Drawing secondary listings to SGX may not move the needle much, but every little bit helps
The Monetary Authority of Singapore (MAS) proposes aligning disclosure requirements with baseline international disclosure standards, which are already commonly adopted by most established markets, including Singapore.
Specifically, these include the International Disclosure Standards for Cross-Border Offerings and Initial Listings by Foreign Issuers, as issued by the International Organization of Securities Commissions (Iosco).
In essence, these standards allow issuers who already have primary listings elsewhere to use the same prospectuses with minimal adaptation for their secondary listing on the Singapore Exchange (SGX) – a change which simplifies disclosure requirements.
Market players are in favour of the proposal, saying it will attract more companies from varied sectors, thus offering more choice to investors.
An SGX spokesperson reiterates the point: 'As an international listing venue, our role is to provide companies with seamless and broad access to capital at every stage of their growth.'

For companies with international operations – especially those active in South-east Asia and the broader region – a secondary listing in Singapore offers a compelling opportunity to tap into the deep pools of global capital here, to broaden and diversify their investor base, and to elevate their visibility in a trusted financial hub, SGX added.
The spokesperson noted: 'We have been actively engaging companies and see growing interest from firms looking to use Singapore as a launchpad to expand their global and regional presence.'
Market sources say that sizeable firms in the tech, healthcare and new-energy sectors are eyeing Singapore as a possible destination for a secondary listing. Their market capitalisation ranges from over S$700 million to over S$1 billion.
At these market capitalisation amounts, the new joiners would be on par with the likes of steel fabricator BRC Asia and property and hotel player OUE, in terms of market sizes.
Clifford Lee, DBS' global head of investment banking, said these listings help 'diversify our equity market beyond the local bank-Reit core, to include growth areas like technology and healthcare.'
He noted that 'this could trigger a flywheel effect, under which fund managers are incentivised to develop Singapore market strategies, thus boosting trading volumes and, as a result, attracting more listings. Dual-listed stocks allow Asian investors to deal in Singapore hours and Singapore dollars, reducing foreign exchange and time-zone friction, further unlocking regional liquidity pools'.
The SGX spokesperson told The Business Times that there is a good pipeline of issuers looking at secondary listings on SGX. 'We are also in active discussion with many potential listing aspirants on their listing plans on SGX.'
For companies eyeing a secondary listing in an alternative market, the proposed rule changes are likely to give them a nudge in the right direction.
At the moment, the number of secondary listings – 28 – is a small fraction of the approximately 600 listings on SGX's mainboard and Catalist.
But they do have name recognition. Among the 28 are several long-time secondary listings, including DFI Retail, Hongkong Land, Mandarin Oriental and Jardine Matheson, all of which are part of Hong Kong's Jardine Group.
There are also relatively new – but well-known – names such as the New York Stock Exchange-listed Nio, a Chinese manufacturer of premium smart electric vehicles, and private healthcare service provider IHH Healthcare.
To James Leong, the chief executive officer of trading firm Grasshopper Asia, a company which opts for a secondary listing can 'gain access to new capital pools, increase brand recognition and generally increase liquidity and visibility for the stock. For the market, it provides interesting new products that investors may lack'.
One of the recent secondary listings on SGX is PC Partner Group, which has its primary listing on the Hong Kong Stock Exchange. It joined SGX's mainboard last November.
The global computer electronics player relocated its headquarters to Singapore 'to support and manage the group's continued business growth in South-east Asia and other regions', which points to Singapore's ability to attract capital.
The group added that it plans to leverage Singapore's advantages as a global hub of innovation and technology and to expand into the region.
Whether more such companies will follow in PC Partners' path is the question, notwithstanding reports that some interested candidates are waiting in the wings.
Grasshopper's Leong said: 'While there are definitely companies that would be interested, the decisions are typically contingent on costs and other opportunities – that is, can other markets offer the same value?'
He notes that there are many who are still heading to Nasdaq or the New York Stock Exchange, 'because of the probability of higher valuations that are possible and the immense liquidity in US markets'.
But the US market is not meant for the faint-hearted, with the many companies there clamouring for investor attention.
Given the turmoil in the markets caused by the chop-and-change strategy of US President Donald Trump, it is possible that many candidates in the region may rethink their plans and look closer to home instead.
If Singapore can capture a few more listings, be they secondary or primary listings, it cannot hurt. Every little bit helps in creating a more vibrant marketplace for investors.

