North missed £140bn of transport investment during last government

The North of England would have received an extra £140 billion in transport investment under the previous government if funding levels had been the same as in London, research has claimed.
Independent analysis by think tank the Institute for Public Policy Research (IPPR) looked at Treasury figures between 2009/10 and 2022/23, during which time the Conservatives were in power.
It reached the figure, which it said was enough to build seven Elizabeth Lines, by considering the amount of spending per person across the different English regions over that period.
While England as a whole saw £592 spent per person each year, London received double that amount with £1,183 spent per person, the IPPR said.
The entire North region saw £486 spent per person, with the North East and North West seeing £430 and £540 spent per person respectively.
This amounted to £140 billion of missed investment for the North, more than the entire £83 billion estimate of capital spending on transport in the region since 1999/2000, according to the analysis.
The region with the lowest amount of investment over the period was the East Midlands with just £355 spent per person.
Among the most divisive transport investment projects for the previous government was the HS2 rail project, which was axed north of Birmingham in October 2023.
Then-prime minister Rishi Sunak pledged to 'reinvest every single penny, £36 billion, in hundreds of new transport projects in the North and the Midlands', including improvements to road, rail and bus schemes.
Earlier this week, Chancellor Rachel Reeves announced a £15.6 billion package for mayoral authorities to use on public transport projects across the North and Midlands ahead of the spending review.
It is expected to include funding to extend the metros in Tyne and Wear, Greater Manchester and the West Midlands, along with a renewed tram network in South Yorkshire and a new mass transit system in West Yorkshire.
Marcus Johns, senior research fellow at IPPR North, said: 'Today's figures are concrete proof that promises made to the North over the last decade were hollow. It was a decade of deceit.
'We are 124 years on from the end of Queen Victoria's reign, yet the North is still running on infrastructure built during her rein – while our transport chasm widens.
'This isn't London bashing – Londoners absolutely deserve investment. But £1,182 per person for London and £486 for northerners? The numbers don't lie – this isn't right.
'This Government have begun to restore fairness with their big bet on transport cash for city leaders.
'They should continue on this journey to close this investment gap in the upcoming spending review and decades ahead.'
Former Treasury minister Lord Jim O'Neill said: 'Good governance requires the guts to take a long-term approach, not just quick fixes. So the Chancellor is right in her focus on the UK's long-standing supply-side weaknesses – namely our woeful productivity and weak private and public investment.
'Backing major infrastructure is the right call, and this spending review is the right time for the Chancellor to place a big bet on northern growth and begin to close this investment chasm.
'But it's going to take more than commitments alone – she'll need to set out a transparent framework for delivery.'
Andy Burnham, Mayor of Greater Manchester, said: 'For too long, the North of England has been treated as a poor relation to the South when it comes to government spending on transport infrastructure, and this analysis makes stark reading – exposing the vast scale of underfunding over many years.
'The Chancellor's announcement of £2.5 billion funding for transport in Greater Manchester will be a game-changer for our city-region, enabling us to expand the Bee Network, and deliver the UK's first, zero emission, integrated, public transport system by 2030.
'We have also made the case for a new Liverpool-Manchester railway, which would further rebalance infrastructure investment, and could boost the UK economy by £90 billion by 2040.'

