KPWKM Holds Forum In Sabah To Address Teen Social Issues
The forum, held in Penampang last Sunday, aimed to provide parents with exposure and knowledge to help strengthen teenagers' self-identity in preserving their dignity and that of the nation.
Women, Family and Community Development Minister Datuk Seri Nancy Shukri said such topics should not be regarded as taboo or sensitive, as concerns that reproductive and social health information might arouse curiosity among teens should not hinder the provision of education.
'Currently, the issue of indiscriminate social interaction among teenagers is one that must be addressed. One of the contributing factors is the lack of religious education and insufficient reproductive and social health information being instilled from home,' she said.
Her speech was delivered by the ministry's deputy secretary-general (operations), Farah Adura Hamidi, at the official launch of the PEKERTI Forum.
According to Nancy, the issue of out-of-wedlock teenage pregnancies is also of growing concern, with Health Ministry (MOH) statistics recording 17,646 cases between 2019 and 2023 out of a total of 44,263 pregnancies involving teenagers during the same period.
'Data also shows that 1,816 out-of-wedlock teenage pregnancies were recorded in Sabah from 2019 to 2023,' she said.
Nancy said in response, KPWKM through the National Population and Family Development Board (LPPKN) had developed several modules to disseminate information to target groups, including the ACE Module – Accurate, Comprehensive and Effective – which considers current sexual issues at global and national levels, including legislation related to sexual violence and trafficking.
In addition, she said, a special Reproductive and Social Health Education Module was also developed for boys aged 16 and above to promote greater responsibility among older teens and young men.

KUALA LUMPUR, July 28 (Bernama) -- Malaysia is set to host the 2025 ASEAN Occupational Safety and Health (OSH) Summit next month, bringing together around 3,000 practitioners and over 70 experts from ASEAN countries alongside international speakers. NIOSH chairman Chong Chieng Jen said the summit marks a new chapter for regional collaboration, innovation, and policymaking centred on worker welfare. 'This is an opportunity for occupational safety and health (OSH) practitioners in Malaysia to engage in a range of programmes, including the Conference and Exhibition on Occupational Safety and Health (COSH 2025) and the NIOSH International Standards Seminar (NISS 2025). 'Formerly a national programme, COSH 2025 has been elevated to an ASEAN international platform. It is no longer just a conference but the largest gathering of OSH professionals in Malaysia. This year's participation certificates will also feature the ASEAN logo,' he said in a statement today. NIOSH expects COSH 2025 to attract more than 2,000 local and international participants, with speakers including representatives from renowned organisations such as the International Labour Organization (ILO), SESRIC Turkey, University of South Australia, as well as experts from Japan, Australia, Thailand, Indonesia, and other ASEAN countries. Key topics set for discussion include psychosocial risk management, the use of artificial intelligence (AI) technologies, implementation of environmental, social and governance (ESG) strategies in workplaces, and building a more inclusive and mentally healthy future of work. Dewan Rakyat passes Poisons (Amendment) Bill 2025
KUALA LUMPUR: The Dewan Rakyat has passed the Poisons (Amendment) Bill 2025, which is aimed at strengthening enforcement against illegal activities involving the misuse of poisons and psychotropic substances. The Bill was passed by a voice vote after being debated by 12 MPs from both the Government and Opposition blocs. Health Minister Datuk Seri Dr Dzulkefly Ahmad, when winding up the debate, said the amendments also intended to improve the effectiveness and efficiency of enforcement action by relevant agencies. "This amendment is important to align the country's laws with international conventions such as the Single Convention on Narcotic Drugs 1961 and the United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances 1988." The amendments focus on empowering authorised officers, enhancing training and monitoring, and streamlining the control of poisons and prohibited substances, including those found in vape products. Dzulkefly further explained that the amendments would not cause overlapping of powers between agencies such as the police, drug enforcement officers and customs, as each operated within its respective scope and jurisdiction. "Drug enforcement officers focus on handling poisons and psychotropic substances related to medicines and industrial chemicals. The police monitor abuse of banned substances, while the Customs Department control the entry and exit of these substances at national entry points," he said. Among others, the Bill amends Section 2 of the Poisons Act 1952 to redefine "authorised officer" to include any police officer of any rank and any person appointed by the Health Minister under Section 31A as an authorised officer. It also aims to broaden the definition of "premises" to include any land, building or part of a building, any onshore or offshore installation, or any structure whether floating or fixed, mobile or immobile. Earlier, the Dewan Rakyat also passed the Fees (Pengkalan Kubor Ferry) (Validation) Bill 2025 to validate the collection of ferry service fees at the Pengkalan Kubor Ferry Terminal in Kelantan, collected from Jan 1, 1999, to Dec 31, 2024, which had not been gazetted under the Fees Act 1951. – Bernama

Malay daily newspaper Berita Harian reported that its minister Datuk Seri Dr Dzulkefly Ahmad said the ban, which fell under the Federal Government's jurisdiction, must be implemented carefully, planned by considering legal, enforcement and public health factors. 'A thorough review is underway to evaluate the effectiveness of current controls and to determine whether more comprehensive policies are needed to protect public health,' he said during a question-and-answer session in the Dewan Rakyat. Dr Dzulkefly was responding to Datuk Ahmad Saad (PN–Pokok Sena), who asked about the ministry's stance on several state governments that have stopped issuing licenses for vape businesses. He welcomed the move by six states, which were Johor, Kelantan, Terengganu, Perlis, Kedah and Pahang to discontinue or refuse renewals for vape retail licenses. As part of enforcement efforts, the ministry will launch an integrated nationwide operation called Ops Selamat Paru-Paru (Ops Selamat PaPa) this Friday to ensure effective implementation of Act 852. 'We want Act 852 enforcement to go beyond license withdrawals, as done by the six states, because vape products are still widely accessible,' Dr Dzulkefly said.
