Uttarakhand panchayat elections to be held in two phases from July 24
Dehradun (Uttarakhand) [India], June 28 (ANI): The State Election Commission in Uttarakhand on Saturday issued a notification regarding the conduct of panchayat elections in 12 districts of the state, except Haridwar.
The notification signed by Sushil Kumar, Uttarakhand State Election Commissioner, comes after the Nainital High Court on Friday permitted the continuation of the panchayat election process, lifting its earlier stay order issued on June 23.
According to the notification, the three-tier panchayat elections will be held in two phases in the state.
Voting under the first phase will take place on July 24, and voting under the second phase will take place on July 28. The counting of votes will be done on July 31.
The dates for filing nomination papers for the panchayat elections are set from July 2 to July 5. The scrutiny of the nomination papers will be carried out from July 7 to July 9. The dates for withdrawing nominations are set from July 10 to July 11.
'Therefore, exercising the powers conferred in Article 243-K of the 'Constitution of India', I, Sushil Kumar, State Election Commissioner, Uttarakhand, hereby direct that the elections of members of all the Gram Panchayats, Pradhans of Gram Panchayats, members of Area Panchayats and members of District Panchayats of 12 (twelve) districts of Uttarakhand State (except District Haridwar) will be conducted...' the notification read.
On Friday, after hearing the reservation roster and other documents presented by the government in the Nainital High Court, the division bench of Chief Justice G. Narendra and Justice Alok Mehra agreed to proceed with the process of panchayat elections.
It must be noted that after the announcement of panchayat elections on June 21, on June 23, the High Court gave a big blow by staying the elections and seeking answers from the government on many points, including reservation.
However, an important hearing was held in the Uttarakhand High Court on Friday regarding the much-awaited three-tier panchayat elections in Uttarakhand. While hearing the petitions filed by the petitioners, the court has given interim relief to the state government and allowed it to conduct the panchayat elections.
During the hearing, the advocates on behalf of the state government informed the court that full preparations have been made for the panchayat elections and the legal process has been followed. At the same time, the petitioners raised some technical and constitutional issues.
After hearing the arguments of both parties, the court refused to stay the elections for the time being and clarified that the election process can move forward. (ANI)

Emergency response centres to be setup in all Panchyats of Himachal Pradesh
Shimla, June 28 (UNI) To ensure effective response in the event of natural disasters to save the human lives and properties, the Himachal Pradesh government today decided to set up Panchayat Emergency Response Centre in each 3,645 panchayats of the state. The decision was taken in a Cabinet meeting held under the chairmanship of Chief Minister Thakur Sukhvinder Singh Sukhu, here. It approved the decision to shift the office of the Himachal Pradesh Tourism Development Corporation from Shimla to Dharamshala. This move aligns with the declaration of Kangra as the Tourism Capital of the state and aims to help decongest Shimla city. The Cabinet also approved the signing of a memorandum of understanding (MoU) between HIMURJA and selected Gram Panchayats for the installation of 500 KW solar power plants in 100 panchayats under the Green Panchayat Scheme. Each project is expected to generate revenue of approximately Rs 25 lakh per month. Under which, 30 percent of the earnings will go to HIMURJA, 20 percent to the State Government, and 40 percent to the respective Gram Panchayats. An additional 10 percent share will be allocated to Gram Panchayats specifically for the welfare of orphans and widows. To encourage self-employment and reduce dependence on conventional energy sources, the state Cabinet has approved the provision of interest subsidies for the establishment of solar power projects. Under this initiative, a five percent interest subsidy will be provided for solar projects ranging from 100 KW to 1 MW in tribal areas, while a four percent subsidy will be extended for projects with capacities between 250 KW and 2 MW in non-tribal regions. The Cabinet also decided to introduce a Milk Incentive Scheme for farmers supplying milk to eligible non-government dairy cooperative societies, under which a subsidy of Rs three per litre will be provided to milk producers through Direct Benefit Transfer (DBT) mode. The state Cabinet also approved the reclassification of pay matrix Level-11 posts from Group-B to Group-C. With this decision, only bonafide Himachali candidates will be eligible to apply for these reclassified Group-C posts. Earlier, these Level-11 posts were categorized under Group-B, and the recruitment was conducted by the Himachal Pradesh Public Service Commission, which allowed applicants from across the country. Post-reclassification, the recruitment process will be handled by the Himachal Pradesh Rajya Chayan Aayog, in accordance with the procedures applicable to Group-C positions. It also approved to enhance the honorarium of multi-task workers of the Public Works Department from Rs 5,000 to Rs 5,500 per month, benefitting around 5,000 workers. Gujarat HC issues contempt notice to Junagadh Municipal Corporation officers
