Macpherson suspends EPWP funds to Matjhabeng Municipality
Public Works Minister Dean Macpherson has suspended all Expanded Public Works Programme (EPWP) fund transfers to the Matjhabeng Local Municipality.
This follows reports that the municipality's EPWP payroll is allegedly being used to pay inflated salaries, over R31,000 per month , to former councillors and current political office bearers while others are paid as little R1,500.
This is more than ten times the average EPWP stipend.
Jobs
According to reports, municipal insiders said this practice continues to undermine the EPWP's purpose and prevents thousands of local young people from accessing jobs.
Under EPWP rules, jobs must be short-term and skills-based, prioritising vulnerable and unemployed groups, particularly young people, women and people with disabilities. Employment is limited to 24 months within a five-year cycle.

'Lifeline'
Macpherson said the EPWP was established to provide short-term, skills-based work opportunities, not to serve as a vehicle for political patronage.
'The EPWP is an essential lifeline for many in communities across the country, including in Matjhabeng, and it would therefore be wholly unacceptable if any politician or official is found to have used the programme for personal benefit.
'We simply cannot turn a blind eye when serious allegations of abuse are raised, which is why I have instructed the department to suspend EPWP fund transfers until a formal investigation can be completed,' Macpherson said.
Reformation
Macpherson added that the allegations further reinforce his view that the EPWP must be reformed to eliminate any possibility of abuse and ensure that intended beneficiaries fully benefit from the programme, free from political interference.
'Through the EPWP Listening Tour conducted nationwide, we have heard several serious allegations of abuse — such as those in Matjhabeng — and it is therefore critical that the programme be strengthened to eliminate any possibility of corruption and political patronage.
'After 20 years, we are committed to reforming the EPWP to ensure it remains a viable platform for empowerment well into the future, as we work to build a better South Africa,' Macpherson said.
EPWP
The EPWP, which was launched in 2004, was meant to tackle unemployment through labour-intensive projects like road maintenance, sanitation and community work.
Earlier this month, Macpherson vowed to restore public trust in his department by taking decisive action against mismanagement, repurposing idle state assets, and reforming the EPWP.
Macpherson confirmed that investigations into the Telkom Towers project and the PSA Oxygen Plant, managed by the Independent Development Trust (IDT), are expected to be completed by late July 2025.

