The Congress in Bihar on Friday said it would distribute free sanitary napkins among 5 lakh women, but ended up drawing flak from the ruling NDA over photographs of Rahul Gandhi on the packets.State Congress chief Rajesh Kumar announced the launch of the drive at BPCC headquarters Sadaqat Ashram, where women's wing national president Alka Lamba was also present."This drive is in line with the promise of Rs 2,500 monthly stipend under the Mai Bahin Samman Yojana that INDIA bloc would implement upon coming to power. We intend to provide free sanitary napkins", said the BPCC chief, who also displayed packets containing the free pads.JD(U) MLC and spokesman Neeraj Kumar took strong exception to photographs of Gandhi on the packets and alleged "the Congress seems to have taken a leaf out of the book of its ally RJD, which has been known for a lumpen style of politics".He added, "Our leader Nitish Kumar has been tirelessly working for women's empowerment and the results are for all to see. But the Congress has insulted the dignity of women".Echoing similar views, BJP spokesman Kuntal Krishna alleged, "Whatever needs to be done for women in Bihar is being done by the government. But the Congress, which is worried about its prospects in the upcoming assembly polls, has shown its ideological bankruptcy. Its leader Rahul Gandhi has been notorious for lacking a sense of propriety. The trait seems to have afflicted the party, in which sycophancy reigns supreme".Meanwhile, Lamba hit back with a post on X, saying, "In the modern era, the question is not why Rahul Gandhi's photos are there on the packets. The question is why our daughters in Bihar are still compelled to use pieces of cloth during their menstruation cycle, and fall ill. The BJP has always had an anti-women mindset".

As uncertainty over the India-US interim trade deal continues following the conclusion of an extended round of negotiations, the Ministry of Commerce and Industry has adopted a fresh approach — operating outside the purview of the standard operating procedure (SOP) which has been under preparation since last year —to respond to challenging US demands, The Indian Express has learnt. The Ministry had begun preparations in May last year to compile a 60-page SOP to address the lack of consistent and streamlined procedures for negotiating future trade agreements. This was aimed at guiding the process of launching, conducting, and concluding trade negotiations, and addressed issues such as human resource mobilisation, negotiation team formation, and the composition and hierarchy of negotiating teams. 'The SOP for trade negotiations, which was supposed to be finalised by the top brass of the government, could not be completed due to internal disagreements. As far as the US deal is concerned, negotiations had to be conducted outside the scope of the SOP to tackle the dynamic nature of US trade negotiations,' a government official said on condition of anonymity. US President Donald Trump had initially set a July 9 deadline for countries to sign a trade deal and avoid steep reciprocal tariffs, later revising the deadline to August 1. Trump also announced fresh tariffs on dozens of countries, including Canada, the EU, Brazil, and several ASEAN nations. However, he stated that a deal with India is close. While extensive consultations with industry — ranging from textiles to automobiles — have been taking place, several farmer bodies and state ministers have begun raising concerns over the lack of consultation during the ongoing negotiations for the US deal, which could involve opening up India's agricultural market. Kerala's Minister for Agriculture, P Prasad, said earlier this month that the livelihoods of lakhs of Kerala's rubber, coconut, dairy, and poultry farmers could be at risk if the Centre fails to protect Indian farmers' interests in the negotiations. Prasad said that Kerala had not been consulted on the deal and added that the India-ASEAN trade agreement had previously had a negative impact on the state. The Indian Coordination Committee of Farmers Movements (ICCFM), representing farmers from 11 states, said agriculture should be excluded from the trade deal. It highlighted that the US is one of the world's largest exporters of synthetic rubber. 'The US is one of the biggest exporters of synthetic rubber. Synthetic rubber imports have seriously impacted the farm-gate price of natural rubber in India. India imported Rs 1,556.54 crore worth of synthetic rubber and related products from the US in 2017–18, and Rs 71,490.73 crore in 2018–19. If India reduces import duties on synthetic rubber from the US, it will severely affect rubber farmers,' the ICCFM said. Farmers also warned that if India signs a trade deal with the US, the latter could import raw sugar from Brazil, process it in the US, and then export it to India—hurting the domestic sugar industry. Facing a flak for not giving a dissent note in the joint committee which scrutinised the controversial Maharashtra Special Public Security Bill before it was tabled in the Maharashtra Legislature, Congress has accused the Bharatiya Janata Party (BJP) of deliberately subverting the process by making last minute changes to the schedules of the joint committee meetings. The committee held five meetings before clearing the Bill unanimously. The government has said on record that none of the members, including prominent Opposition leaders, gave any dissent note to the committee when the Bill was scrutinised. The Bill has been brought 'to provide for effective prevention of certain unlawful activities of Left wing Extremist organisations or similar organisations.' 