on Thursday held a meeting with representatives of the Seb Utpadak Sangh, Sanyukt Kisan Manch, and Kisan Sabha, assuring them govt support in land-related issues.
The meeting comes after the state forest department had launched a drive to fell apple trees in orchards which the Himachal Pradesh high court had found were set up on encroached forest land. The drive was stopped only after the Supreme Court had on June 28 stayed the high court order directing the removal of fruit-bearing orchards from encroached forest lands.
On Thursday, the growers' organisations highlighted various challenges being faced by farmers and horticulturists across the state during the meeting.
The representatives urged that land in villages, recorded under individuals' names in revenue records, should not be treated as forest land. They added that the Supreme Court, in several judgments, directed proper demarcation before eviction is initiated, and only after completing the due process should eviction be undertaken.
The representatives also urged the state govt to actively defend pending cases in courts on behalf of farmers and orchardists.

The minister said that the govt is committed to protecting the interests of farmers and horticulturists, and appropriate decisions will be taken in their favour. He added that the additional chief secretary (forest and revenue) will soon hold a detailed meeting with representatives of these organisations to discuss each issue thoroughly.

28 Maharashtra sugar mills face action for non-payment of dues to farmers
The sugar commissionerate recently issued Revenue Recovery Code (RRC) against 28 sugar mills in Maharashtra for failing to clear their dues to cane farmers for the 2024-25 season. These mills now face the possibility of their sugar stocks being seized and auctioned to pay farmers their dues. A report from the sugar commissionerate shows that mills in the state had crushed 854.50 lakh tonnes of cane and were expected to pay Rs 31,587 crore as the Fair Remunerative Price (FRP) to farmers for cane purchased from them. Till July 15, Maharashtra reported 98.70 per cent of clearance of cane dues. A total of 135 mills have cleared 100 per cent of their FRP till date. Meanwhile, the Bombay High Court struck down the 2022 government resolution that allowed FRP to be paid in parts. FRP is linked with sugar recovery – which is the ratio between sugar produced and cane crushed – and the 2022 resolution had mandated that payment be done as per the recovery of the current season. This meant the first payment would be as per the base recovery, and once the season is over, the rest would be paid as per the final recovery percentage of the mill. This was a break from the past, where the mills paid the FRP as per the recovery of the last season, and most mills paid FRP in one instalment. Farmer leader Raju Shetti had moved the Bombay High Court against this move, and the high court had struck down the 2022 government resolution. The state government has moved the Supreme Court against this decision. Ex-Chhattisgarh CM Bhupesh Baghel moves Supreme Court to challenge ED, CBI powers, seeks anticipatory bail
RAIPUR: AICC General Secretary and former Chhattisgarh chief minister Bhupesh Baghel moved the Supreme Court , challenging the jurisdiction and powers of the CBI and ED, and seeking anticipatory bail in cases being probed by the ED, CBI, and the state Economic Offences Wing (EOW). The case is scheduled for a hearing on Monday. Baghel's plea follows the arrest of his son, Chaitanya Baghel, by the ED in connection with the alleged Rs 2,100 crore liquor scam. 'The move is primarily to challenge the powers of the ED and CBI, with the anticipatory bail petition filed alongside,' a close aide of the former chief minister told TOI. While seeking protection from arrest in the liquor scam and the Mahadev betting app cases, Baghel assured full cooperation with the investigating agencies. In his petition, he stated that he fears being targeted for political reasons, as in the case of his son Chaitanya Baghel, who was arrested by the ED last month. Meanwhile, Chaitanya, currently lodged in Raipur jail, also filed a bail petition in the Supreme Court. The ED is expected to seek an extension. The ED arrested Chaitanya on 18 July under Section 19 of the Prevention of Money Laundering Act. His arrest coincided with his 38th birthday and followed what the agency claimed was fresh evidence in the alleged scam. According to Rizvi, while the ED alleged that Chaitanya received an interest-free loan of Rs 5 crore from a jeweller, documents submitted in February 2025 show the loan was repaid with interest. The ED further claimed that proceeds from the liquor scam were invested in Chaitanya's real estate project. Earlier this year, the ED raided Bhupesh Baghel's residence in connection with the liquor scam. A month later, the CBI carried out searches at his home in relation to the Mahadev betting app case. Kerala govt, Governor set to begin talks for consensus on VC appointments
THIRUVANANTHAPURAM: With the Supreme Court directing both the state government and the chancellor (Governor) to kick-start the process to appoint permanent vice-chancellors (VCs) in universities at the earliest, both sides are set to begin discussions to arrive at a consensus on the matter. Higher Education Minister R Bindu and Law Minister P Rajeeve are scheduled to meet Governor Rajendra Arlekar on Sunday at the directions of CM Pinarayi Vijayan. 'The government will try its best to resolve the deadlock,' Bindu told TNIE. As per highly placed sources, the constitution of search committees for selection of permanent VCs in a few universities will be taken up as a preliminary step. Of the 14 state universities, the Acts of seven varsities lay down that the chancellor shall constitute the search committee. However, the Acts of seven other universities are silent on who is the authority to constitute the panel. 'The second category mostly includes varsities that are newly established or under departments such as agriculture, fisheries, veterinary and health,' said a top source. 'The chancellor will allow the government to form search panel in such varsities to start the process. However, the Raj Bhavan will insist that the search committee be constituted as per UGC regulations,' the source added. As per the UGC regulations, the three-member panel will have nominees of the UGC chairman, the chancellor and the university syndicate. 'If the government agrees to this proposal, it would be an admission that the University Amendment Bill, that aims to alter the composition of search committees in its favour, is now a closed chapter. But there is no other choice as the President has withheld assent to the Bill,' said a government source. The preliminary steps by both parties will serve as a chance for either sides to demonstrate their intent in appointing permanent VCs through consensus.
