Nagpur: Chief Justice of India (CJI) Bhushan Gavai, in his address as chancellor of Maharashtra National Law University (MNLU), Nagpur, credited a Public Interest Litigation (PIL) filed by the High Court Bar Association (HCBA) for breaking the bureaucratic deadlock that stalled the university's development.
Speaking at the inauguration of MNLU's new administrative block on Sunday, marking the completion of the first phase of campus infrastructure, CJI Gavai recounted a decade-long journey shaped by legal activism, political support, and administrative resolve.
"We know that chief ministers and leaders often have good intentions when it comes to supporting the judiciary, but bureaucratic red tape can delay action.
That's why the PIL by HCBA, led by counsel Sudhir Puranik, played a crucial role. When the land issue wasn't resolved, it was through the Nagpur bench of Bombay high court's orders that we secured this location, now part of an emerging education hub," Gavai said, referring to the area adjacent to IIIT and Kavikulguru Kalidas Sanskrit University.
Reflecting on the university's origin, Gavai said that the idea emerged during a visit by then President Pratibha Patil to Nagpur in 2011, when justice Vikas Sirpurkar demanded a national law university in the city during HCBA's platinum jubilee celebration.

"Operations began in 2016 from two classrooms and minimal staff at the Judicial Officers Training Institute (JOTI)," he recalled.
The chancellor commended his predecessor, former CJI Sharad Bobde, for laying the foundation of the campus. "Bobde entrusted me with infrastructure responsibilities, and in 2017, we held day-long deliberations to finalise a vision document rooted in modern amenities and green technology," he said.
The architectural plans were finalised through a process involving a jury of five international architects, with designs exhibited at Chitnavis Centre, the CJI recalled.
Gavai highlighted that then chief minister Devendra Fadnavis committed Rs500 crore to MNLU's development. "Despite changes in govt, from Fadnavis to Uddhav Thackeray and back, support remained constant. Gadkari, too, extended critical help," he noted.
Gavai acknowledged contributions from former guardian minister Nitin Raut and his predecessor Chandrashekhar Bawankule, as well as senior bureaucrats like then additional chief secretary Manoj Saunik. He particularly praised justice Anil Kilor for his ongoing involvement in the project. "He has put in extra hours and meticulous planning. I am confident I'm handing over the reins to capable hands," Gavai stated.
Concluding with aspirations for the future, Gavai said the institution's future lies with its students and faculty. "The govt has provided infrastructure. To become the best university in the world, it needs inspired students and dedicated academicians. I urge the faculty and students to dream big and make MNLU, Nagpur, an institution of global repute."
Fellow Supreme Court judges Dipankar Datta, Prasanna Varale, and Atul Chandurkar, retired SC judge Vikas Sirpurkar, Bombay HC chief justice Alok Aradhe, HC judges Nitin Sambre, Bharti Dangre, and Anil Kilor, CM Devendra Fadnavis, union minister Nitin Gadkari, solicitor general Tushar Mehta, Maharashtra advocate general Birendra Saraf, MNLU vice-chancellor Vijender Kumar, and registrar Ragini Khubalkar shared the dais.

NEW DELHI: Union home and cooperation minister Amit Shah Monday said a national cooperative policy will soon be announced, which will be effective from 2025 to 2045 - ending ahead of India centenary of Independence in 2047. Poll-bound state's supplementary budget: 57,509 cr
Mumbai: Just three months into the financial year, the cash-strapped Mahayuti govt which faces local body polls across the state, tabled supplementary budgetary demands worth a steep Rs 57,509 crore in the state legislative assembly on Monday. This will add to the financial strain of the state which not only faces its highest-ever debt projection at Rs 9.3 lakh crore but also its steepest revenue deficit at Rs 45,890 crore for 2025-26. Supplementary demands are additional funds sought by govt beyond allocations made in the budget tabled in March. The current demands account for 8.2% of the total expenditure projected in the state budget. In the coming year, the state faces rural and urban local body polls including to high profile municipal corporations like the BMC, which will see a prestige war between the govt and the Opposition. The PWD department which has faced agitations from contractors over unpaid dues has been allocated Rs 9,068 crore. Other departments with large allocations include public health (Rs 6,952 crore), rural devt (Rs 4,733 crore) and social justice (Rs 3,799 crore). Last year, the state faced financial strain on account of pre-poll sops like the Ladki Bahin Yojana announced with an eye on the assembly polls. The sops were worth Rs 96,000 crore. In addition, the state introduced supplementary demands worth Rs 1.3 lakh crore after the budget. The Opposition has sharply criticised the supplementary demands. "The state budget had projected a revenue deficit of Rs 45,890 crore for this year. With the additional supplementary demands of Rs 57,509.7 crore, the total revenue deficit will rise above Rs 1 lakh crore. By the end of the year, it could rise beyond Rs 2 lakh crore. It shows the extent of financial mismanagement," said NCP (SP) leader Jayant Patil. However, the finance department led by deputy CM Ajit Pawar said net burden of supplementary demands would be lower. Although gross supplementary demands are Rs 57,509 crore, net burden is Rs 40,644 crore, an official statement said.

Senior BJD MLA Prasanna Acharya criticised the govt for its casual approach to the sacred event. Law minister Prithiviraj Harichandan countered the opposition by pointing out the govt promptly responded to the tragedy and is committed to taking stringent action against whomever is found guilty. Addressing a news conference at the AICC headquarters in New Delhi, Ulaka described the Puri stampede as a 'man-made disaster' and accused the govt of prioritising VIP movements over the safety of devotees and deities. "Transfer and suspension of some officials is not enough. The CM must resign," Ulaka said. Ulaka and Congress member Arabinda Das said the BJP govt in Odisha reduced the Rath Yatra of Mahaprabhu Jagannath into a stage-managed political event. They alleged political workers took over the arrangements, pushing the administration to the backseat. "There was a clear lack of coordination among govt agencies and poor supervision by the political leadership. It was an utter and complete failure," Acharya told media persons, asking the govt to take urgent corrective action. "The govt must conduct a fair probe, make the inquiry report public, and put in place mechanisms to ensure such lapses don't recur," he said. Harichandan asked the opposition to refrain from politicising the tragedy. "It was an unfortunate incident. The CM has already apologised before the devotees. Whoever is responsible for the incident will face stringent action," he said. Pointing out that an administrative inquiry by development commissioner Anu Garg has already been ordered, the minister said the report will come in 30 days. "Steps will be taken to prevent such incidents," he said.
