Ruling coalition given two-thirds majority as ECP notifies reserved seats
The Constitutional Bench of the Supreme Court overturned an earlier July 2024 ruling that had granted reserved seats to the Pakistan Tehreek-e-Insaf (PTI), stripping the party of its eligibility to hold them. As a result, PTI ceased to be recognised as a parliamentary party.
Reserved seats: ECP says majority judgement premised on 'erroneous conclusion'
Responding to the court's majority decision, passed by a seven-judge bench, the ECP withdrew its previous notifications from July 2024 that had marked PTI-backed candidates as returned members of the National Assembly and various provincial legislatures. It then issued new notifications reallocating reserved seats among the PML-N, PPP, and JUI-F.

With the allocation of 13 additional reserved seats to the PML-N, 4 to the PPP, the ruling coalition now holds 235 seats in the 336-member house, well above the 224 required for a two-thirds majority. The opposition commands 98 seats, with JUI-F getting two seats, while one seat remains suspended,d and two reserved seats are currently vacant.
Provincial shifts
The ECP also reallocated reserved seats in the provincial assemblies:
Khyber Pakhtunkhwa Assembly: 10 seats to JUI-F, 7 to PML-N, 6 to PPP, and 1 each to PTI-Parliamentarians and Awami National Party (ANP).
Punjab Assembly: 23 to PML-N, 2 to PPP, and 1 each to PML-Q and Istehkam-i-Pakistan Party (IPP).
Sindh Assembly: 2 reserved seats to PPP and 1 to MQM-P.

Legal background
The case stemmed from a March 2024 ruling by the Peshawar High Court, which barred the Sunni Ittehad Council, joined by PTI-backed independents after the February 8 elections, from claiming reserved seats.
While Justices Ayesha Malik and Aqeel Ahmed Abbasi initially rejected review petitions filed by the PML-N, PPP, and ECP, they were later removed from the Constitutional Bench.
Meanwhile, Justice Jamal Khan Mandokhail dissented, maintaining PTI's claim to 39 seats and urging reallocation to include the party.
A previous majority judgment had required independent candidates to clarify their political affiliations through notarised statements, leading to provisional recognition of some as PTI members.
However, in the final review, Justices Muhammad Ali Mazhar and Syed Hasan Azhar Rizvi revised their earlier positions and supported the review petitions.
They directed the ECP to re-examine the nomination papers and affiliation declarations of all 80 returned candidates and issue decisions on the eligibility of reserved seats within 15 days.
The reallocation of these seats has reshaped legislative dynamics at the federal and provincial levels, marking a dramatic shift in parliamentary representation just months after the general elections.

