That's the trains for you. Have a squint at the government publicity for its new transport quango and there's some Union Jack-flagged graphic, saying: 'Great British Railways — coming soon'. Only soon? What's the problem this time? Signal failure? Leaves on the line? The wrong kind of snow?
None of them, apparently. Just the time it takes to pass into law the Railways Bill. It will, the government says, create a 'single 'directing mind' bringing track and train together', with GBR running a largely state-owned passenger railway, even if the rolling stock and freight companies will stay private. Already ministers are taking back control of what once were 14 private passenger franchises, most recently South Western and C2C, when their contracts expire.
Listen to Heidi Alexander's transport department and GBR will end 'decades of fragmentation and private profiteering'. Yet, you shouldn't really need a new report from Tony Lodge at the Centre for Policy Studies to spot that GBR — a product of Labour's state-knows-best mentality — risks 'morphing into the ghost of British Rail'. Or that it seems a 'solution looking for a problem': one prioritising rail nationalisation above 'efficient operation'. Ministers' antipathy to private 'open access' operators, running without government contracts or subsidy — Hull Trains, Lumo and Grand Central, say, on the east coast line — tells you that.

Sure, privatisation had its faults, the most glaring the separation of train and track. And some of the passenger growth would have happened anyway. Yet, as Lodge points out, in the two decades up to the pandemic, passenger journeys rose by 107 per cent, services were up by 32 per cent and the private sector invested £14 billion in new trains.
Of course, some private outfits failed. A former Labour government shunted Railtrack into the buffers, aghast at its £7 billion of debts, even if its state-owned successor, Network Rail, now has a net £61 billion. Then, there was a trio of financial derailments on the East Coast line: GNER, National Express and Virgin Trains. Yet, franchising largely worked until ministers started to micro-manage it, while also requiring train operators bidding for contracts to forecast the economy 15 years out: a feat patently beyond the Treasury, the Bank of England or the Office for Budget Responsibility.
Whether in public or private hands, three problems stand out: the railways need too much subsidy, given they account for just 2 per cent of passenger journeys; capacity is not being used efficiently enough; and ticketing is a mess, with many fares too pricey. All are interrelated. But there's nothing yet from Alexander or GBR to address them.
The operational railway needed £12.5 billion of taxpayer subsidy in the year to March 2024 (the latest figures): up by £4.6 billion versus the year to March 2020. A key reason? That even if passenger numbers are nearly back to pre-pandemic levels, working from home has killed season ticket sales — 13 per cent of journeys in the year to March 2025 versus 34 per cent pre-Covid.
As Lodge points out, that puts the emphasis on three things: new income streams, such as exploiting rail's 52,000-hectare estate to use unused land for everything from solar power to property schemes; shifting capacity from commuters to leisure travellers; and a simplified ticketing app that includes such innovations as a loyalty scheme.
He says 'one of GBR's first tasks should be to carry out a full train utilisation study' to match capacity to 'in-demand' services. And he's right that, here, the government is showing 'misguided hostility' to open-access operators. Private companies are far more likely than civil servants to spot a gap in the market for a new service. And the latest annual figures from the state-backed LNER suggest that, rather than eat into its sales, competition on the east coast is driving them up — from £867 million to top £1 billion. Notably, while Britain clamps down on open access, Europe is going in the opposite direction, with France, Spain and Italy finding it cuts fares and lifts service frequency.
What, too, of the political risk with GBR? As Lodge notes: 'Creating GBR gives ministers both complete responsibility for the railway and all of the blame' — not least if the unions bring the network to a halt. Alexander is far from proving that her new quango is the best route to getting the railways back on track.
Luckily, Rachel Reeves's budget was ingeniously designed to have no impact on 'working people'. So, she won't have to worry about the latest 'Red Flag Alert' report from Begbies Traynor, the business rescue and recovery outfit. It's found that nearly 50,000 UK companies are on the brink of keeling over — up 21.4 per cent on 2024's second quarter.
True, as the Begbies boss, Ric Traynor, notes, 'tariffs' and 'geopolitical uncertainty' haven't helped. But 'businesses across the UK are being put under immense strain by the increases to employers' NI' and 'the national minimum wage', with consumer sectors such as bars and restaurants, tourism and retailers particularly hard hit. Still, what a relief for Reeves that working people don't do those sorts of jobs.
One day is a bit quick to judge what the EC's Ursula von der Leyen hailed as 'the biggest trade deal ever'. But, having locked in 15 per cent tariffs on most US imports from the EU, the euro fell by 1 per cent-plus against the dollar, Germany's Dax dropped by a similar amount, with France's Cac also down, while the German chancellor, Friedrich Merz, spoke of the 'considerable damage' to come. As for the S&P 500 and Nasdaq, they touched intra-day highs. An inescapable day one verdict: Von der Leyen's been trumped.

