Sitharaman lauds SPMCIL, hopes it to get Navratna status soon

New Delhi, Jun 9 (PTI) Finance Minister Nirmala Sitharaman on Monday lauded the performance of the Security Printing and Minting Corporation of India Limited (SPMCIL) and expressed confidence that it will soon become a Navratna state-owned company.
Currently, SPMCIL, under the administrative control of the Department of Economic Affairs of the Finance Ministry, is a Schedule 'A' Miniratna Category-I company of the Government of India.
The government grants Maharatna, Navratna and Miniratna status to Central Public Sector Enterprises (CPSEs) based on certain pre-defined criteria, including financial parameters such as track record of profit and net worth.
Inaugurating the Corporate Office of SPMCIL, Sitharaman appreciated the works being done by the CPSE, which include printing of currency notes, minting of coins for circulation and commemorative coins.
She hoped SPMCIL would also achieve Navratna status, given its consistent financial performance.
Following its capital restructuring in 2015, the company fully repaid its loan with interest by 2016-17 and continues to deliver strong returns, Sitharaman said.
In fiscal 2023-24, it paid a dividend of ₹ 364 crore, following a record dividend of ₹ 534 crore the year before.
In her speech, the finance minister noted that the CPSE delivered about 3.4 metric tonnes of refined gold to the Reserve Bank of India from seizures transferred by the Customs department.
It also refined silver and gold received from institutions such as Tirumala Tirupati Devasthanams and Vaishno Devi Shrine Board, among others.
During 2024-25, the state-owned firm produced over 1,200 crore banknotes and 150 crore circulation coins as well as over 1.5 crore passport booklets and over 700 crore Excise Adhesive Labels, and various categories of postal and security-related stationery essential for government and public services.
"I am equally impressed with the popularity of SPMCIL's souvenir coins, which play a significant role in promoting India's rich cultural heritage, history and art," she said.
Sitharaman noted that in free India's recorded history, a total of 210 commemorative coins have been issued out of which 105 have been issued in the last decade, including coins celebrating events such the 2900th birth anniversary of Jain Tirthankar Shri Parshvanath Bhagwan, the 550th Prakash Purab of Guru Nanak Dev, the new Parliament Complex, the 1000 years of Brihadeeswarar Temple, and India's G20 Presidency.
Over 20,000 coins have been purchased by the public for the new series of colour souvenir coins, which have been themed around Panchatantra, endangered species, and the Shri Ram Janmabhoomi Temple in Ayodhya.
Speaking during the occasion, Minister of State for Finance Pankaj Chaudhary said the government would provide all support to the CPSEs to improve their efficiency and profitability.

New Delhi: The amalgamation of Regional Rural Banks (RRBs) has resulted in formation of a state-level RRB with contiguous area of operation leading to simplifying management and ease of service delivery, Finance Minister Nirmala Sitharaman said on Monday. In a written reply to a question on the first day of the Parliament's Monsoon Session, FM Sitharaman said that guided by the principle of 'One State-One RRB', the government continued with the process of further consolidation of RRBs in 'Phase IV amalgamation' to achieve the benefits of scale efficiency and cost rationalisation, whereby number of RRBs has been reduced from 43 to 28 (with effect from May 1, 2025) in 26 states and 2 UTs. 'The RRBs have increased their capital base, enhancing the financial stability and resilience of the merged entity. By consolidating operations and eliminating redundancies on account of separate administrative structures, amalgamation is expected to lead to cost savings,' the finance minister informed. Further, amalgamated RRBs can invest in and leverage advanced technology platforms, leading to improved operational efficiency and customer service, she mentioned in her reply in the Lok Sabha. The government has constituted state-level monitoring committee (SLMC) and national-level project monitoring unit (NLPMU) to oversee and monitor the implementation of the amalgamation programme. 'NABARD has issued National Level Standard Operating Procedure (SOP), containing detailed guidelines, which, inter alia, advises setting up of Amalgamation Project Management Unit (APMU), Steering Committee and Functional Committees in every anchor/transferee RRB to finalise the harmonised policies and operational guidelines, and to handle day-to-day integration plan,' the finance minister noted in her reply. A study on the impact of amalgamation of RRBs on their financial performance was undertaken by NABARD in 2021 and it was observed that the amalgamation process in the past had resulted in improved viability and financial performance of the RRBs. The study revealed that during the different phases of amalgamation, the share of profitable and sustainably viable RRBs improved continuously and the quantum of accumulated losses as a percentage of total assets also declined

