HHRC disposes of over 3K cases in 6 months after reconstitution
According to Dr. Puneet Arora, protocol and information officer of HHRC, the commission prioritised timely disposal of both new and pending cases. At the time of reconstitution, 3,171 cases were pending. Between November 27 and May 31, HHRC received 1,438 new complaints, taking the total caseload to 4,609. Of these, 3,086 cases were disposed of, including 56 that had been pending for over two years.
According to HHRC officials, the cases resolved span a wide spectrum, but the majority pertain to complaints against police functioning. These are followed by grievances involving municipal bodies, the power department, and the Haryana Building and Other Construction Workers' Welfare Board. Other commonly addressed issues relate to the departments of health and education.
In the current financial year (2024–25), HHRC received 2,442 complaints. Gurugram had the highest number (320), followed by Faridabad (258), with significant numbers from Hisar, Karnal and Panchkula. Out of these, 836 cases were disposed of, while 1,606 are still under review. Dr. Arora said the data reflects increasing public trust in the Commission's functioning.
To be sure, the Haryana Human Rights Commission (HHRC) was reconstituted on November 27, 2024—14 months after it was rendered non-functional. The delay followed the completion of the previous commission's term in September 2023. The reappointment process was held up twice due to the enforcement of the Model Code of Conduct—first during the General Elections and later ahead of the State Assembly polls. The selection panel could reconvene only after the elections concluded, paving the way for the commission's reconstitution.
Justice Batra recently presented a paper on 'Rights of Women Prisoners' at a national human rights conference in Gaya, Bihar, organized by Bihar Institute of Public Administration & Rural Development (BIPARD). He outlined steps being taken in Haryana to improve prison conditions, such as separate housing for women, crèche facilities, free sanitary products, vocational training, video conferencing with families, legal aid, and support for pregnant and lactating inmates.
The Commission has also been inspecting old age homes and orphanages. During a visit to Tau Devi Lal Old Age Home in Gurugram, Justice Batra directed that eligible women residents be linked with government welfare schemes like Ayushman Bharat, Old Age Pension, and Disability Pension. At Swami Shraddhanand Orphanage in Karnal, he interacted with children and praised the institution's Vedic curriculum, calling for similar models elsewhere in the state.
To make grievance redressal more accessible, HHRC has started accepting complaints via email (hhrc-hry@nic.in) and is conducting bi-monthly Camp Courts in Gurugram for six southern districts, eliminating the need for complainants to travel to Chandigarh or Gurugram.

BJP's Jagannath Pradhan arrested in connection with assault on Odisha bureaucrat
Bharatiya Janata Party (BJP) leader Jagannath Pradhan on Wednesday surrendered before the Commissionerate Police in Bhubaneswar, three days after the assault on Bhubaneswar Municipal Corporation (BMC) Additional Commissioner Ratnakar Sahoo. Pradhan, named as the prime accused in the case, was subsequently a video of the assault had gone viral online. The video showed Sahoo being manhandled by a group of men, who were heard abusing him while assaulting him inside the BMC office premises. The officer was also grabbed by the collar of his shirt and dragged outside the building by unidentified who contested unsuccessfully for the Bhubaneswar (Central) Assembly constituency in the 2024 General Elections, was named in the FIR lodged by Sahoo. He then surrendered amid pressure from the Odisha Administrative Service (OAS) Association, which had demanded action in the case. Before surrendering, Pradhan addressed the media and denied involvement in the incident. "I have already condemned the attack. I reiterate that I had no role in the assault. This seems to be a politically motivated attempt to damage my reputation and target the State Government," he also expressed concern that the ongoing protests by the OAS Association could disrupt flood relief operations and upcoming festivals such as the Bahuda Yatra and Suna Besha. "If my arrest can help resolve the deadlock, I am willing to cooperate fully with the investigation," he reached the Bhubaneswar DCP office in the evening, accompanied by a group of supporters. Anticipating tensions, authorities stepped up security at the premises. Following his arrest, his supporters staged a dharna inside the DCP office and later blocked the road between Vani Vihar and Master Canteen as a mark of arrested BJP leader was taken to Capital Hospital for a routine medical check-up following his detention. Delhi government rolls back fuel ban on end-of-life vehicles after public outrage
The fuel ban on end-of-life vehicles has been revoked amidst massive public outrage over the new regulations (PTI) Check Offers The Delhi government has put a pause on the sale of fuel for end-of-life vehicles (ELVs) in the national capital. The government issued a mandate banning fuel sales to diesel vehicles over 10 years old, and petrol vehicles over 15 years old, from July 1, 2025, in a bid to curb air pollution. The Delhi transport department and traffic police have been impounding ELVs since the start of this month. Delhi Environment Minister Manjinder Singh Sirsa has written to the Commission for Air Quality Management (CAQM) to hold its directions mandating a ban on fuel sales to end-of-life vehicles (ELVs). "We are confident that the ongoing multi-pronged efforts of the Delhi Government will achieve substantial improvements in air quality," it added. Over 62 lakh overage vehicles affected by latest order Data suggests that over 62 lakh vehicles, including cars, two-wheelers, trucks, and vintage vehicles, were affected by the CAQM order. As per the new regulations, the end-of-life vehicles were to be identified by cameras set up across the 498 fuel stations in the national capital. These cameras were connected to the central database and would cross-verify number plates. The system would then alert the fuel operator about the ELV status, who would then deny fuel to the vehicle. "Because of the technological inconsistencies of this extremely complex system and lack of integration with neighbouring states, there is public discontent and outcry and in the said circumstances, it is not feasible to implement this system to end of life vehicles identified through ANPR cameras installed at Petrol pumps in Delhi," the minister said. Automatic Number Plate Recognition cameras not equipped to identify HSRPs The Delhi government now says that the Automatic Number Plate Recognition cameras used to identify ELVs, 'did not constitute a robust system," because the system can't yet identify the High Security Registration Plates (HSRP), which are mandatory on all cars in Delhi-NCR since April 2019. Furthermore, the minister in his letter listed several steps taken by the Delhi government to combat air pollution. This includes implementing a new pollution under control (PUC) certificate regime to ensure stricter compliance, specifically for out of state vehicles. The government is also planning to create a new system that will send an SMS to ELV owners two to three months ahead of the planned phase-out.