Sir Keir Starmer has issued an ultimatum to Israeli prime minister Benjamin Netanyahu, warning he will recognise a Palestinian state in September unless a series of conditions are met. The prime minister 's decision comes after mounting pressure from his backbench MPs, and even cabinet ministers, to recognise Palestine as a state. Sir Keir held an emergency meeting of his cabinet on Tuesday to condemn the 'increasingly intolerable situation' in Gaza and discuss a UK-led peace plan for the region which David Lammy presented to allies in New York. But the PM went further, updating Labour's position on the recognition of a Palestinian state. The Independent looks at what the change of stance means, and what conditions Sir Keir has set out ahead of recognition. What does it mean? Recognition of a Palestinian state is a largely symbolic move given the situation on the ground in Gaza and the rest of the Occupied Palestinian Territories. The Montevideo Convention of 1933 established several criteria which must apply before an entity can be recognised as a sovereign state. These are a permanent population, a defined territory, an effective government and the ability to conduct international relations. But the process would offer tangible benefits to the Palestinians. It involves the establishment of formal diplomatic relations, including the opening of embassies, the exchange of ambassadors, and the signing of bilateral treaties. Recognition also grants the recognised state access to certain rights in international organisations. For Palestinians, such recognition would strengthen their claim to sovereignty and facilitate greater international support. Added to that, the UK recognising a Palestinian state has a special significance because it was Britain which in effect created the modern state of Israel with the Balfour Declaration in 1926, signed by then Foreign Secretary Sir Arthur Balfour. Britain also brings extra influence as the former colonial power and current member of the UN Security Council. Who else has recognised Palestine? France has committed to recognising a Palestinian state in September, when Sir Keir's own promise to do so will take effect if Israel ignores his demands. Emmanuel Macron 's promise put his country on course to be the first in the G7 to recognise Palestine. But already 144 of the 193 UN member states, including Spain, Norway, Ireland, India, Russia and China recognise it as a state. Critics have argued that recognition has not helped resolve the problems on the ground or brought peace. They also note that Palestine does not fulfil the criteria of a state with a permanent population, a defined territory, a stable government, and the ability to enter into relations with other states. What has Keir Starmer called for? Sir Keir has set a series of conditions for the Israeli prime minister, warning that if they are not met, Britain will recognise Palestine alongside France at the UN General Assembly (UNGA) meeting in September. The first is for the Israeli government to take 'substantive steps to end the appalling situation in Gaza', which is seeing thousands of Palestinians starving as aid is unable to get into the strip. The second is for Mr Netanyahu to promise no annexation in the West Bank. And the third is a commitment to a long-term peace process that will deliver a two-state solution between Israel and Palestine. The prime minister has also said the UK and its allies need to see "at least 500 trucks entering Gaza every day" to deliver aid. Notably, Mr Netanyahu and right-wing elements of his government have abandoned the promise of a two-state solution and pushed for a one-state solution. Sir Keir also called for Hamas to release remaining hostages, agree to a ceasefire, disarm themselves and rule themselves out of government in Gaza. But there are concerns that he has not linked Palestinian state recognition to his demands of Hamas. Is either side likely to agree? In short, no. The prime minister's ultimatum is likely to be largely ignored by Mr Netanyahu, leaving recognition of a Palestinian state by Britain looking almost inevitable. Hamas is also unlikely to agree to the prime minister's conditions and will continue to hold on to its hostages. There is a danger that while US president Donald Trump in effect said he would accept the UK recognising a Palestinian state, his US State Department is strongly opposed to the move and it could damage the special relationship. The prime minister promised an assessment of how far both sides have progressed towards meeting his tests before UNGA. But the news about Britain's plans now looks set to dominate the conference.

Few things stir the spirit like a national first – so when the James Hatton Institute, in Invergowrie, declared this summer that it had produced the UK's first home-bred blueberry, heads were turned. However, no sooner had the institute made the announcement than it discovered that someone had beaten it. It was then forced to relinquish the title of a British first in favour of proclaiming the first Scottish-bred blueberry. The institute had proudly unveiled Highland Charm, a blueberry variety bred on Scottish soil, produced after a decade of research, cross-breedings and a large amount of patience. But instead of relishing in the sweet taste of triumph, the institute had to content with a bitter reality. Highland Charm would fall short of claiming the crown of first UK-bred blueberry, as that accolade had been collected by another pioneer whose identity remains a mystery. The institute issued a correction after being contacted by the people behind the true first British-bred variety, and clarified that it instead had the first blueberry of Scottish heritage. But sources in the berry industry robustly denied that any other berry breeding programmes existed nationwide. Instead, they suggested that the name confusion could have been prompted by the Scottish Government, which reportedly funded the breeding programme, and therefore asserted Scotland's claim on the produce. The Scottish Government denied these accusations, with a spokesman advising that 'it was changed because someone else approached them claiming to have created the UKs first bred blueberry before them'. Waitrose boasted of British blueberries in 2020 but fell short of claiming they were bred here saying instead that they were organically grown. But for institute staff who have spent over 10 years working on Highland Charm, one honest mistake will not get in the way of their celebrations. Susan McCallum, the organisation's resident blueberry breeder, said: 'It combines high yields, excellent fruit size, outstanding flavour, with a balanced sugar-acid profile and a satisfying bite. Growers are really excited about it.' Nick Marston, of British Berry Growers, welcomed the news of a new home-bred strain, saying: 'The potential advantage that breeding in the UK offers is that new varieties will be selected and trialled in the UK climate at an early stage in their development which means they may be better suited to our climatic conditions.' The long process of berry breeding means that growers can brand it a 'Scottish Berry', suited to the weather and native. At present, growers must rely on foreign varieties, and whilst they can be grown in the UK they cannot truly call themselves a native-bred fruit. Tesco reported last year that consumers enjoy more than 60,000 tonnes of blueberries per year, with almost 90 per cent imported from abroad – largely the Americas – a number of weeks after they were harvested. Researchers at Invergowrie wanted to change that with Highland Charm, a resilient and high-yielding seed that has delivered in testing across different seasons and growing conditions both home and abroad. Now it is undergoing a licencing process to allow it to qualify as a new cultivar, meaning Highland Charm could be on supermarket shelves in the next two to three years. Ms McCallum hopes its success will encourage consumers to buy locally produced, in-season produce, and promised: 'They're fresher and have higher health benefits than imported berries that take six weeks to get from field to shelves. You'll taste the difference.'
