
Japan's Kansai Airport sinking due to subsidence issues
Kansai International Airport in Japan has been recognised as the world's best airport for luggage handling in 2024, maintaining a flawless record of no lost luggage for more than a decade.
It has also won international accolades for its architectural design, efficiency and staff. However, this acclaimed airport is now 'sinking'.
Built on an artificial island in Osaka Bay, Kansai International Airport is one of Japan's largest construction and engineering projects.
The airport consists of two islands, with one covering 1,290ha and the other spanning 2,668ha.
It was constructed to alleviate congestion at the nearby Osaka International Airport and opened its doors on Sept 4, 1994.
Since then, the airport has increasingly served both domestic and international flights, becoming a vital aviation hub.
In 2024, approximately 30.6 million passengers passed through its terminals, travelling to 91 cities across 25 countries.
While these figures are impressive, it is hard to ignore the fact that the airport has sunk deeper into the soft clay beneath Osaka Bay than engineers had initially predicted and continuing to sink every year.
Several factors contribute to the gradual sinking of the airport.
These include the weight of the land and infrastructure, as well as the method used to construct the island by dredging millions of tonnes of earth and stone and dumping it onto the seabed.
This process did not allow the soft sediment to compact sufficiently before construction began, making the island prone to settling over time.
A further major cause is the loose clay and sediment layer beneath the airport, which sinks under weight. As a result, the airport has been subsiding faster than engineers originally calculated.
According to a report from Kansai Airport's service provider, the surface level of the airport's first island is now 3.84m lower than when it opened in 1994.
Since the commencement of landfill construction, the airport has experienced an average subsidence of 13.66m.
The latest data released in December 2024 indicated that the average subsidence measured at 17 points on the artificial island was only 6cm.
However, the situation on the second island is slightly worse, with the ground surface having sunk by 17.47m since construction began. The average subsidence across 54 measurement points on this island in 2024 was 21cm.
These islands were built on a 20m thick layer of clay and sediment that functions like a sponge.
Despite the installation of 2.2 million vertical drainage pipes to solidify the clay and limit shrinkage, the weight of the landfill, including more than 200 million cubic m of debris, has caused the clay to compress more than anticipated.
To address this issue, a seawall costing more than US$150 million (S$193 million) was constructed around the islands.
Nonetheless, engineers still predict that, in the next 30 years, parts of the airport may fall below sea level.
In September 2018, Typhoon Jebi, the most powerful typhoon to strike Japan in 25 years, caused US$13 billion in damage and claimed 21 lives across the Pacific.
The typhoon led to the temporary closure of Kansai Airport due to flooding.
This event highlighted significant design flaws, as critical infrastructure, including the disaster response centre and power stations essential for supplying electricity to the facilities, were located underground and completely flooded.
About 5,000 people were stranded at the airport without power for more than 24 hours.
According to a statement on the service provider's website, the airport's subsidence rate is currently decreasing, and efforts are being made to monitor the airport's foundations while collecting data on the subsidence.
Academic experts have also been consulted for advice.
Emeritus Professor Hiro Ishikawa from Urban Planning and Policy at Meiji University, said the subsidence of the island remains at an acceptable level and is considered a valuable learning experience for similar man-made island projects.
Prof Ishikawa told This Week in Asia: 'When we needed to build a second airport for Osaka, we had to decide to build offshore because there were few viable options. Land space on the mainland was very limited for large construction projects, and residents in nearby areas might be affected by noise and night flights.'
Kansai Airport has provided valuable lessons for the development of other airports, including Chubu Centrair International Airport, which was also built on an artificial island off the coast of Nagoya.
Chubu Centrair, which opened in 2005 and is smaller than Kansai, covering only around 1,189ha, was ranked the best regional airport in the world for the 11th consecutive year in 2024 by the Skytrax industry organisation. It has reported fewer subsidence issues compared with Kansai.
Prof Ishikawa explained the engineering principles behind Kansai Airport: 'We knew from the start that the airport would subside, and we considered the various impacts in the design. However, there were still mistakes, such as placing emergency facilities in underground areas prone to flooding.'
Currently, the airport's subsidence rate is less than 10cm per year, but the situation is gradually improving and manageable. Subsidence in urban areas is not a new phenomenon and occurs worldwide, such as in Venice and Manhattan, due to the weight of buildings.
At present, the airport is undertaking a major US$609 million renovation project aimed at upgrading facilities and increasing operational capacity, despite the ongoing challenge of sinking deeper into Osaka Bay. - The Nation/ANN

Inside the airline seat industry crisis that's delaying jet deliveries.
