Health Secretary to unveil 'death of the doctor's letter' in digital first switch to help slash NHS postage bills

Ministers will today announce the death of the doctor's letter in a bid to slash NHS postage bills.
Health Secretary Wes Streeting will unveil plans to switch to a 'digital first' system, with almost all patient communications made via the NHS app.
The move, agreed as part of next week's spending review, will mean most patients will no longer receive letters about appointments, check-ups and screening dates.
People unable to use the app will be able to continue receiving a postal service, but only as a 'last resort'. The Department of Health said the move would lead to the NHS sending out 50 million fewer letters a year, saving £200 million on stamps and envelopes.
However, critics warned it could disadvantage millions of older people who struggle with the latest technology.
Dennis Reed, director of the Silver Voices campaign group, said the move would accelerate the trend towards digital communications that risks turning some older people into 'second class citizens' and could result in vulnerable patients missing appointments.
Last night Mr Streeting insisted that 'modernising' communications would 'put power in the hands of patients'.
'People are living increasingly busy lives,' he said, 'and want to access information about their health at the touch of a button, rather than wait weeks for letters that often arrive too late.
'The NHS still spends hundreds of millions of pounds on stamps, printing, and envelopes. By modernising the health service, we can free up huge amounts of funding to reinvest in the frontline.'
Health sources said Royal Mail had become so unreliable in parts of the country that some letters didn't arrive until after appointment dates or else people didn't open their post in time.
Mr Reed told the Mail: 'Many older people do not have smartphones and many of those that do only use them for making calls. There are still a lot of people who do not know how to use apps or who physically cannot navigate them on a tiny screen.
'If you try to force them to use an app then people will miss messages and vital appointments.'
Caroline Abrahams, director of Age Concern, said technology brought 'many potential benefits', but added: 'This is a big risk because millions [of older people] do not use computers at all, or only do so for limited purposes.
'If the NHS app is to become the default, then this major change must be accompanied by many more opportunities to help people of all ages to go online if they wish to do so.'

A small island near Venice once used as a plague pit is set to become a public park for the city's residents. Part of Poveglia, an island south of the Italian city, has been deserted and closed to visitors for decades, its dilapidated hospital buildings frozen in time, its imposing fort now abandoned and its rumored mass graves still hidden. Its grisly past covers both the countless unknown plague victims thought to have died on the island and the lobotomies reputed to have occurred there when the hospital served as a mental asylum in the 1920s. In 2014 the Italian government sold the island for £400,000 as part of an Italian government strategy to sell off unused property to address its budget crisis. But a group of Venetians launched a campaign to protect the island from commercial development, calling themselves 'Poveglia For Everyone' (PFE). Following a protracted battle, PFE won control over the island. The activist group won a six-year lease, beginning next month, beating competitors including Venice's mayor Luigi Brugnaro. The grassroots group asked Venetians to donate money to help preserve the island from development and turn it into an oasis for those wishing to escape the hustle and bustle of the tourist-laden city. Patrizia Veclani, one of the founders of Poveglia for Everyone, told the Times: 'We woke up with a nest egg of €460,000 (£400,887) and a community full of high-level professional skills.' Her group will pay little more than €1,000 (£871) a year for the renewable lease. PFE says it is joining forces with the University of Verona to transform the northern part of the island 'into a lagoon urban park open to citizens and respectful of the ecosystem and the landscape elements that characterise the lagoon.' The group faces an uphill battle to regenerate the island, however, as there is currently no water or electricity, nor is there a proper pier. Earlier this year, furious Neapolitan locals attempted to crowdfund the purchasing 'back' of a tiny island in the shadows of Mount Vesuvius after it was listed for sale at over £8million. The island of Punta Pennata, which spans an area of just 70x500 metres, lays a mere 100 meters offshore the town of Bacoli in the Gulf of Naples. Despite being a favorite fishing retreat of locals for decades, the rocky peninsula was put up for sale by luxury auctioneers Sotheby's. Residents and officials from neighboring towns are not simply accepting the island's sale though, with Bacoli mayor Josi Della Rangione leading the campaign to place Punta Pennata under the stewardship of the local community. Italy as a nation has already dealt with vast levels of overtourism and a plethora of foreign tycoons buying up similarly prime real estate from under local's noses. In a bid to stop Punta Pennata from falling into the hands of another exorbitantly wealthy businessperson or celebrity, Mr Della Regione drummed up support from all over Italy in the hopes that the local community can raise enough funds to 'buy back' the island.

Teenage girl is fighting for life after being pulled from the sea as she was getting into difficulty

A teenage girl has been left fighting for her life after being pulled from the sea. The child got into difficulty and was found face down in the North Sea at Whitley Bay beach in North Tyneside. A major rescue operation was launched and the child was able to be recovered to shore, where she received medical attention and was airlifted to hospital. She remains in a critical condition in hospital after the incident on Thursday afternoon. The HM Coastguard was alerted to the incident at the coast near Spanish City car park. A spokesperson for HM Coastguard said: 'A girl reported to be in difficulty in the water at Whitley Bay was recovered to shore by lifeguards and passed into the care of an air ambulance for transfer to hospital. 'HM Coastguard was informed at about 4.20pm on 24 July and sent an HM Coastguard search and rescue helicopter, and Blyth and Newbiggin Coastguard Rescue Teams. The RNLI's all-weather lifeboat from Tynemouth was also sent as well as Tynemouth Volunteer Life Brigade. North East Ambulance Service and Northumbria Police were informed.' During the incident, a police cordon was put in place on the promenade near Spanish City car park and a multi-agency presence remained in the area throughout the evening. A spokesperson for North East Ambulance Service said: 'We received a call at just after 4.40pm of a teenager found face down in the water and was being pulled onto the beach. 'We dispatched two paramedic ambulances, the air ambulance, a specialist critical care paramedic, a hazardous area response team (HART) crew and a duty officer. The patient was airlifted to hospital.' A spokesperson for the Great North Air Ambulance Service said: 'Our critical care team was activated at 4.50pm to an incident on Whitley Bay beach. We had two doctors and a paramedic on board our aircraft and they arrived on scene at 5.06pm. 'Our team worked alongside the North East Ambulance Service to assess and treat a patient before airlifting them to hospital.'

Sir David Nabarro, WHO's special envoy for Covid-19, dies aged 75

Sir David Nabarro, who was the World Health Organisation's (WHO) special envoy for Covid-19, has died aged 75. The WHO's director-general Dr Tedros Adhanom Ghebreyesus said he was 'deeply shocked and saddened by the passing' of Sir David. London-born Sir David worked at the United Nations for 17 years, expanding nutrition programmes to underdeveloped countries and tackling health crises including outbreaks of malaria, bird flu and Ebola, before leaving in 2017. He was appointed as special envoy on Covid-19 for the WHO in 2020 and appeared on news programmes regularly throughout the pandemic, telling Sky News in June 2021 that humanity was going to have to learn how to 'co-exist' with Covid-19. Sir David was knighted at Buckingham Palace in March 2023 for his outstanding contribution to global health. Dr Tedros wrote on X: 'Deeply shocked and saddened by the passing of our dear friend, colleague and WHO Envoy David Nabarro. 'David was a great champion of global health and health equity, and a wise, generous mentor to countless individuals. 'His work touched and impacted so many lives across the world. 'On behalf of WHO, I'm extending our heartfelt condolences to David's family, friends and colleagues. 'Rest in peace, my dear friend. We will dearly miss your expertise, wisdom and kindness.'