Director of commercial market maker involved in price or market rigging conspiracies pleads guilty
SINGAPORE: A sole director of a company providing commercial market making services for securities was involved in four conspiracies to rig the market or price for share or unit counters listed on the Singapore Exchange (SGX). Through his involvement, his company GTC earned S$3.48 million (US$2.72 million) in fees from the market-making services. Huang Yiwen, a 41-year-old Singaporean, pleaded guilty on Wednesday (Jul 23) to 24 charges under the Securities and Futures Act, with another 88 charges to be taken into consideration for sentencing. The court heard that Huang, also known as Leo, was the sole director, shareholder and operator of GTC Group and holds a Masters in Finance from the University of New York. The role of a market maker is to continuously provide both bid and ask quotes for a given security, helping to provide liquidity and reduce volatility in the security. In return, the market maker earns a profit from the bid-ask spread, which is the difference between the market maker's buying and selling price, and may also receive a commission from the issuer of the security. While SGX allows companies to engage market makers to provide liquidity in the market, a market maker is not allowed to do anything to create a false or misleading appearance of active trading. However, when the officers of three listed companies that engaged him asked him to rig the prices of their securities, he did so. Using his expertise, he created a false impression in the prices of the securities. Among other methods, he used the technique of "marking the close", by purchasing small amounts of shares at the close of each trading day, in order to push up the price and secure a favourable closing price for the day. To create a favourable impression of his performance as a market maker and in hopes of attracting genuine market participants to trade, Huang roped in two licensed representatives to cross-trade shares with him to create a false trading volume in five listed entities, without any genuine change in beneficial ownership. The prosecution said he was the mastermind of this conspiracy, giving directions to the two licensed representatives and promising them a profit for their involvement. The four conspiracies involve three schemes for three companies: New Silkroutes Group and Tee International Limited, both companies listed on the SGX, and AGV Group Limited, a company listed on the Catalist board of SGX. Officers from those companies are accused along with Huang. They include: New Silkroutes Group's then-chief executive Goh Jin Hian, 56, who is the son of former prime minister Goh Chok Tong; then-group chief executive of Tee International Phua Chian Kin, 65; and then-CEO of AGV Ang Nam Wah Albert, 58. The fourth conspiracy is a cross-trade scheme involving two other two men approached by Huang: Tay Sze Chien, a 41-year-old trading representative with Philip Securities, and Tan Wei Liang, a 46-year-old trading representative with Maybank Kim Eng Securities. Huang approached the men for help to increase the traded volume of his clients' counters, as the liquidity of the counters was poor. The men could buy shares and units from Huang on the market before selling them back at a higher price, allowing the men to profit from the trades. Deputy Public Prosecutors David Koh and Sheldon Lim said Huang abused his position as a commercial market maker and was motivated by the "significant personal gain he stood to make", as GTC earned more than S$3 million in fees from the companies over the entire period. His actions caused "severe distortion" to the market for the relevant counters, added the prosecutors, who sought about 27 months and six weeks' jail for Huang. He will return to court in August for sentencing.

Trump tariff deals bring some clarity for Asia, the world's manufacturing base
[HONG KONG] After months of uncertainty, US President Donald Trump's latest tariff deals are providing clarity on the broad contours of a new trade landscape for the world's biggest manufacturing region. On Tuesday (Jul 22), he announced a deal with Japan that sets tariffs on the nation's imports at 15 per cent, including for autos —– by far the biggest component of the trade deficit between the countries. A separate agreement with the Philippines set a 19 per cent rate, the same level as Indonesia agreed and a percentage point below Vietnam's 20 per cent baseline level, signaling that the bulk of South-east Asia is likely to get a similar rate. 'We live in a new normal where 10 per cent is the new zero and so 15 per cent and 20 per cent doesn't seem so bad if everyone else got it,' said Trinh Nguyen, senior economist for emerging Asia at Natixis. 'At a 15-20 per cent tariff level, it's still profitable for US companies to import from abroad rather than produce similar goods at home, she said. Meanwhile, US Treasury Secretary Scott Bessent said he will meet his Chinese counterparts in Stockholm next week for a third round of talks aimed at extending a tariff truce and widening the discussions. That suggests a continuing stabilisation in ties between the world's two largest economies after the US recently eased chip curbs and China resumed rare earths exports. 'We are getting along with China very well,' Trump told reporters on Tuesday. 'We have a very good relationship.' Sign Up Sign Up Throw it all together and a level of predictability is finally emerging after six months of tariff threats that had at one point jacked up tariff levels to 145 per cent on China and near 50 per cent on some smaller Asian exporters. Investors cheered the moves, with Asian shares rising the most in a month and contracts for the S&P 500 up 0.2 per cent. The Nikkei-225 index in Japan jumped 3.2 per cent, with Toyota Motor and other carmakers leading the gains. 'What's been interesting to me is that equity markets still have been fairly rosy about the changes,' said the Asian Development Bank's chief economist Albert Park. 