Tucked beneath the armrest of a luxury business class seat in a factory in Wales lies a clue to a global aviation bottleneck that has left many airlines waiting impatiently for new jets. Before the armrest can support the pampered elbow of a premium passenger, a complex manufacturing jigsaw with as many as 3,000 parts from 50 suppliers in 15 countries needs to be meticulously assembled to produce the luxury seat. As air travel grows, this niche but critical part of the aerospace industry is at the centre of efforts to clear a logjam that has contributed to billions of dollars of aircraft delays for industry giants Airbus and Boeing, and higher fares for passengers. 'If you look at this, all you would see is a top-level arm cap and think that's very nice,' said Dafydd Davies, industrial vice president at Safran Seats, during a visit to the company's factory in Cwmbran, Wales. 'If you look below, there is a lot more to the mechanical assembly.' How things work Coupled with bottlenecks in certification, growing airline demand for bespoke features has made it hard for a fragmented seat industry – only now getting back on its feet after the Covid-19 pandemic – to achieve economies of scale and boost output. 'There has been a perfect storm of what would otherwise not be industry-stopping problems,' said aircraft interiors expert John Walton, founder of specialist publication The Up Front . 'It's still very much a cottage industry.' Airbus warned airlines in May that delivery delays could persist for another three years as it works through a backlog of supply problems, which it blames chiefly on engines and seats. Airlines will need more than eight million seats in the next decade, according to a study by Tronos Aviation Consultancy and AeroDynamic Advisory. It's a business worth US$52bil (RM221.25bil) over 10 years. The cabin of a long-haul jet contains some of the world's prime revenue-generating real estate, which is why airlines are prepared to pay US$80,000 to US$100,000 (RM340,400 to RM425,500) for a single business-class seat and an astonishing US$1mil (RM4.24mil) for a first-class suite, insiders say. 'There are only a few truly differentiated things you can do onboard as an airline: the crew, the seat, the catering. Not so much the aircraft. So that's where we're going in the premium classes,' said Lufthansa group chief executive Carsten Spohr. At the Aircraft Interiors Expo every April in Hamburg, Germany, honours are handed out for inventions such as 'smart' lavatories, seats and even bins. Entrance to the expo is strictly by invitation and showrooms are protected by security worthy of a jewellery store. Inside, each is an Aladdin's cave of fast connectivity, eco-friendly materials and recently launched comforts such as headrests with built-in audio. The most advanced innovations are even further out of sight. 'It's a secretive world. Sometimes they have the little back rooms where they've got a seat or product they haven't publicly talked about,' said Steven Greenway, CEO of Saudi carrier Flyadeal. But behind the curtain is an industry struggling to graduate from a craftsman-like approach and small production runs to industrial scale – despite waves of consolidation which have whittled the sector down to two main rivals in premium seats: France's Safran and RTX unit Collins Aerospace. Then comes Germany's Recaro Aircraft Seating, which dominates economy seating but has struggled to break into premium, and rivals including China-owned Thompson Aero Seating and ventures backed by Airbus and Boeing: Stelia and Elevate. 'They compete on innovation, yes, but when they produce, it's not as reliable as the car industry,' said Spohr. Longer ranges for smaller planes have also triggered a scramble to adapt premium seat designs to tighter spaces. Even the tapered shape of a fuselage and differences between left and right mean few luxury seats are exactly the same. Added to that are tough certification requirements designed to protect head impact, and a dearth of certification engineers. Seats typically last about seven years whereas planes themselves fly for 20-25 years, so even when jets are finally delivered, the need for new seats soon comes around again. 'It's been a problem for 20 years. It's not just a recent issue. But I think it's got worse,' said Willie Walsh, director general of the International Air Transport Association and former head of British Airways. Industry reboot Failing to put the industry on a more solid footing could crimp the growth plans of airlines or force carriers to fly older planes for longer, and focus more on refurbishments. Now, some seat makers are trying to simplify production as they rebuild fragile global supply chains. Safran is one. Its seats unit finally broke even in the fourth quarter of 2024 after being battered, like many of its rivals, by the slump in demand during the pandemic. 'We've almost had to restart this industry. We've had to ramp back up again. We lost some longevity in talent because they decided to do something else,' said Safran Seats chief executive Victoria Foy. 'The fact that we got 2.5 times more out the door in 2024 than the year before demonstrates we can ramp up,' she said in an interview. On the factory floor, chips, screens and motors are pieced together in individual bays rather than on a moving production line since few luxury seats are the same. A walled-off workshop for first-class seats guarantees even more individual attention. 'We are managing a similar level of requirements to that of a landing gear or an engine,' Foy said. Under pressure to avoid those spiralling out of control, Safran and others are now rethinking the way they build seats to marry the customised flourishes required by many airlines with the cookie-cutter approach needed for efficient assembly. Instead of developing each seat from scratch, manufacturers are looking to re-use underlying designs. Using a limited set of underlying designs allows seat companies to do the basic engineering and certification earlier on, avoiding the risk of delays later in the process. But it's not just about improving the factory floor. Air travel is changing, said Stan Kottke, president of interiors at Collins Aerospace. In the Middle East, more families fly in business class. In the United States, retirees want to travel in an ergonomic seat. Millennials are investing in high-end travel experiences. They all want something different from the typical business nomad and airlines may even have to cater to different users at different times of day, Kottke said. 