Stating that the officers of the Junagadh Municipal Corporation had 'prima facie acted in defiance' of the directions of the Supreme Court as well as a subsequent policy of the state government in demolishing a 300-year-old Dargah, the Gujarat High Court on Friday issued a contempt notice to the then Municipal Commissioner Om Prakash and Senior Town Planner Vivek Kiran Parekh. The court was hearing an application moved by the Trustee of the Jok Alisha Dargah, a registered (Waqf) trust, under the Contempt of Courts Act, 1971, for 'non-compliance and disobedience' of a 2018 order of the apex court. A Division Bench of Justice A S Supehia and Justice R T Vachhani, in an oral order on Friday, issued the notice based on the 2018 order to remit cases of 'existing unauthorized construction of the religious nature' to the respective High Courts. The petition, filed in May this year, challenged the midnight demolition of the 300-year old dargah on April 17 by the Junagadh civic body, following multiple notices issued by the Senior Town Planner, contending that the civic body 'did not consider' the reliance on the SC order as well as the fact of a pending civil petition before the High Court in the matter. Stating that the dargah was registered as Jok Alisha Dargah Trust on April 8, 1964, the petition states, 'The Jok Alisha Dargah has been situated at Gandhi Chowk in Junagadh since before India's independence and is about 300 years old. The Muslim community and other devotees have regularly performed religious rites and observances at the Dargah. Further, annual Urs celebrations have also been held with prior permissions, including the use of loudspeakers.' The petition relied on the order by the Supreme Court, which ruled that the High Courts concerned must supervise the implementation of the interim orders of the apex court in matters of regularization of the existing religious structures on public places, which had been under deliberation before the Supreme Court since 2006. The Gujarat HC order on Friday stated, 'It appears that the Supreme Court, initially passed an order on September 29, 2009, directing that by an interim measure, no unauthorized construction shall be carried out or permitted in the name of Temple, Church, Mosque or Gurudwara etc., on public streets, public parks or other public places. Further directions were issued that the unauthorized construction of the religious nature, which had already taken place (prior to the order), the State Governments and the Union Territories shall review the same on a case-to-case basis and take appropriate steps as expeditiously as possible…' The 2018 order of the top court also stated that 'the interim orders wherever passed, shall continue, until the matters are considered by the High Court'. The Gujarat HC order also referred to a state government policy dated April 19, 2024 that stipulates the constitution of committees by the Municipal Commissioner and District Collectors, as well as the appointment of Nodal Officers. The policy empowers the committee to prescribe various steps, such as the removal, relocation, and regularisation of unauthorised constructions. The court order noted that the Senior Town Planner of the Junagadh civic body issued a notice on January 31 this year to the petitioner for removing the alleged unauthorised dargah and called upon the petitioner for submission of necessary documents pertaining to the ownership within three days. The petitioner replied and complied, by submitting documents on February 3, 2025, also 'pointing out the directions issued by the Supreme Court along with the relevant documents about the ownership and the local authorities… referencing also to the proceedings pending before this Court (in a 2006 Special Civil Application)…' The court further noted that the Senior Town Planner issued a 'last notice' on April 9, 2025, calling upon the applicant to remove the disputed structure within five days. While the petitioner replied on April 15 this year reiterating the request and pointing out that the dargah had been there for the last 300 years, on April 17, the respondents demolished it. The court order stated, 'Prima facie, at this stage, we are of the opinion that the respondents have acted in defiance of the directions of the Supreme Court and the Policy dated April 19, 2024. Since liberty is reserved in favour of the respective High Courts to proceed in Contempt if any of the directions issued by the Supreme Court are violated, we deem appropriate to call upon the respondents… Issue notice (to the two respondents), making it returnable on July 28.' Earlier in June, Prakash was transferred and appointed as the District Collector of Rajkot while Tejas Parmar took over as the Municipal Commissioner of the Municipal Corporation.

