
Budget 2025-26: Pakistan govt offers tax relief to salaried class, but representatives unhappy
However, representatives of the salaried class remain dissatisfied, citing minimal relief and continued neglect of broader tax reforms.
The budget maintains the income tax exemption threshold at Rs600,000 annually, rejecting the long-standing demand by the Salaried Class Alliance of Pakistan (SCAP) to increase it to Rs1.2 million. The government has instead focused on offering limited tax rate reductions for individuals earning between Rs600,001 and Rs3.2 million annually.

According to the Finance Bill 2025-26, the tax rate for those earning Rs600,001 to Rs1.2 million has been slashed to 1% from 5%. Individuals earning between Rs1.2 million and Rs2.2 million will pay 11%, down from 15%, along with a drop in the fixed tax component from Rs30,000 to Rs6,000. For the Rs2.2 million to Rs3.2 million bracket, the rate has been reduced to 23% from 25%, and the fixed tax lowered from Rs180,000 to Rs116,000.
For those earning above Rs3.2 million annually, the rates remain unchanged. The 30% tax on incomes up to Rs4.1 million and 35% for those earning more continues. However, fixed taxes for the two slabs have been reduced to Rs346,000 and Rs616,000 from Rs430,000 and Rs700,000 respectively.
A slight relief has also been provided in the form of a 1 percentage point cut in the surcharge, down to 9% from 10% for individuals earning more than Rs10 million a year.

While these measures appear to provide some reprieve for the salaried class, SCAP has called them insufficient. 'The reduction in income tax rates for salaried individuals is insignificant,' said
Komal Ali, a member of SCAP. 'Any relief is being negated by increased tax rates on investment avenues such as banking products and mutual funds, which many salaried individuals rely on.'
She also criticized the government for failing to widen the tax net. 'The budget is silent on taxing millions of wealthy individuals who remain outside the tax system. The Finance Minister did not mention efforts to bring agriculture or the retail sector into the fold,' she added.
In FY25, salaried individuals contributed over Rs550 billion to the national exchequer, making them one of the most tax-compliant groups in Pakistan.

However, the tax exemption is not specific to only the US tech companies. All the foreign firms will benefit from the decision, which has been taken on the demand of the US administration, a senior official of the Federal Board of Revenue told The Express Tribune. The FBR, the nation's tax collecting authority, notified the waiver on Wednesday, the day Finance Minister Muhammad Aurangzeb was in Washington to further bilateral trade talks. Also Read: SBP keeps interest rate at 11% 'In exercise of the powers conferred by section 15 of the Digital Presence Proceeds Tax Act, 2025, the federal government is pleased to direct that the Digital Presence Proceeds Tax shall not apply to digitally ordered goods and services supplied from outside Pakistan, by any person, which are chargeable to tax under the said Act,' according to the FBR notification. It further added that the tax will be waived off with effect from the first day of July 1, 2025 — the day the new law and fiscal year 2025–26 budget became effective. A Pakistani delegation is currently in the US to settle the outstanding issues that are hampering the bilateral trade deal. It is the second visit by the Pakistani team in less than two weeks, aimed at securing the trade deal that can address the US concerns and to a greater degree protect Pakistan's commercial interests. The sources said that during the last round of trade talks held between Pakistan's Finance Minister and the US Secretary of Commerce, Howard Lutnick, the US had raised the issue of the 5% tax imposed in the budget, which was hurting the US tech giants. The Finance Ministry sources said that to address any concern by the International Monetary Fund, the US authorities may directly speak to the Fund. The US is the single largest shareholder of the IMF, having little over 16% stakes. The government had imposed the 5% digital proceeds tax on the grounds that the cross-border e-commerce by foreign vendors remained largely untaxed in Pakistan due to tax treaty limitations requiring a permanent establishment for income taxation. The FBR had apprised the National Assembly Standing Committee on Finance that the tax base of market jurisdictions' erosion was occurring as foreign businesses used digital platforms to sell goods and services without physical presence. Many countries have introduced Digital Services Taxes (DST) to reclaim taxing rights based on significant digital presence, especially for services, and accordingly Pakistan proposed to tax both digitally supplied goods and services. Under the new law, payment intermediaries — including banks and financial institutions — were required to collect tax on digital payments made to foreign vendors supplying goods or services into Pakistan. They are also required to quarterly report the revenue collected from international e-commerce providers. The Express Tribune reported on July 19th that Pakistan had assured the United States-based Google that it will be exempted from a 5% new digital tax and parts of the company's income will be taxed even at two-thirds reduced rates. The government had enacted the Digital Presence Proceeds Act in June to enhance tax collection from the offshore companies that had significant digital presence but were not paying taxes on their earnings. This month, the tax authorities assured the company that 'Google is not the target of the Digital Presence Proceeds Tax Act' and the legislation has been designed to cover specific cases of significant digital presence where no physical or registered business presence exists in Pakistan. It is also the single largest contributor of digital service tax payments. Companies like Meta, Amazon, Microsoft, and Netflix will also be the beneficiaries of the tax exemption. The enactment of the Digital Presence Proceeds Act had created ripples in Pakistan, particularly among the YouTube users. The government had introduced the digital presence proceeds law to tax digitally delivered services provided over the internet or electronic networks, where the delivery is automated and required minimal or no human intervention, including music, audio and video streaming services, cloud services, online software application services, services delivered through online interpersonal interaction i.e., tele-medicine, e-learning etc, online banking services, architectural design services, research and consultancy reports, accounting services in the form of digital files, or any other online facility.