'You can build a platform that is deliberately designed for differentiation in a bunch of different directions,' he added. Strained relationships The disciplined approach is reshaping negotiations with airlines, where the CEO is often personally involved in the finer points of cabin design. In a change of tone, suppliers are increasingly turning away business rather than chasing every deal. In tenders, the reply 'no bid' has become common, as seat suppliers avoid piling up financial risk. The industrial blockage has strained the delicate three-way relationship between planemakers, suppliers and carriers. Airlines often buy seats directly from suppliers such as Safran, Collins or Recaro but get Airbus or Boeing to fit them. Reportedly, Airbus is exploring ways of charging seat firms penalties for delays that hold up deliveries of jets from its factories. None of the companies commented on contractual matters. Planemakers must also walk a tightrope between marketing the flexibility of their cabins while nudging airlines towards accepting greater standardisation to alleviate supply problems. Airbus has said it is acting to reduce risks to its own ramp-up plans from the 'divergent complexity' of bespoke interiors, while Boeing has said the resulting bottlenecks in certification will be a challenge for the rest of this year. The two giants have a powerful ally in the leasing industry. 'My advice to all airline CEOs would be ... stop inventing more seats. I know every airline CEO wants to design their own business class seat – don't do it,' said Aengus Kelly, chief executive of the world's largest aircraft lessor AerCap. 'Take one that is certified, that's a very good product, and you'll get your airplane in the air faster.' Airlines aren't willing to give up one of their biggest branding weapons just yet. One of the latest carriers to unveil plush seating, Riyadh Air, ruled out any retreat from customisation. Unregulated construction of hotels and guest houses in Gilgit-Baltistan – which boasts around 13,000 glaciers, more than any other country on earth outside the polar regions – has sparked major concerns about environmental degradation. The natural beauty of the region has made it a top tourist destination, with towering peaks looming over the Old Silk Road, and a highway transporting tourists between cherry orchards, glaciers and ice-blue lakes. However, construction has surged in recent years, led by companies from outside the region, straining water and power resources, and increasing waste. 'If we let them construct hotels at such pace, there will be a forest of concrete,' Khadim Hussain, a senior official at the Gilgit-Baltistan Environmental Protection Authority, told AFP news agency on Friday (July 18). 'People don't visit here to see concrete; people come here to enjoy natural beauty,' he added. In June, a foreign tourist posted a video on Instagram – which quickly went viral – alleging wastewater was being discharged by a hotel into Lake Attabad, which serves as a freshwater source for Hunza. The next day, the authorities fined the hotel more than US$5,000 (S$6,400). Asif Sakhi, a political activist and resident of the Hunza Valley, welcomed the ban. 'We have noticed rapid changes in the name of tourism and development,' he said, adding that hotel construction was 'destroying our natural lakes and rivers'. Tourists told to stop shoving coins into rocks at Giant's Causeway
Rust marks left by coins placed in the cracks of the stones at the Giant's Causeway, near Bushmills in Northern Ireland. — AFP Northern Ireland's Giant's Causeway draws close to one million visitors a year but their habit of wedging tiny coins in cracks between the rocks – to bring love or luck – is damaging the world-famous wonder. Now authorities are urging tourists to keep their coins in their pockets to preserve the spectacular landscape. Some 40,000 columns mark the causeway, Northern Ireland's first Unesco World Heritage Site. Geologists say the natural phenomenon was created by an outpouring of basalt lava 60 million years ago. Legend has it that the causeway was formed by Irish giant Finn McCool. In recent decades, visitors have pushed thousands of coins into fissures in the rocks. The gesture is "a token of love or luck", according to Cliff Henry, the causeway's nature engagement officer. But the coins rapidly corrode and expand, causing the basalt to flake and leaving "unsightly" rust-coloured streaks, Henry said. He pointed to streaks on a rock and gingerly prised out a US cent with a set of keys. "We get a lot of euros and dollar cents. But coins from literally all over the world – any currency you can think of, pretty much – we have had it here," he said. Giant's Causeway is Northern Ireland's first Unesco World Heritage Site. — AFP A report by the British Geological Survey in 2021 revealed that the coins were "doing some serious damage" and something had to be done about it, he noted. Signs are now in place around the site appealing to tourists to "leave no trace". "Once some visitors see other people have done it, they feel that they need to add to it," said causeway tour guide Joan Kennedy. She and her colleagues now gently but firmly tell tourists to desist. At the exit from the causeway, a US couple said they were "distressed" to hear of the damage the metal caused. "Our guide mentioned as we came up that people had been putting coins into the stones. It's really terrible to hear that," said Robert Lewis, a 75-year-old from Florida. "It's kind of like damaging any kind of nature when you are doing something like that, putting something foreign into nature. It's not good," said his wife, Geri, 70. As part of a £30,000 (170,970) conservation project, stone masons recently removed as many coins as they could – without causing further damage – from 10 test sites around the causeway. Henry said the trial was successful and is to be expanded across the causeway.
