ECC rejects MTT-WOP over flawed financial assumptions

ISLAMABAD: The Economic Coordination Committee (ECC) of the Cabinet has refused to approve Machike-Thallian-Tarrujabba White Oil Pipeline (MTT-WOP) in its present form, expressing concern over the fact that any tariff based on debatable financial assumptions could ultimately impact the consumers adversely in the form of higher tariffs, sources close to Petroleum Minister told Business Recorder.
Recently, the Petroleum Division briefed the ECC that during the visit of Ilham Aliyev, the President of Azerbaijan to Pakistan on 11-13th July, 2024, Pakistan side presented several projects to Azerbaijan for investment including establishment of Joint Trading Company, investment in Petrochemical Refinery, upgradation of PRL, underground gas storage, Machike-Thallian-Tarru-jabba White Oil Pipeline (MTT- WOP) etc.
The Azerbaijan side showed interest in these projects. Much progress has been made since then. On December 9, 2024, SAPM on Foreign Affairs stressed upon the need to address all outstanding issues with Azerbaijan and underscored that preparations be made for the visit of the Prime Minister of Pakistan to Azerbaijan which was scheduled in February 2025, with one of the project listed in the said letter was the MTT- WOP.
MoU signed on consortium formation for White Oil Pipeline project
In line with the urgency of the subject matter, technical team from Frontiers Works Organization (FWO) visited Baku from 23rd to 27th December, 2024 and carried out in-person meetings with their SOCAR counterparts to progress on the White Oil Pipeline Project. As the follow up, the Prime Minister deputed a high level delegation under the leadership of Minister for Communication/ Privatization who visited Baku on January 31, 2025.
During a meeting of the Minister with the President of SOCAR, SOCAR put across the condition of 'Ship or Pay' for investment in the project. Subsequently, the project was also discussed during the visit of the Prime Minister to Azerbaijan on 23rd to 24th February 2025.
In light of interactions and consultations, FWO and PSO (joint consortium partners) through their project company Frontier Oil Company-I (FOC-I) and in consultation with all stakeholders have developed an alternate option of 'Ship or Pay' to address the concerns of SOCAR.
According to the agreed mechanism, OGRA will design a regulatory framework to ensure optimal utilization of pipeline by declaring it a default mode of transportation. Accordingly, FOC-1 submitted a revised tariff petition to OGRA for Machike to Thallian section of White Oil Pipeline which has been acceded to by OGRA whereas work on tariff petition for Thallian to Tarrujabba section was in progress.
The Petroleum Division further briefed the forum that OGRA had requested Petroleum Division to obtain necessary approval from ECC on the following key terms and conditions, which were submitted by FWO and have been agreed between stakeholders for the said project and provisional tariff has been approved based on the said terms.
The ECC being the competent authority was requested to approve the following regulatory framework/ policy guidelines proposed by OGRA for Machike- Thallian section, which would also be applicable for Thallian to Tarrujabba Section: (i) tariff shall be US dollar based instead of Rupee based.
OGRA has already determined the provisional tariff in US dollar;(ii) a regulatory framework shall be developed by OGRA to ensure optimal utilization of pipeline by declaring it a default mode of transportation;(iii) OGRA may be authorized to develop a commercial framework which will require OMCs to commit minimum annual pipeline volumes ;(iv) if committed volumes thresholds will not be met, the shortfall will be covered/ adjusted by OGRA through existing IFEM of each OMC ; and (v) if the committed volumes for the year are below the minimum volumes required, the shortfall will be met through IFEM mechanism of the country. OGRA may be authorized to develop mechanism for enabling above provision.
During the ensuing discussion the ECC deliberated upon the issue in detail and noted that though the project is of vital importance in the overall context of the economy and needs to be initiated at the earliest, however, the dollarized tariff that is being sought for the project is a significant area of concern given the fact that Government is trying to discourage payment of tariff in foreign exchange with fiscal constraints being faced.
The ECC also noted that instead of calculating the Internal Rate of Return for the project on the basis of existing relevant regulations of OGRA, the same has been calculated on assumptions that require further clarity. It was also observed that though foreign investment was welcome, which is only 25% of the total cost and rest was the local component but dollarized tariff was recommended for local partners as well, which was not tenable.
The ECC also took into consideration the observations raised by the Finance Division and Planning, Development and Special Initiatives Division and found that the proposal needs to be resubmitted after due deliberations and calculations in the presence of Ministers of Petroleum and PD&SI.
The ECC expressed concern over the fact that any tariff based on debatable financial assumptions could ultimately impact the consumers adversely in the form of higher tariffs.
