported to staging camps and launch pads in Pakistan's Punjab, where they received specialised communication training. After the training, they were divided into groups of four to eight terrorists and were infiltrated into India through the International Border between March and May 2024. The majority of terror attacks in Jammu last year were executed by these terrorists. Top JeM terrorists, including Mufti Asghar Khan Kashmiri, Amir JeM, Abdullah Jehadi and Ashiq Negroo, regularly visited the camp. Guest houses were also built near the camp for senior JeM commanders visiting Muzaffarabad. Army sources said the camps are known to be backed and protected by Pakistan's intelligence, particularly the Inter-Services Intelligence (ISI), which provides training, weapons, and safe passage for terrorists into Jammu and Kashmir. ''These images of precision strikes at the terrorist camps at Kotli and Muzzafarabad, without any collateral damage, are a clear display of Indian capability,'' Lieutenant General Satish Dua (retired), who commanded the Srinagar-based 15 Corps responsible for military operations in the Kashmir Valley, said. ''For decades, we felt helpless that despite knowing their precise locations, we could not strike at the terror camps due to self-imposed restrictions in the nuclear backdrop. But Pahalgam changed all that," he added. The camp was temporarily shut down post the Balakot strike by India in 2019, but is said to have resumed training activities for terrorists in 2020. Destruction of this infrastructure would have an immediate effect on the morale of terrorists and their ability to conduct attacks in both the Jammu and Kashmir regions," he said. Operation Sindoor India launched Operation Sindoor on May 7 and struck nine infrastructure sites linked to groups like Lashkar-e-Taiba, Jaish-e-Mohammed and Hizbul Mujahideen. The strikes lasted from 1:05 AM to 1:30 AM. While four of the targets were in Pakistan - Bahawalpur, Muridke, Sialkot, and a village near Shakar Garh, five targets were in PoK - Muzaffarabad, Kotli, Bhimber, Rawalakot, and Chakswari. It is believed that more than 100 terrorists were killed in the strikes.

Last Updated: Leaders of three parties formed a new political front, "People's Alliance for Change," in Jammu and Kashmir to address "leadership and accountability" issues. Almost eight months after the assembly elections in Jammu and Kashmir, leaders of the Peoples Conference (PC), Peoples Democratic Front (PDF) and the Jamaat-e-Islami-backed Justice and Development Front joined hands to float a new political front called the 'People's Alliance for Change". The announcement came on Monday at a press conference here by PC chief Sajad Gani Lone, PDF leaders, and leaders of the Justice and Development Front. The leaders said that the new alliance will work together for the democratic rights of the people. The organisational structure would be collectively announced by the constituent parties soon, they said. The alliance, according to members, aims to provide an alternative political vision in the Union Territory and address what they termed the 'crisis of leadership and accountability" in J&K. Lone said the new alliance offers a viable alternative to the people, as they have endured immense suffering. 'We are committed to driving change. The current political landscape is barren, and our alliance offers a viable alternative," he added. Senior Shia Muslim leader and prominent leader of the PC, Imran Raza Ansari, was also present during the announcement. Shamim Ahmad Thokar, President of the Justice and Development Front, a political party informally established by a Jamaat-e-Islami (JeI)-affiliated candidate, said, 'We cannot succeed alone. To serve the people effectively, we must unite. Our party will join this alternative alliance." All three parties were wiped out in the elections, which were held for the first time since the erstwhile state of Jammu and Kashmir was bifurcated into two union territories. National Conference-Congress alliance emerged victorious, winning 48 seats (NC-42 and Congress 6) in the 90-member assembly. The Bharatiya Janata Party (BJP) bagged 29 seats while former CM Mehbooba Mufti's People's Democratic Party (PDP) could win only three seats. Among the three parties in this new alliance, only Sajad Gani Lone could win the legislative Assembly elections in 2024 from the Handwara Assembly constituency in Kupwara district. Imran Raza Ansari also fought the election from Pattan Assembly constituency in Baramulla district, but was defeated by Riyaz Ahmad Bedar of the National Conference by a narrow margin of less than 300 votes. Hakeem Yasin of the PDF fought the Assembly elections from the Khansahib constituency, but was defeated for the first time by the National Conference candidate.