New Delhi: Finance Minister Nirmala Sitharaman informed Parliament on Monday that the government has undertaken a series of measures to reduce the unemployment rate in the country from 6 per cent to 3.2 per cent in the six years and bring down inflation to a six-year low. In a written reply to a question in the Lok Sabha, the minister stated that various steps had been taken to control inflation, while fostering sustainable employment and improving household incomes, particularly among the poor and the youth. These include, inter alia, the augmentation of buffer stocks for essential food items, strategic sales of procured grains in the open market, facilitation of imports and export curbs during periods of short supply, implementation of stock limits to push more supplies of select commodities into the market, retail sales of select food items under the Bharat brand at subsidised rates, and above all, distribution of food grains free of cost to around 81 crore beneficiaries under the National Food Security Act. Besides, the government had increased the disposable income of individuals by exempting annual incomes up to Rs 12 lakh (and Rs 12.75 lakh for salaried individuals with standard deduction) from income tax, the minister said. She explained that as a consequence of various measures, average retail inflation rate (year-on-year) measured by the Consumer Price Index (CPI) declined from 5.4 per cent in 2023-24 to 4.6 per cent in 2024-25, the lowest in the last six years. Furthermore, CPI declined to an average of 2.7 per cent in the first quarter of 2025–26, ending the quarter at 2.1 per cent in June 2025. The deceleration in food inflation continued through Q1 of 2025-26 and reached a negative territory with (-) 1.06 per cent in June 2025, lowest after January 2019, she added. FM Sitharaman further stated that in addition to inflation control measures, various steps have been taken to expand job opportunities through various employment generation and skill development programmes such as Prime Minister's Employment Generation Programme, Aatmanirbhar Bharat Rojgar Yojana, Employment-Linked Incentives to industries, National Urban/Rural Livelihoods Missions, Mahatma Gandhi National Rural Employment Guarantee Scheme, Kaushal Vikas Yojanas etc. Further, 'Rural Prosperity and Resilience' programme was announced in the Union Budget 2025-26 to address underemployment in agriculture through skilling, investment and technology, focusing on women, youth, marginal farmers etc. Consequent to various measures, the all-India annual unemployment rate for individuals aged 15 years and above (as per usual status) declined from 6 per cent in 2017-18 to 3.2 per cent in 2023-24, the Finance Minister added.

The Select Committee of the Lok Sabha, led by chairperson Baijayant Panda of the Bharatiya Janata Party, submitted its detailed report on the Income Tax Bill, 2025, in Parliament on Monday. The Bill was introduced on February 13 by Finance Minister Nirmala Sitharaman. The committee, which includes 31 Lok Sabha members, was tasked with examining the Bill and suggesting improvements. It submitted its report on the first day of the Monsoon Session as scheduled. Key recommendations from the committee Updating definitions: The Select Committee recommends changes in several definitions such as 'capital asset', 'infrastructure capital company', and 'micro and small enterprises' to bring them in line with current laws. The aim is to make the law more self-contained and easier to interpret. Relief for homeowners and taxpayers: To improve fairness for property owners, the committee suggested changes to how deductions for house property income are calculated. It also recommended that people be allowed to carry forward losses even if there are temporary changes in shareholding, as long as continuity is later restored. Focus on fairness and reducing litigation Protecting taxpayers' rights: The committee advised reintroducing the phrase 'in the circumstances of the case' in rules around tax avoidance. Better rules for non-profits: Several suggestions were made to protect religious and charitable trusts. This included imposing 30 per cent tax on anonymous donations and exempting wholly religious trusts. It also included retaining provisions for 'deemed application' of income — crucial for organisations that receive delayed funds. Flexibility for small taxpayers: For concerns around compulsory filing of returns for refunds, the Select Committee recommended removing this requirement for those with incomes below the taxable limit, especially if tax has already been deducted.