"Bharat bahut bhavya dikhta hai... our nation is moving forward at very great pace": Group Captain Shukla tells PM Modi from International Space Station
New Delhi [India] June 28 (ANI): Group Captain Shubhanshu Shukla, the first Indian astronaut to visit the International Space Station (ISS), has said that India looks 'very big and grand' from Space. 'Jab pehli baar Bharat ko dekha, Bharat sach mein bohat bhavya dikta hain, jitna ham map pe dekhten hain, usse kahin jyada bada (When we saw India for the first time, we saw that India looks very grand, very big, much bigger than what we see on the map),' Group Captain Shukla said during his interaction with Prime Minister Narendra Modi. '.A short while ago, when I was looking out of the window, we were flying over Hawaii. We see sunrise and sunset 16 times a day from the nation is moving forward at a very great pace,' he added. Speaking aboard the ISS, Group Captain Shukla also said that it looks from space that no borders exist on Earth. 'The first view was of the Earth and after seeing the Earth from outside, the first thought and the first thing that came to mind was that the Earth looks completely one, no border is visible from outside. When we see the Earth from outside, it seems that no border exists, no state exists, no countries exist. We all are part of humanity, and the Earth is our one home, and all of us are in it,' he said. Group Captain Shukla, who is the second Indian to reach Space, said he feels very proud as India has reached the International Space Station and it is a collective achievement of the country. He said he is feeling very emotional and happy after conversation with PM Modi. He urged youth to work hard, never stop trying and said 'the sky is never the limit'. 'I am feeling very emotional and happy after having a conversation with you and 140 crore Indians. I feel very proud as India has reached the International Space Station...I have learnt a lot in the entire journey. This is a collective achievement of the whole nation...I want to send a message to the younger generation that if you work hard, the future of the nation will be good. The sky is never the limit,' Group Captain Shukla said. 'The message I would like to give our young generation is that India has seen very bold and high dreams and to fulfil those dreams, we need all of you. There is no single way to success, but one thing that is common in every path is that you should never stop trying. If you adopt this basic mantra, then success may come today or tomorrow, but it will definitely come,' he added. With India's first human Space mission 'Gaganyaan' programme having entered its final phase, Shubhanshu Shukla said he is absorbing all the lessons and experience like a sponge. 'I am confident that these lessons will be highly valuable for us and that we will apply them effectively in the coming missions,' he said, with the Tricolour prominently placed in the ISS. 'India is progressing at a swift will have its stations in plays a significant role in maintaining calmness, as there are many stressful situations during training and launch. Mindfulness and meditation help a lot in making good decisions,' he added. PM Modi said that after the success of Chandrayaan, the youth of the country have developed a new interest towards science. 'There is a new enthusiasm to explore space... Today, children not only look at the sky, but they think they can reach it. This spirit is the base of our future space missions... We have to take Mission Gaganyan forward, we have to make our own space station, and we have to ensure that an Indian astronaut lands on the Moon,' PM Modi said. Group Captain Shukla said Indian scientists have prepared seven unique experiments for the mission. 'I can say with great pride that for the first time Indian scientists have prepared seven unique experiments which I have brought here to the station. The first experiment, which is scheduled today, is on stem experiment focuses on how we can prevent or delay muscle loss in space by taking a specific supplement. We will also see if these supplements can be beneficial for older people on Earth as well,' he said. PM Modi asked him about the conditions in space and how he is adapting to it., 'Everything is different here. We trained for a year and I learnt about different after coming here, everything even small things are different because there is no gravity in here is a big takes some time to get used to this environment,' Group Captain Shukla said. PM Modi congratulated Group Captain Shubhanshu Shukla for hoisting the Tricolour in space and said while 'you are away from our motherland, you are the closest to the hearts of Indians'. 'Today, you are away from our motherland, but you are the closest to the hearts of naam mein bhi shubh hai aur aapki yatra naye yug ka shubharambh bhi hai,' PM Modi said. 'At this time only the two of us are talking, but the feelings of 140 crore Indians are also with me. My voice contains the enthusiasm and excitement of all Indians. I extend my heartiest congratulations and best wishes to you for hoisting our flag in Space. Is everything fine there? Are you well?' he asked. During the interaction, PM Modi asked Group Captain Shukla if he had 'Gajar ka halwa' he took along. Group Captain Shukla said that astronauts from other countries on ISS joined him for enjoying rich Indian culinary. 'Yes, I bought gajar ka halwa, moong dal ka halwa and aam ras. I wanted everyone who has joined me from other countries to enjoy the rich Indian culinary. All of us had it together and everyone liked it,' he said.
