A heated exchange escalated into physical violence, prompting police intervention. Registrar Sunil Kumar was later removed by the vice-chancellor after staff accused him of siding with APS.

He alleged that APS units, which claim to be the university's sponsoring body, want complete control, including the right to appoint the chancellor and vice-chancellor, as allowed under the UGC's 2019 regulations. However, staff want the university to adopt the UGC's 2023 regulations, which limit such powers.
Staff leaders also questioned APS's credibility, pointing out that the sponsoring body failed to meet eight conditions set by the ministry of education, one of which was to deposit a Rs 10 crore corpus fund for adopting the 2019 rules. 'How can they be trusted to pay annual salaries of over Rs 84 crore if they can't deposit Rs 10 crore?' employees asked. They alleged that Arya and Vidyalankar's visit was aimed at diverting university funds to meet this requirement.

Bills go viral: 168 labourers, 65 masons for 4-litre paint job in Madhya Pradesh school; probe ordered
BHOPAL: After bills showing 168 labourers and 65 masons were deployed against the use of 4 litres of paint at a school, and 275 workers and 150 masons were deployed against 20 litres of paint at another school in Shahdol district went viral on social media, the minister of the school education department ordered a probe into the incident. Minister of School Education Rao Uday Pratap Singh instructed the principal secretary of school education and the commissioner of public instructions to conduct a probe. Meanwhile, the district collector of Shahdol also ordered a probe and appointed SDM Beohari Narendra Singh Dhurvey to conduct it. The bills that went viral were from government schools in Sakandi and Nipaniya villages under Beohari tehsil of the district. The bills revealed that Rs 1.07 lakh was allegedly withdrawn to apply just four litres of oil paint in a school in Sakandi, and Rs 2.3 lakh for 20 litres at another in Nipaniya village. "A probe has been ordered, and notice has also been issued to the district education officer as well as the principal of the schools. We also got the probe report of one school at Sakandi village. Reply to the notices will be received by evening. Even if the construction and repair work is still ongoing, payments for materials could be withdrawn, but payment for workers could only be withdrawn after the work is complete," district collector Shahdol, Kedar Singh, told TOI.

Jane Street probe: Sebi chief Tuhin Kanta Pandey rules out weekly expiry ban, signals tighter derivatives watch
Securities and Exchange Board of India (Sebi) will continue tightening surveillance of the derivatives market but is not considering curbing weekly index expiries at this stage, Chairman Tuhin Kanta Pandey said on Monday, after the regulator last week barred U.S.-based quant firm Jane Street from local markets for alleged manipulation of index levels. ADVERTISEMENT Pandey said, "Sebi is focused on retail investor protection" and surveillance is tightened on both Sebi & exchange level, adding that the regulator was "working toward upgrading its surveillance tools," according to agencies. The Sebi chief's remarks come in the wake of a sweeping interim order by Sebi issued on Friday, which accused Jane Street and its affiliates of deploying 'intra-day index manipulation' strategies to distort Nifty and Bank Nifty levels, misleading retail traders and booking gains worth Rs 4,840 crore. While that action has triggered speculation about possible curbs on expiry-day trading in India's hyperactive index options market, Pandey clarified there was no move to scrap weekly expiries as of now. 'Sebi has no intention to curb weekly index expiry as of now,' he Sebi may still revisit the structure of expiries. "Action already taken on weekly expiry... and further decisions (will follow) after analysing fresh data,' Pandey said. He added that the regulator 'may analyse weekly vs monthly expiry losses in detail.'Sebi barred the U.S.-based quant trading firm Jane Street and four affiliates from accessing Indian markets on July 3 and ordered the impounding of Rs 4,840 crore in alleged unlawful gains. 'Jane Street issue was a surveillance problem,' he said, hinting that better early-warning systems could have prevented the extent of market distortion observed on expiry days. ADVERTISEMENT Sebi has faced mounting pressure to overhaul its oversight of India's derivatives market, where it says 93% of retail traders incur losses. The case against Jane Street, one of the most active global trading firms in India, has become a flashpoint in that the July 3 order, Sebi accused the firm of engineering price moves in over 40 Nifty 50 and Bank Nifty constituent stocks on expiry days, pushing up the index in the morning through aggressive cash and futures buying, then reversing those trades while holding large bearish options positions. This dual strategy allegedly earned the firm Rs 735 crore on a single day — January 17, 2024. ADVERTISEMENT Sebi's order names four Jane Street entities — JSI Investments Pvt Ltd, JSI2 Investments Pvt Ltd, Jane Street Singapore Pte Ltd, and Jane Street Asia Trading Ltd — which are now banned from buying, selling, or dealing in securities, directly or indirectly. Banks have been directed to freeze all debit transactions from the group's regulator said Jane Street earned Rs 36,502 crore in total profits between January 2023 and March 2025, of which Rs 43,289 crore came from index options. These were partly offset by Rs 7,687 crore in losses across cash and futures trades. ADVERTISEMENT Asked whether Sebi is probing similar conduct by other high-frequency trading (HFT) or proprietary firms, Pandey played down concerns of wider malpractice. 'On probing HFTs: Don't think many other companies involved,' he said. Karnataka proposes to amend child marriage law, extend punishment for even engagement
The Karnataka government plans to amend the Prohibition of Child Marriage Act to criminalise not only child marriages but also attempts and preparations for child engagements. A draft of the Prohibition of Child Marriage (Karnataka Amendment) Bill, 2025, proposes to insert new sections into the existing Act. 'Punishment for attempt and preparation to make child marriage or attempt and preparation to make engagement of a child,' reads Section 9A in the draft Bill. As per the Prohibition of Child Marriage Act, 2006, enacted by Parliament, the maximum imprisonment of two years and a fine of Rs 1 lakh are only applicable in cases of child marriage. The proposed Karnataka amendment extends the same provisions to child engagements, too. 'Whoever, make(s) an attempt and preparation to make child marriage, or attempt and preparation to make engagement of a child shall be punishable with rigorous imprisonment which may extend to two years or with fine which may extend to one lakh rupees or both,' the draft Bill says. While section 10 of the existing Act relates to 'punishment for solemnising a child marriage', the amendments propose to change it to 'punishment for preparation and solemnising a child marriage'. The draft Bill was based on the directions issued during a meeting of Chief Minister Siddaramaiah with deputy commissioners and chief executive officers of all districts on May 31. Noting the recurrence of child marriages in Karnataka, as around 700 cases were reported last year, more stringent regulations were proposed during the meeting, according to sources. Other changes include the insertion of section 12A in the parent law, which will render the engagement of a minor child null and void. Section 13(A), another proposed amendment, empowers courts to 'issue injunction prohibiting child engagement' to 'any person including a member of an organisation or an association of persons prohibiting such engagement'. The Bill is expected to be taken up in the upcoming Monsoon Session of the Karnataka legislature.