After detailed discussion, the ECC did not approve the proposal with the directions that a committee Co-Chaired by the Secretary Finance and Secretary Petroleum and including representatives from OGRA and Ministry of Planning, Development and Special Initiatives review and finalize the financial modalities of the project and ensure that the proposed tariff has been calculated correctly on the basis of realistic financial assumptions.

Listen to article The country's economic managers have called for rationalising home remittance incentive schemes in a bid to ease their cost burden on the government. In a recent meeting of the Economic Coordination Committee (ECC), it was emphasised that a proper analysis of the incentive schemes needed to be made before any final decision could be taken on discontinuing them. ECC members reached consensus that a proper transition plan should be drawn up in case it was agreed to gradually phase out such incentives since it could result in behavioural change. The Finance Division briefed the ECC that the government had undertaken five initiatives to incentivise remittances, which were being executed by the State Bank of Pakistan (SBP) and the Pakistan Remittance Initiative. The TT (telegraphic transfer) Charges Scheme is a flagship remittance incentive, which offers a zero-cost/free transfer model to the sender and receiver for the eligible remittance transactions. The current incentive model, approved by the ECC in August 2024, provides 20 Saudi riyal (SAR) reimbursement incentive for every transaction worth $100 and above, an additional per-transaction incentive of up to 10% of $100 million growth over the previous year, and a further per-transaction incentive of SAR 7 for growth exceeding 10% or $100 million over the previous year. The SBP apprised the committee that home remittances received during July-May of fiscal year 2024-25 touched $34.9 billion, exhibiting an increase of 28.8%, or $7.8 billion, compared to the same period of FY24. With that momentum, the SBP expected the remittances to touch an unprecedented level of $38 billion by the end of June 2025. However, with increased inflows, the corresponding cost/budgetary requirement rose exponentially. In FY25, the total cost of remittance incentives exceeded Rs200 billion, resulting in per-quarter cost of Rs50 billion for the government. Of the total cost, around 85%, ie, Rs170 billion (Rs42.5 billion per quarter), was under the TT Charges Scheme. To rationalise the cost, the SBP has proposed changes in contours of the TT Charges Scheme, which include revising the minimum eligible transaction threshold from the existing $100 to $200 and the corresponding rebate from the existing variable rates to a flat rate of SAR 20 per eligible transaction. In addition, the SBP has proposed that the Exchange Companies Incentive Scheme may be merged with the TT Charges Scheme, whereas the Marketing Incentive Scheme may be discontinued from FY26. The SBP, while highlighting the risk of some deceleration in remittances, was of the view that their proposals were likely to result in a significant cost reduction to Rs88 billion in FY26 as compared to Rs206 billion in FY25. Furthermore, "to ensure lower costs, the revisions should become effective and be announced with effect from July 1, 2025; otherwise, the market may assume the continuation of the existing rates and features of the schemes." Keeping in view the above proposals, the ECC's approval was solicited. To make such payments to banks, aggregators and exchange companies, it was highlighted that the Finance Division may chalk out a mechanism in consultation with the State Bank. It was also suggested that a mechanism may be established for gradually phasing out the Remittance Incentive Schemes. In that regard, the SBP would propose and present an evidence-based plan by factoring in the cost-benefit analysis of the existing schemes, Raast integration with Buna and SAMA gateways, and strengthening controls vis-a-vis transfer of remittances through formal channels. The ECC considered a summary titled "Proposal for Changes in Home Remittances Incentive Schemes" and approved the proposals with the directive that the Finance Division and State Bank would conduct a thorough impact and sensitivity analysis and would present a comprehensive transition plan for phasing out such incentive schemes.