Whether you want a brooding billionaire, a queer awakening, a dragon rider (yes, really) or an old-fashioned enemies-to-lovers tale, there's a romance novel for everybody at Saucy Books. England's first romance-only bookshop opened last week in Notting Hill, west London, instantly becoming a go-to destination for readers and turning into a meeting spot for like-minded folk to share their love stories. And although detractors have dismissed the genre as 'smut' or 'fairy porn', fans say there is nothing to blush about – these are just brilliantly written stories. What is not in doubt is their popularity: there were record sales for the 'romance and sagas' genre last year, according to data gathered from more than 7,000 UK booksellers, up to £69m in 2024. The surge in sales pushed UK fiction revenue above £1bn for the first time. 'The popularity of the store speaks for itself,' says Sarah Maxwell, the founder of Saucy Books. 'We even had to ticket our first week and give time slots to customers.' But she believes sexism is keeping the genre from the mainstream. 'There's so much snobbery and bias,' Maxwell says. 'People think it's less than or low quality, which is not true at all. These are all very high quality authors and high quality stories. 'I think there's an inherent misogyny around it. A lot of the time, the sorts of things that women like across arts and culture tends to get discounted. These books are about the female perspective and female gaze when most media is through the male gaze. 'That's why I have a smut hut, because I feel like we need to reclaim some of these words.' The smut hut, a space dedicated to erotic titles, sits in the corner, adorned with ornaments such as whipped suncream, chapstick and a placard reading 'Traders Dicks'. It's seems less like a bookstore and more a community centre. During the Guardian's visit on Thursday afternoon, dozens of women filter through the shop, browsing titles and starting conversations about their favourite authors. Most of them have learned about the store through TikTok. One customer is browsing the shelves with her mother. She says she can get through a novel in under three hours, and last year she read 300 books. Deck chairs and a tiki parasol adorn the store's perimeter, while inside brightly painted shelves hold up titles such as Swept Away, The Unhoneymooners and The Friendship Fling. 'I was really surprised that a shop like this didn't already exist,' says Maxwell, a creative strategist and former tech executive from LA. 'When I went to find books of OG romance writers, I couldn't find any of them in-store. It made me quite angry. You have these amazing authors, who carry the publishing industry – 20% of fiction sales is romance books – and they're getting no shelf space whatsoever. I felt like I needed to do something.' Many contemporary romance books are marketed under tropes such as 'enemies to lovers', 'forbidden love' and 'second chance romance'. The 'romantasy' genre (a blend of romance and fantasy) is a constant fixture on bestseller lists, largely due to the dedicated following it has gained on TikTok. Series such as Rebecca Yarros's Fourth Wing and Sarah J Maas's A Court of Thorns and Roses (known by fans as Acotar) feature female protagonists entering high-stakes relationships in magical worlds. Jessica Roberts, a shop assistant at Saucy Books, has noticed that the current craze is for a trip to the wild west. 'Cowboy romances are very popular right now. Two girls came in their cowboy boots to purchase them yesterday,' she says. Among those visiting the store on Thursday are Rebecca Pollard and Haley Page from New York. 'I got [Haley] all the Acotar books, I think they're the best way to start. They're like a gateway drug into becoming a psycho,' Pollard laughs. 'I feel like a cult leader. I have a library at my house, and when my friends call me I'm like, 'what do you need? I've got it'. People are like, 'I'm so happy it's books for you and not drugs, because you're such a pusher'.' Page says: 'I'm a very hard sell, but she tells me something and I will listen. I'm so excited to read these, I'm taking them to Mykonos tonight. I'm going to be at the beach with my new book boyfriend, and I'll be calling Rebecca every second like 'oh my god'.' Pollard says she's been waiting desperately for the sixth book in the Acotar series. 'I would do anything to become invisible and just go and check Sarah J Maas's laptop.' And she thumbs her nose at the mainstream responses to the genre. 'I get really defensive when people use derogatory terms. Don't call it fairy porn until you've read it, because you have to wait 380 pages for a kiss in the second book of Acotar. Why is it smut, because it's centred around female pleasure? No one's saying that about Game of Thrones.' IT'S an idyllic seaside village famed for its miles of golden sand that has earned it the nickname 'Costa Del Perran' by locals. But residents say sky high house prices and terrible transport links is making their lives increasingly difficult - with some forced out and resorting to living in tents. 13 13 13 Perranporth in Cornwall has been a popular holiday destination for generations, boasting one of the UK's best beaches which is popular with surfers and families, and provides endless holiday accommodation and activities. So much so that during the summer the village's population swells from 3,000 people to 12,000. And while locals embrace tourists, with most local businesses catering to seasonal trade, locals have been left sleeping in tents or caravans and enduring 10 mile drives to the local school that take up to an hour. Second homeowners are often blamed for Cornwall's housing crisis - there are currently 14,000 empty homes as residents struggle to afford their first home. At Higgins Gift Shop, supervisor Sidnie Ray-Neeld, 22, said second homes have had a massive impact on the village. She said: 'It's strange because there seems to be a lot of people in the town but nobody is spending any money. 