New Delhi: As Pakistan's economic frailty teeters on the edge, the International Monetary Fund (IMF) has signalled a hardening of stance. It has slapped Islamabad with 11 fresh policy requirements to unlock its next bailout tranche. This brings the total number of conditions to a staggering 50. The latest decision reflects the global lender's growing unease not just over Pakistan's economic mismanagement but also in the wake tensions with India.
Beyond fiscal and structural reforms, Pakistan's geopolitical behaviour is now on the radar. The warning is clear: if tensions with India persist or worsen, Pakistan's already-weak fiscal programme could unravel altogether.
The message is as political as it is financial.
India's precision airstrikes under 'Operation Sindoor' on May 7, in response to the April 22 Pahalgam terror attack, rattled not only Islamabad but also international observers. Pakistan's attempted retaliation via drones and missiles only worsened the outlook. And while a ceasefire was announced on May 10, the IMF is unconvinced the calm will last.
The IMF's decision, as per reports, is directly linked Pakistan's conflict posture that will risk in budget execution, foreign reserves and reform timelines. Notably, the IMF has flagged Pakistan's ballooning defence expenditure, which is projected to exceed Rs 2.5 trillion for 2025-26, as a key vulnerability. That is an 18% hike driven by military tensions, even as the country struggles to provide electricity and curb inflation.
Behind the scenes, the reports suggest, IMF staff were alarmed by the Pakistan's government's plans to shift funds away from development to defence after the flare-up with India. They view it as Pakistan's economic indiscipline. They say it is about choices Pakistan is making in the face of a crisis.
Following are the new IMF-imposed reforms – Parliament must pass the upcoming Rs 17.6 trillion federal budget – with strict adherence to IMF benchmarks; Its provinces must enforce agricultural income taxes long evaded by feudal power brokers; and a long-awaited governance roadmap must finally be published.
Long a black hole of subsidies and inefficiencies, the power sector also faces tighter scrutiny. Tariffs are set to be rebased annually, gas prices adjusted bi-annually and legal frameworks tightened around captive power and surcharges. The Rs 3.21 per unit cap on electricity debt servicing will be lifted – a move likely to raise bills for already-struggling households.
But perhaps most symbolic of the IMF's micromanagement is its directive on used cars: Pakistan must ease import restrictions, extending allowances from three to five years by July 2025. It's a small move with big implications for middle-class consumers and the import-heavy auto sector.
For Prime Minister Shehbaz Sharif, the squeeze is real. With falling reserves, investor skepticism and now increasing external conditions tied to regional behaviour, his government walks a tightrope. Any misstep – military or economic – could cost Pakistan dearly in the court of international lenders.
As global attention focuses on Pakistan's next move, one truth is becoming harder to ignore – the country's economy is no longer a matter of balance sheets and budgets, it is now a geopolitical bargaining chip. And the IMF is calling the shots.

New Delhi: Delhi & District Cricket Association (DDCA) on Tuesday announced the addition of two new men's franchises to the Delhi Premier League (DPL) ahead of the second season. The Outer Delhi franchise was secured for Rs 10.6 crore by the highest bidder, a consortium led by Savita Paints Private Limited. The New Delhi franchise was acquired for Rs 9.2 crore by a consortium of Bheema Tolling and Traffic Solutions Private Limited and Crayon Advertising Limited. The expansion increases the number of men's teams in the league from six to eight. The two new teams will join the six existing franchises — Central Delhi Kings, East Delhi Riders, North Delhi Strikers, Purani Dilli 6, South Delhi Superstarz, and West Delhi Lions — for the 2025 edition of the tournament. The player auctions for Season 2 will take place in the Capital on July 6 and 7. The men's auction is scheduled for July 6, followed by the women's auction on July 7. Interestingly, the men's auction will feature a stellar line-up of players, including marquee names like Rishabh Pant, Ishant Sharma, and rising stars such as Priyansh Arya, Ayush Badoni, Harshit Rana, Digvesh Rathi, Himmat Singh, Suyash Sharma, Mayank Yadav, and Anuj Rawat. Speaking on return of the DPL, DDCA president Rohan Jaitley said, "The Delhi Premier League is more than just a tournament — it is a celebration of the Capital's deep-rooted cricketing culture. The kind of talent we saw in Season 1 was truly promising, and with this expansion, we are giving even more players a stage to shine. "Talents like Priyansh Arya, Digvesh Rathi, and more emerged through DPL and showcased their brilliance during IPL 2025, proving the league's value as a true breeding ground for future stars." 'The auctions in July will set the tone for the season, and we are working to ensure the experience is seamless and impactful for franchises, players, and fans alike. We are committed to making Season 2 a landmark moment in the league's journey,' he added. DDCA vice-president Shikha Kumar said, 'With every new team we welcome, DPL evolves into a true city- wide cricketing platform and strengthens its promise of being Delhi's cricketing heartbeat. But what truly excites us is the growing footprint of the women's league. By expanding into every zone of the Capital, while keeping the women's competition front and centre, we're ensuring that the next generation of Delhi girls sees cricket as their game, played on equal terms and celebrated just as loudly.' DDCA secretary Ashok Sharma added, 'The inclusion of two new franchises marks a major step in the evolution of the Delhi Premier League. The overwhelming interest from prospective owners reflects the growing stature of the league. The Rs 119-crore IPO received an 80.97 times subscription, garnering bids for 94,99,76,860 shares as against the 1,17,32,392 shares on offer. The retail and NII participation stood at 53.67 times and 143.14 times, respectively. Its qualified institutional buyer (QIB) category got an 82.13 times subscription. The IPO price was fixed at Rs 71 per share. The company's IPO is entirely a fresh issue of equity shares worth Rs 119 crore with no offer for sale (OFS) component. It proposes to utilise funds for working capital requirements, capex, and general corporate purposes. The quota for non-institutional investors garnered 8.16 times subscription, and the category for qualified institutional buyers (QIBs) subscribed 8.06 times. The portion for retail individual investors (RIIs) received 5.82 times the subscription. Globe Civil Projects Ltd intends to utilise Rs 75 crore of the IPO proceeds for funding working capital requirements, Rs 14.26 crore for capital expenditure towards the purchase of construction equipment/machinery and the remaining funds will be used for general corporate purposes and issue expenses, according to a company statement. ' Investors were attracted by the company's solid track record of project execution, strong return ratios, and healthy profit margins. Despite the strong demand, the valuation is still considered reasonable. Overall, the strong subscription numbers and market interest suggest that the stock could is seeing good momentum on listing day, making it a promising option for both short-term gains and long-term investment in the infrastructure sector," Goel said.