'I'm not sure they have priced in fully all of the effects that are likely to occur from the disruption of higher tariff rates.' Back in April, Trump hit the pause button on the steepest levies after a rare combination of weakening US stocks, bonds and the dollar showed investors were unnerved by his protectionist salvos. That bought time for policymakers from Tokyo, Manila and across the globe to negotiate more palatable deals. Although the latest deals bring some relief, key questions remain. South Korea is also more exposed to sectoral tariffs, even though the Japan deal provides a potential template for new President Lee Jae Myung. As Trump moves quickly on talks with countries accounting for the bulk of the US trade deficit, he has said he may hit around 150 smaller countries with a blanket rate of between 10 per cent and 15 per cent. With some certainty on tariff levels now emerging, businesses with complex supply chains across Asia and still reliant of the US consumer can start to game out how they will shift operations to minimize the hit to sales. Just like the first trade war in 2018, the latest tariff announcements are likely to spur companies to increasingly shift production outside of China. The average tariff rate on the world's second-largest economy remains the highest in the region, and continued White House pressure on the nation's technology and trade ambitions means companies may find more stability elsewhere. Companies and industry groups have been flagging for months that uncertainty is worse than tariffs for investment. The manufacturing sector across the South-east Asian region saw the most notable weakening since August 2021, according to S&P PMI, led by a sharper decrease in new orders, major job cuts and weaker purchasing activity. The front-loading of shipments from Asia to the US to get ahead of the incoming levies will likely slow once the new rates kick in. While there is relief that tariff rates for South-east Asian economies and 15 per cent for Japan are lower than some of Trump's earlier threats, the reality is that they are far higher than they were before he took office in January. The latest deals 'continue the trend of tariff rates gravitating towards the 15-20% range that Trump recently indicated to be his preferred level for the blanket rate instead of 10% currently,' Barclays analysts including Brian Tan wrote in a note. That skews risks to GDP growth forecasts for Asia 'to the downside', they wrote. For US consumers who have so far been spared the tariff ticket shock, economists warn there's likely to be some pass through in the months ahead. Goldman Sachs economists now expect the US baseline 'reciprocal' tariff rate will rise from 10 per cent to 15 per cent – an outcome that threatens to fuel inflation and weigh on economic growth. US Federal Reserve chairman Jerome Powell has argued he wants to see where tariffs land and how they filter through the economy before cutting interest rates – much to the annoyance of Trump. For now, Trump is hailing a win on trade, and investors seem overall relieved. 'I just signed the largest trade deal in history – I think maybe the largest deal in history – with Japan,' Trump said at an event at the White House on Tuesday after announcing the deal on social media. Singapore's core inflation holds steady at 0.6% in June, lower than forecasts
[SINGAPORE] Singapore's inflation remain unchanged at 0.6 per cent in June, as higher retail prices were offset by lower prices in all other categories, data from the Department of Statistics (Singstat) showed on Wednesday (Jul 23). The June figure was lower than private-sector economists' median forecast of 0.7 per cent, according to a poll by Bloomberg. DBS economist Chua Han Teng expects the Monetary Authority of Singapore (MAS) to adopt a 'wait and see approach' for the upcoming monetary policy meeting on Jul 30. This keeps the door open for a third easing in October, following the slight reductions of the Singapore dollar nominal effective exchange rate policy band slope in January and April. Headline inflation also held steady from a month ago at 0.8 per cent, but was lower than the survey's median estimate of 0.9 per cent. On a month-on-month basis, both core and headline inflation fell by 0.1 per cent. The Ministry of Trade and Industry and MAS stuck to their full-year core inflation forecast of 0.5 to 1.5 per cent for 2025. Sign Up Sign Up Key CPI categories In June, the majority of consumer price index (CPI) categories experienced easing prices, except for private transport, as well as retail and other goods. Electricity and gas inflation fell further to 3.9 per cent, from a fall of 3.7 per cent, due to a larger decline in electricity prices. Food inflation eased slightly to 1 per cent, from 1.1 per cent previously, as the prices of food services and non-cooked food rose at a slower pace. Meanwhile, accommodation prices dipped to 1 per cent, from 1.1 per cent, due to a smaller increase in housing rents. Services inflation dropped to 0.7 per cent, from 1.1 per cent, due to a steeper decline in holiday expenses, airfares and the cost of information and communication services. In contrast, retail and other goods prices remained flat compared to a year ago, picking up pace from a fall of 1 per cent the previous month. Private transport prices also accelerated to 2 per cent, from 1.1 per cent the previous month, due to a steeper rise in car prices and slower pace of decline in petrol prices. Separately, data from Singstat also showed that headline CPI for general households rose by 0.9 per cent on the year for the first half of 2025, slower than the 1.8 per cent increase recorded in the second half of 2024. By household income group, headline inflation for the lowest 20 per cent, middle 60 per cent and highest 20 per cent income groups came in at 0.8 per cent, 0.8 per cent and 1.2 per cent respectively. This was lower than all the respective rates in the second half of last year.
