
Govt notifies 7% hike in federal pensions from July 1
An office memorandum (OM) issued by the Division stated that the President has been pleased to sanction an increase @ 7% of net pension with effect from 1 July, 2025 to all Civil Pensioners of the Federal Government including Civilians paid from Defence Estimates as well as retired Armed Forces Personnel and Civil Armed Forces Personnel.
The increase in pension @ 7% as mentioned at para-1 above will also be admissible to the pensioners who would retire on or after 01.07.2025.
The increase will also be admissible on family pension granted under the Pension-cum-Gratuity Scheme, 1954, and Liberalized Pension Rules, 1977, as amended from time to time, on pension sanctioned under the Federal Civil Services (Extraordinary Pension) Rules as well as on the Compassionate Allowance under CSR-353.

For the purpose of admissibility of increase as indicated at para-1 above, the term 'net pension' means 'net pension being drawn as on 30.06.2025 minus medical allowance'.
This pension will be termed as baseline pension for computation of the instant and future increases.
The said increase will be maintained as a separate amount in terms of Finance Division O.M. No.9 (3)R-6/2024-403 dated 01.01.2025.
If the gross pension sanctioned by the Federal Government is shared with any Government in accordance with the rules laid down in Part-IV of Appendix-III to the Accounts Code, Volume-I, the amount of the increase in pension will be apportioned between the Federal Government and the other Government concerned on proportionate basis.
The increase in pension sanctioned in this O.M. will not be admissible on Special Additional Pension allowed in lieu of pre-retirement Orderly Allowance and the monetized value of a driver or an orderly.

LHC sets aside three Punjab govt notifications
The Lahore High Court (LHC) has warned the provincial government that legislative command deserves deference and no indulgence can be shown by extending protection to notifications that offend the mandate of the law. LHC Justice Asim Hafeez declared illegal and set aside three notifications of the Punjab government regarding social security contribution. The petitioners had challenged the notifications, contending that core provisions of the Provincial Employees Social Security Ordinance, 1965 had been made ineffective. "I refrain from attributing any mala fide to the government for not performing its functions, though delay caused in performance of obligations has inflicted harm to the class of employees," the judge observed. Justice Hafeez observed that the situation could be cured either by exercising powers in terms of Section 71 of the ordinance or amending the law, if the benchmark had to be linked with minimum wages — incidentally cure through notifications was not a solution but an attempt seeped in illegality. He observed that the judicial review jurisdiction could not be stretched to address the situation. "Miseries of the employees can be addressed upon prompt action by the government. Courts cannot compensate for an apparent inaction on the part of the government in guise of interpreting a beneficial legislation," the court observed. The counsel for petitioners argued that the contribution was solely determinable on the basis of wage notified by the government in terms of Section 71 and not otherwise; notwithstanding fixing of minimum wages under any other dispensation, be it the Punjab Minimum Wage Act 2019 or otherwise. The counsel contended that invalidity of the notifications was an obvious consequence if sections 2(f), 20 and 71 of the ordinance were strictly enforced. A counsel submitted that the notification of September 20, 2024 and those preceding it had been issued in accordance with Rule 4(3) of the Provincial Employees Social Security (Contributions) Rules, 1966, emphasising that determination of minimum wages, notwithstanding the nomenclature of statutes, provides legitimate basis for determining payable contribution.

Austerity plan: Finance Division bans vehicle purchases, new posts
ISLAMABAD: In a belt-tightening move, the Finance Division notified austerity measures, including ban on purchase of all types of vehicles, procurement of machinery/equipment and creation of new posts for controlling expenditures of the federal government during fiscal year 2025-26. The notification issued by the division stated that the federal cabinet in its decision dated 10.06.2025 has approved continuation of following austerity measures for fiscal year 2025-26 as already notified by; (i) finance division during fiscal year 2024-25, dated 04.09.2024 in pursuance of Cabinet decision dated 27.08.2024; (ii) Cabinet Division vide OM No 7-1/2023-Min-I dated 28.02.2023 in pursuance of Cabinet decision dated 22.02.2023; and (iii) Cabinet Division vide OM No 9-148/2002-Min-II dated 28.02.2023 in pursuance of Cabinet decision dated 22.02.2023. Budget 2025–26: Austerity or stimulus? The notification stated that the Cabinet further approved that:(1) the following austerity measures shall also be applicable mutatis mutandis during fiscal year 2025-26 in the case of all federal government attached departments, state-owned enterprises and statutory bodies etc including regulatory authorities: (a) approved by the Cabinet on 22.02.2023 and notified by the Cabinet Division vide OM No 9-148/2002-Min-II dated 28.02.2023; and (b) approved by the Cabinet on 27.08.2024 and notified by the Finance Division dated 04.09.2024. In the case of state owned enterprises, these austerity measures shall be considered a direction of federal government under Section 35 of the State-Owned Enterprises (Governance & Operations) Act, 2023 and under the relevant sections of their respective organic laws in the case of statutory bodies. The Finance Division's notification issued on September 4, 2024 stated that in pursuance of the Cabinet's decision for case No 232/28/2024 dated 27.8.2024, the following austerity measures are notified till further orders:- (i) There shall be a complete ban on the following expenditures with respect to the current budget. (a) Purchase of all types of vehicles with the exception of operational vehicles such as ambulances and other medically equipped vehicles, fire fighting vehicles, buses and vans for educational institutions, solid waste vehicles and motorbikes; (b) Procurement of machinery/equipments with the exception of those required for hospitals/laboratories/agriculture/mining/schools; (c) creation of new posts including contingent paid/temporary posts; (d) Continuation of contingent paid/temporary posts beyond one year; (e) Treatment abroad at government expense; and (f) All non-obligatory visits abroad where government of Pakistan funding is involved. (ii) The Austerity Measures notified by the Cabinet Division vide OM Nos 7-1/2023- Min-I and No 9-148/2002-Min-II dated 28.2.2023 will remain applicable unless modified or withdrawn by the Federal Cabinet. (iii) All posts lying vacant for last three years shall be abolished. Purchase of durables and creation of posts under PSDP funded projects shall be exempted from the application of this ban.