PSX closes up as State Bank leaves rate unchanged

It closed with a gain of 447.43 points, or 0.32%, at 138,412.25. Sentiment shifted in the latter half of the session after the SBP unexpectedly maintained its benchmark policy rate, defying market expectations of a 50-basis-point cut. The decision triggered a broad-based rally in the banking sector, with notable gains in major names such as United Bank, Habib Bank, and MCB Bank. Arif Habib Limited (AHL) observed that the KSE-100 rose from the support zone to regain the 138k level. Some 41 shares rose, while 59 fell, with Systems Ltd (+6.9%), United Bank (+2.08%), and Habib Bank (+3.21%) contributing the most to index gains. On the contrary, Fauji Fertiliser (-0.7%), Lucky Cement (-1.51%), and Engro Holdings (-0.94%) were the biggest drags. In corporate news, Engro Fertilisers announced 1HCY25 earnings per share (EPS) of Rs6.34 (+10% YoY) and a dividend of Rs6.50 per share, which came in line with expectations. In financial news, Finance Minister Muhammad Aurangzeb is in the US to conclude trade talks, with final discussions this week, while the SBP held its benchmark rate steady for the second meeting amid inflation and tariff uncertainty, despite expectations of a reduction. Overall trading volumes decreased to 425.8 million shares compared with Tuesday's tally of 606.3 million. Traded value stood at Rs25 billion. Shares of 476 companies were traded. Of these, 152 stocks closed higher, 290 fell, and 34 remained unchanged. The Bank of Punjab led the volumes chart with trading in 24.8 million shares, rising Rs0.25 to close at Rs13.72.

Sindh govt sets minimum wage at Rs40,000
The Government of Sindh has officially issued a notification setting a minimum monthly wage of Rs40,000 for unskilled workers employed in industrial and commercial establishments across the province. This new wage structure will be effective from July 1, 2025. Shahid Abdul Salam Thaheem, the Provincial Labour Minister, made the announcement, revealing the revised wage scale for different categories of workers. According to the new rates, semi-skilled workers will receive a monthly salary of Rs41,380, skilled workers will earn Rs49,628, and highly skilled workers will be paid Rs51,745. These rates apply to both registered and unregistered establishments across Sindh, ensuring that both male and female workers receive equal pay for equal work. The Minister emphasized that any establishment paying workers on an hourly basis will now be required to ensure a minimum of Rs192 per hour. This new provision aims to safeguard the rights of hourly wage workers and ensure that they are fairly compensated for their labour. Minister Thaheem reiterated that the Sindh government is committed to pro-labour policies and is taking concrete steps to guarantee better working conditions and improved wages for the workforce. He highlighted that this wage revision aims to mitigate the impact of inflation on workers and provide them with a dignified livelihood. "The revision of the minimum wage is a significant step towards alleviating the economic burden on workers, helping them cope with the rising cost of living," the Minister stated. He further assured that the Labour Department is in constant communication with industrialists and will ensure the strict enforcement of labour laws to protect workers' rights.