'The proceedings of the committee were not carried out properly. Only two meetings were held as per the schedule. Else, the government kept changing the dates and timings of the committee meetings. It was to make sure that the opposition members are not able to attend the meetings due to last minute changes,' Harshwardhan Sapkal, Maharashtra State Congress president, told The Hindu. The joint committee of the legislature was formed in December 2024 to scrutinise the Bill. It consisted of 25 members and was headed by Maharashtra revenue minister Chandrashekhar Bawankule. The committee included several prominent opposition leaders from the MahaVikas Aghadi including Congress leaders Nana Patole, CLP Vijay Waddettiwar, Satej Bunty Patil; NCP SP leaders Jitendra Awhad, Shashikant Shinde, Shiv Sena UBT leader Bhaskar Jadhav. Maharashtra Legislative Council's Leader of Opposition Ambadas Danve, a Shiv Sena UBT leader, was a special invitee member. Mr. Sapkal said that the party leaders raised several valid objections to the Bill when it was being discussed in the joint committee. But said that since the date of the meeting was preponed at the last minute, the party could not submit a dissent note. 'We did not get any time to give written objections. The government got it cleared and tabled in a lot of hurry,' Mr. Sapkal said. 'There was no dissent note given by any of the opposition parties' legislators who were members of the committee. The Bill was cleared by everyone unanimously,' chairperson of the joint committee Chandrashekhar Bawankule said. When asked about the allegations of the Congress, he refuted the claims. 'All the proceedings were held as per procedure. In fact, it was Jitendra Awhad, an NCP SP MLA, who had suggested changes to the Preamble. We have changed the preamble accordingly. Several instructions by the opposition were taken on record and changes were incorporated accordingly,' he told The Hindu. The Bill was thereafter passed by the Maharashtra Legislature during the recent monsoon session of the Assembly. Congress and Shiv Sena UBT did not oppose the Bill openly in the Legislative Assembly on July 10, but took a strong stand against it in the Legislative Council and staged a walkout before the Bill was put to vote. The Governor has been sent the Bill for his assent now. Civil society upset 'We are upset with what happened in the Assembly. We had been working with the opposition leaders for months, since the beginning of the joint committee proceedings. We had expected them to take a strong stand against this anti-democratic Bill. Instead, they gave mild speeches,' said Ulka Mahajan, a prominent civil society activist and the State convenor of Bharat Jodo Abhiyaan. When asked why the Congress leaders who were a part of the committee did not oppose the Bill in the Assembly or submit a dissent note to the Speaker, committee member and senior Congress leader Nana Patole told The Hindu, 'We were told that as per the procedures, the members of the committee cannot speak on the floor of the House and oppose the Bill. It was wrong information.' CLP Vijay Waddettiwar asked, 'What is the point of giving a dissent note after the Bill has been passed in the Assembly?' On the next day, the MVA gave a dissent note to the Chairperson of the Legislative Council after the Bill was passed in the Upper House.

BJP Tamil Nadu president Nainar Nagenthran on Sunday said the DMK leaders should be ashamed of boasting about governance over the past four years, when the State government has failed to contain the growing problem of garbage accumulation in cities. In a statement, Mr. Nagenthran said it was deeply shocking that in the national-level cleanliness survey, Swachh Survekshan 2024-25, released by the Ministry of Housing and Urban Affairs, Chennai ranked 38th and Madurai 40th among the 40 cities in the country having a population of more than 10 lakh. 'When not a single city from Tamil Nadu finds a place in the top ten, what happened to the Dravidian model government's claims of spending thousands of crores every year on sanitation work? Is the DMK government incapable of managing the garbage crisis in the State, just as it is unable to control rising crime?' Mr. Nagenthran asked. 'It is tragic that Tamil Nadu has been turning into a hotspot for diseases due to ineffective administration. Poor conditions in government hospitals, major cities becoming garbage dumps, and large-scale corruption under the guise of maintenance all pointed to the incompetence of the ruling DMK government,' he alleged.