'Normally by this time of year we would be open until 7pm, but it's dead by 5pm and normally we would have about seven staff but we're at three currently. 'Second homes must be a factor when over half the area is second homes and the rest is overpriced Airbnbs. 'I just moved away from Newquay because I can't afford to live here any more. 'I know a lot of people who rent out their houses for the summer and go abroad or move in with family. Some even live in a caravan in their garden.' And figures released last month revealed house prices in Perranporth, located on the north coast, have dropped an average of £13,000. Despite the hefty reduction, average property prices in the region still remain north of £400,000 - almost double the national average. With many locals priced out of the village, some are forced to use unreliable bus services to get to and from work and school. While Perranporth has a primary school, the nearest secondary is 10 miles away in Truro, which often takes an hour or more by bus. Villager Katie Mellor hires out surf boards on the beach in summer and does factory and bar work in winter. She said: 'It's been quiet this summer and people that are around are not spending money. 'I have friends who own holiday accommodation and they still have lots of vacancies this summer. 'Second homes has had a massive impact on every village in Cornwall. All the time people are getting kicked out because their landlords are selling up and there is nowhere for them to go. 'Buying here is completely out of the question for most villagers because wages are so low compared to house prices. 'The biggest problem I can see is lack of public transport. Bus services are so bad there are people in the village who work at the hospital in Truro and cannot even get to their shifts. 'My two children go to college in Truro but the bus is always half an hour to an hour late. "Their teachers have been very good and understanding but it's a real worry they could miss exams.' Despite this, business owners say they are proud of Perranporth's friendly reputation - some even argue second homes and Airbnbs have a positive impact on businesses. David Morrell, 60, owner of The Filling Station, a family-run sandwich shop in the village, said: 'We have very loyal customers, both holidaymakers and locals, so we must be doing something right. 'The cost of housing in the village is definitely a concern for staff. "I've noticed a lot of people selling their second homes recently, but it's still not at a price where it's accessible for the locals. 'There are a lot of local families who want to live in Perranporth but are just priced out at the moment.' 'Costa Del Perran' 13 13 13 Matt Burrell, 43, runs Pavillion Ice and neighbouring Haddock's End fish and chip shop. He said: 'Families love coming here because of the 3.5 miles of golden sand, but locals love it too. We call it 'Costa Del Perran'. 'House prices are a bit of a problem, you have to be able to save up £40,000 for a deposit and not many people here can do that. 'I know of people who move into a tent on a campsite for the summer and rent their house out because of the money they can make. 'I don't think Airbnbs are a bad thing for the village, they have opened up one and two night stays, whereas before people would have to come for a week or not at all, so it's bringing more people here for more of the year.' Bus services are so bad there are people in the village who work at the hospital in Truro and cannot even get to their shifts Katie Mellor Sammie Marshall of Marshall's Clothing added: 'There is a huge pressure to make money in the peak weeks because the winters are fairly quiet. 'We are open most of the year but it's just my dad working. 'There was a lot of concern about people not coming to Cornwall but business has been ok this year. Tunes in the Dunes helped us out a lot as we were really busy that weekend.' One of Perranporth's most popular attractions is the The Watering Hole, which claims to be one of the oldest beach bars in the UK. The bar, which opened in 1978, has tables right on the sand and has played host to some amazing live music including big names like Sam Ryder, Busted, Jess Glynne and Kaiser Chiefs. The bar also hosts music festival Tunes in the Dunes every year, claiming to be the only live music bar on the beach. Historical roots 13 13 Along with great bars and activities, Perranporth also hosts some fascinating history. There is a legend that says the patron saint of Cornwall, St Piran, was cast into the sea from Ireland by being tied to a millstone and washed up in the town. St Piran built a Christian oratory in the dunes whose ruins from the 6th century are still preserved there to this day. Families love coming here because of the 3.5 miles of golden sand, but locals love it too. We call it Costa Del Perran Matt Burrell He is credited with discovering tin, which would become the backbone of Cornwall's industry, and people make a pilgrimage to the town on March 5 to commemorate the saint. Surfers from all over the world also make the pilgrimage to Perranporth, which is known for its famous waves and is where the first UK surfboards were created. After World War I, soldiers returned home with stories of surfers they'd met on their travels. These yarns then inspired Perranporth's local undertaker and builder, Tom Tremewan, who designed and made the first bellyboards and surfboards, which he made out of coffin lids.