Those killed during the "successful operation in the general area of Hassan Khel in North Waziristan" district, included commander Najeeb alias 'Paraki' and Azhar, a key commander of the banned TTP. Azhar was the head of the "Tashkeel" group and a high-value target of the security agencies. President Asif Zardari and Prime Minister Shehbaz Sharif paid tribute to the security forces for eliminating 30 Indian-backed Khawarij terrorists and foiling their attempt to infiltrate through the Pakistan-Afghanistan border. In their separate statements, they commended the bravery of the security forces for carrying out the successful intelligence-based operations. "It is commendable that Pakistan's security forces are successfully conducting operations to eliminate Indian-backed terrorists," said the president. "Security forces' operations will continaue until the complete elimination of terrorists," President Zardari added. He reaffirmed the nation's unwavering resolve to eliminate terrorist elements and defend the nation. Prime Minister Shehbaz, who is currently on a two-day visit to Azerbaijan, said that Pakistan's courageous security forces served as an unyielding shield to protect the nation. ‘IK asks followers to launch protest movement after 10th Muharram'
ISLAMABAD: Aleema Khan, sister of jailed former prime minister and Pakistan Tehreek-e-Insaf (PTI) founding chairman Imran Khan, announced on Friday that her brother has instructed his followers to launch a movement against the government after the 10th day of Muharram. Speaking to reporters outside Adiala Jail following a meeting with Imran Khan, she said that the former prime minister has directed his party to ignite a nationwide protest, but only after the 10th of Muharram. Aleema also claimed that Imran Khan has strongly criticised the controversial 27th Amendment, describing it as so oppressive that 'it would be better to have a monarchy.' This statement comes in the wake of a Supreme Court verdict on 27 June, which dealt a significant blow to PTI by stripping the party of reserved seats for minorities and women in both national and provincial assemblies. Aleema painted a grim picture of her brother's imprisonment, accusing authorities of subjecting him to harsh, near-isolation conditions. She said Imran Khan is confined to a cell for 22 hours a day, denied access to books and contact with his children, and stripped of all standard jail privileges. Urban mobility, education and roads: Sindh CM approves several projects
KARACHI: Sindh Chief Minister Syed Murad Ali Shah presided over the 47th meeting of the Public Private Partnership (PPP) Policy Board, reviewed and approved several transformative infrastructure and development projects aimed at enhancing urban mobility, vocational education, recreational spaces and road connectivity across the province. The meeting, held at CM House, was attended by provincial ministers Sharjeel Inam Memon, Saeed Ghani, Zia ul Hassan Lanjar, Chief Secretary Asif Hyder Shah, PSCM Agha Wasif, Secretary Transport/DG PPP unit Asad Zamin, members of the board and concerned officials. The board took strategic decisions on a diverse agenda, including the People's Green Transport Project, technical education reforms under STEVTA, the Rani Bagh redevelopment in Hyderabad, and progress on the Shahrah-e-Bhutto corridor. People's Green Transport Project: In a landmark move to overhaul Karachi's transport system, the PPP Policy Board approved engaging Transaction Advisors for the People's Green Transport Project, which aims to introduce 1,000 electric buses across the city. The advisors will assess the Unique Selling Proposition (USP) submitted by a private consortium. If deemed feasible, a detailed project will be implemented under the PPP model, involving phased procurement and operation of 600 twelve-meter and 400 eight-meter electric buses. 10 bus depots will be constructed, and the project will operate on a per kilometer payment model over a 10-year concession period, with ownership of assets transferring to the government thereafter. The Technical Evaluation Committee (TEC) confirmed the project's alignment with sustainable urban mobility goals, while previously appointed transaction advisors will be used to fast-track implementation, avoiding delays in procurement. Shahrah-e-Bhutto Project: The board reviewed key updates on the Shahrah-e-Bhutto high-speed corridor, which stretches upto 39 km from Korangi Creek Avenue (DHA) to the M-9 Motorway near Kathore. Dhabeji SEZ Project: The Board discussed in detail and reviewed the progress on the Dhabeji SEZ project. The Board emphasised the need to expedite the construction activities so that industrial activities can be initiated at the earliest. The STEVTA Reform Plan: The board also reviewed a proposal seeking ratification of Project Development Facility (PDF) funding to conduct feasibility and transaction advisory services for the modernisation of 83 technical and vocational institutes under the Sindh Technical Education and Vocational Training Authority (STEVTA). This initiative targets one-third of STEVTA's 259 institutes, aiming to address infrastructure gaps, curriculum mismatches, and industry disconnect. With an additional 540 private institutions operating in the sector, this effort is seen as pivotal to advancing Pakistan's National Skills Strategy and Sustainable Development Goals. Rani Bagh Redevelopment Project Nears Execution: Significant progress was reported on the Rani Bagh Development Project in Hyderabad. The board was informed that the Technical and Financial Evaluation Committee (TFEC) has recommended issuing a Letter of Award to the preferred bidder. With the revised Master Plan already endorsed by both the Hyderabad Municipal Corporation (HMC) and the Sindh Cabinet, the final concession agreement and related documents are ready for execution. The project is set to deliver improved public amenities, recreational facilities, and economic activity in Hyderabad, while also generating employment and stimulating local businesses. Sukkur Water Supply Project: the Board was apprised about the project's salient features, in particular, the scope of work and transaction structure. The Board asked the Sukkur Municipal Corporation to rework the transaction structure and presentation in the next meeting for decision.