Image: Supplied A lawyer and an auditor were among motorists arrested for excessive speeding this weekend along the N2 near Park Rynie, as part of the KwaZulu-Natal Department of Transport's ongoing "Zero Tolerance, No Nonsense, and Alufakwa" road safety campaign. MEC for Transport and Human Settlements, Siboniso Duma, commended the Road Traffic Inspectorate (RTI) team stationed at Park Rynie for their vigilance and commitment to curbing road carnage. 'We wish to pause and commend the RTI team from Park Rynie working along the N2 for their vigilance and dedication towards ensuring road safety this weekend,' said Duma. Among those arrested was a lawyer who was allegedly clocked at 222km/h in a blue Mercedes-Benz while travelling from Umtata, nearly double the legal limit in a 120km/h zone. He initially failed to stop when instructed, prompting officers to give chase before apprehending him. The man was taken to Scottburgh Police Station and released on R3,000 bail. Also arrested was an auditor from Reservoir Hills, who was caught driving at 177km/h in a Hyundai. He was also taken to Scottburgh Police Station and granted R1,500 bail. Here's how many foreign nationals have been trying to cross into SA illegally
The Border Management Authority said illegal border crossing were mainly attempted by Zimbabweans, Mozambicans and Basotho. The Border Management Authority (BMA) are relentlessly blocking any illegal attempts to enter into South Africa. As well as those trying to cross into the country without authorisation, the BMA also confiscated large volumes of counterfeit goods and stolen property. BMA commissioner Michael Masiapato elaborated on the extent of the authority's work during a performance briefing on Sunday. Almost 10 000 denied entry The stats revealed by the commissioner were for the first quarter of the financial year and featured data collected from all international ports of entry. Masiapato said that the BMA had recorded 9 954 attempted illegal border crossings between April and June Broken into categories, 5 826 were undocumented, 2 127 were inadmissible and 2 001 were classified as undesirables. Travellers can be declared inadmissible for a variety of reasons, and this decision is generally made following an interview by a immigration officer. 'The majority of those intercepted and deported individuals were Basotho, Zimbabweans and Mozambicans,' said Masiapato. Masiapato stated that since July 2022, border officials had prevented roughly 496 600 people from attempting to enter the country illegally. Smuggled vehicle attempts Other BMA successes during the quarter included the interception of 15 high-powered vehicles and the recovery of 349 vehicles that suspects were attempting to smuggle out of the country. Counterfeit clothing and footwear valued at roughly R1 million had been confiscated, as well as 14 passports containing fraudulent immigration stamps. '[This is] further illustrating ongoing attempts to undermine national security and immigration controls,' said Masiapato Additionally, five unaccompanied minors were handed to the Department of Social Development, while another eight children were refused entry for failing to have the correct paperwork. Police successes At least 39 foreign nationals were arrested this week during various Operation Vala Umgodi raids. Five men were arrested in Barberton on Tuesday when they were found in possession of illegal mining equipment and were also unable to produce any documentation. Then on Wednesday, again in Barberton, eight undocumented men were arrested after being found in possession with explosive and gold bearing material. Another 25 men and one woman were arrested in the Free State during intelligence led operations on Saturday for either not having any documents or being in possession of fraudulent documents. 'These arrests are a testament to the ongoing commitment to combatting illegal activities and ensuring the safety and security of our communities,' stated Free State police spokesperson Sergeant Mahlomola Kareli. Court halts auction of father's car amid paternity dispute

Image: File A father received a temporary lifeline during an urgent application when the court stopped his R300,000 car from being auctioned off over R21,000 outstanding maintenance debt. The man told the Limpopo High Court, sitting in Thohoyandou, that he is disputing that the child for which he has to pay maintenance, is in fact his. He reasoned that if his car is auctioned off to foot the bill for the outstanding maintenance towards a child which is not even his, he will suffer irreparable harm. The man and his wife are embroiled in divorce proceedings and the husband was ordered by a court to pay interim maintenance. As the husband is disputing his paternity to the child he stopped paying the interim maintenance as per the court order. He claimed that the maintenance order had been obtained fraudulently as his wife maintained that he is the father. He said there is a court application pending, where the issue of paternity will be addressed. He said a grave injustice will be done if the car is sold before the pending application. Following his non-payment, the Sheriff removed the vehicle of the First Respondent upon the instruction of his wife's attorney for purposes of selling it on a public auction. The husband submitted that he would suffer irreparable harm if the application was not heard on an urgent basis and the Sheriff were to proceed with the selling of his vehicle on a public auction, seeing that the amount to be repaid in terms of the warrant of execution is R21,000,00 whereas the value of the motor vehicle is approximately R300,000,00. The wife, on the other hand, said she and the applicant entered into a valid customary marriage and that he has accepted the child to be his. She argued that there is a maintenance order in place and he should thus pay-up. She said the court is the upper guardian of all children and therefore should protect the rights of the child. The court said everyone has the right to have any dispute that can be resolved by the application of law decided in a fair public hearing before a court. It noted the fact that the amount owing being a mere R21,000,00 and the value of his vehicle being about R300,000,00 and said should it be sold on a public auction his loss would be inordinate in relation to the amount owing. He would never be able to recover the loss if it is found that he is not the father and does not need to pay maintenance, the court said in granting him the interdict. It also noted that the child has the right to know who her biological father is. The interdict will thus remain in place until the finalisation of the maintenance and paternity battle. The Sheriff was in the meantime ordered to hand the vehicle back to the man. [email protected]