Lord Hermer's denial of two-tier justice is a disgrace

This week, Lord Hermer was asked by the BBC about two-tier justice, the idea that the British state treats ethnic minorities more favourably than the white working class. This perception, so corrosive to faith in the rule of law, has become widespread since the crackdown on the Southport unrest last summer. Never one to read the public or political mood, Starmer's lawyer ally simply issued a blunt and contemptuous denial. Such claims are 'frankly disgusting', he said, and indeed 'offensive' to police, prosecutors and courts. He added that instead of criticising the British justice system, politicians 'need to get behind it, not seek to undermine it'. (Perhaps he should have a word with the justice secretary, Shabana Mahmood, who earlier this year had to intervene to block sentencing guidelines which she herself labelled 'two-tier'.) It's a woefully tone-deaf performance, suggesting that Hermer doesn't even understand why the Government's response to the Southport unrest gave rise to charges of unfairness. He argued that people were wrong to compare the policing of London Gaza marches, often awash with anti-Semitism but 'not producing violence', with the Southport unrest, since this saw attacks against police officers. No one would say violent rioters shouldn't be treated robustly. But what Hermer ignores is the way the state dealt fiercely with white, working-class Southport rioters in a way it never does with more favoured groups. Just weeks before, when rioters in ultra-diverse Harehills, Leeds, overturned a police car and set a bus on fire, the police reportedly ran away. Meanwhile, days into the Southport unrest, when armed Muslim mobs formed supposedly in order to protect their local communities, the police let them have free rein. In Birmingham on August 5, the result was a pub being attacked, with a man outside it suffering a lacerated liver, amid other disorder. Even more than this double-standard though, it is the punitive crackdown on online speech that has caused there were many who found themselves charged and remanded in custody for social media posts, the most high-profile is Lucy Connolly, imprisoned for 31 months for a single nasty tweet (which she later deleted) on the night of the Southport murders. As the Telegraph disclosed earlier this month, Lord Hermer personally approved the prosecution of Mrs Connolly for stirring up racial hatred, despite having the constitutional power not to. Hermer has also declined to seek to review lenient sentences for gang grooming offenders – but in his political judgement, it was in the public interest for Connolly to face up to seven years in prison over one nasty tweet. Former Attorney General Suella Braverman says she would not have consented to the charge. 'We don't have a two-tiered justice system', insists Hermer. We have an 'independent justice system'. But can anyone really look at the state response to Southport and claim it 'independent' from politics? Sir Keir Starmer politicised the justice system the moment he claimed all of those involved were 'far-Right thugs', who had come from out of town to cause chaos. In reality, subsequent analysis of the arrest data along with a recent report by the police inspectorate have poured cold water on those claims. Politicians were also swiftly claiming that online speech was a principal cause, with Hermer himself crowing that 'you cannot hide behind your keyboard'. This narrative was no less dubious – no one needed to be told by social media to be angry about the horrific murders of three children. Yet both became reasons for the police, the CPS and the courts to throw the book at people like Connolly over tweets. '[T]heir intention was always to hammer me', as Lucy told the Telegraph earlier this year. Lucy's two-tier treatment continues to this day. First, she was denied release on temporary license to care for her daughter and sick husband. This is a privilege which even murderers are sometimes granted, and which has been granted to others at Lucy's prison. Now she says she's being cruelly mistreated in prison. Does Hermer seriously think it's 'disgusting' to see this as unfair? Hermer can deny two-tier justice all he likes, but the more the public hears about cases like Connolly, the more the charge rings true. A recent YouGov poll found public confidence in the judicial system at an all-time low, with the proportion expressing 'no confidence at all' rising four per cent since last June. Berating people who feel these concerns will not make them go away.