ISLAMABAD: The federal government is all set to do away with some incentives extended to overseas Pakistanis to remit money through legal channels, sources told Business Recorder. On June 27, 2205, Finance Division briefed the ECC that the government of Pakistan has five Remittance Incentive Initiatives being executed by the State Bank of Pakistan (SBP) and Pakistan Remittance Initiative (PRI). The TT Charges Scheme is the flagship remittance incentive initiative of the government that provides zero cost/ free send model for sender and receiver on eligible remittance transactions. The current incentive model of the scheme approved by the ECC in August 2024 offers reimbursement/ incentive of Saudi Riyal (SAR) 20 for every transaction of $100 and above; an additional, per transaction incentive of SAR 8 for up to 10 percent or $100 million growth over the previous year (whichever is lower); and further per transaction additional incentive of SAR 7 for growth exceeding 10 percent or $100 million over the previous year. Exchange cos welcome their inclusion in PRI SBP apprised that the volume of home remittances received during CFY (July- May) has touched the level of USD 34.9 billion, exhibiting an increase of 28.8% or around $ 7.8 billion compared to the same period of FY 24. With this momentum SBP expects home remittances to touch an unprecedented level of $38 billion by end June 2025. However, with this increased inflow, the corresponding cost/ budgetary requirement also increased exponentially. In FY 2025, the total cost of remittance incentive initiatives, exceeded Rs.200 billion, incurring a cost of approximately PKR 50 billion to the GoP/ quarter. Out of this, around 85% of the expense; i.e., PKR 170 billion (Rs.42.5 billion per quarter) was incurred under the IT Charges scheme. To rationalise the cost, SBP has proposed changes in contours of TT Charges Scheme which includes revising the minimum eligible transaction threshold from the existing $ 100 to USD 200 and the corresponding rebate from the existing variable rates to a flat rate of SAR 20 per eligible transactions. In addition, SBP has proposed that the Exchange Companies (ECs) Incentive Scheme may be merged with the TT Charges Scheme whereas the Marketing Incentive Scheme (MIS) may be discontinued from FY 2026. The SBP, while highlighting risk of some deceleration in remittances, is of the view that their proposal is likely to result in a significant cost cut down to Rs 88 billion in FY 26 as compared to Rs 206 billion in FY 25. Further, it is imperative that to ensure the cost cut, the revisions become effective from July 1, 2025; otherwise, the market may assume continuation of existing rates and features of the Schemes. Foregoing in view, approval of the ECC was solicited for the following proposals by the SBP: (i) The minimum size of eligible transaction under the TT Charges Scheme may be revised from the existing $100 to $200 from July J01,2025 and the corresponding rebate may be revised from the existing variable rates to a flat rate of SAR 20 pet eligible transactions; (ii) Exchange Companies Incentive Scheme (ECIS) may be merged in IT Charges Incentive Scheme and the existing ECIS may be discontinued from July 1, 2025; (iii) Marketing Incentive Scheme may be discontinued from July 1, 2025; (iv) to meet the expenditure of such payments to Banks/ aggregators/ Exchange Companies, Finance Division may chalk out a mechanism in consultation with SBP; and (ii) a mechanism for gradual phasing out of Remittance Incentive Schemes may be chalked out. SBP is tasked to propose and present an evidence-based plan factoring in cost- benefit analysis of the existing schemes- Raast integration with Buna and SAMA gateways and strengthening of controls vis-à-vis transfer of remittances through formal channels. During the ensuing discussion, it was pointed out that there is a need to rationalise the incentives being given on remittances as these could create distortion. It was also observed that the proper analysis of discontinuation of the incentives schemes needs to be made before any final decision can be made to discontinue such schemes. ECC was of the consensus view that proper transition plan needs to be made in case it is decided that such incentive schemes for remittances are to be gradually phased out since there is a behavioural change involved in it. After detailed discussed, the ECC approved the proposal with the direction that Finance Division and State Bank of Pakistan will conduct a thorough impact and sensitivity analysis regarding the proposed scheme and to present to the ECC a comprehensive transition plan for the gradual phasing out of such incentive schemes. ISLAMABAD: The Economic Coordination Committee (ECC) of the Cabinet has reaffirmed its stance on deregulating sugar prices, reiterating that no subsidy or tax exemptions will be available for sugar imports in FY 2025-26. The Finance Ministry communicated this clearly on financial position and commitments with the International Monetary Fund (IMF). On June 27, 2025, the Ministry of National Food Security and Research (MNFS&R) sought emergency approval from the ECC Chairman and Finance Minister Senator Muhammad Aurangzeb to present a summary due to urgent market concerns. Approval was granted. De-regulating the sugar industry: do not drop the ball again The MNFS&R briefed the ECC that a meeting of the Prime Minister's Committee, formed on March 16, 2025 under the Deputy Prime Minister, was held on June 19. The committee noted that sugar prices remain high, and current stock levels are inadequate to stabilize the market. The committee concluded that demand-pull inflation in the sugar market could only be mitigated by increasing supply. Despite multiple appeals, the sugar industry has refused to reduce ex-mill prices to the agreed range of Rs.154–159/kg. As a result, the committee recommended importing up to 500,000 metric tons (0.500 MMT) of white sugar. A subsequent Sugar Advisory Board (SAB) meeting on June 23 reviewed stock levels, reported at 2.575 MMT, and evaluated consumption trends. The average monthly consumption, net of exports since the start of the crushing season (November 21, 2024), is 0.541 MMT — a level that may only just meet domestic demand through the next season, leaving no surplus stock for FY 2025-26. Consultations with sugar dealers and federal and provincial agencies reveal tight supply and rising demand, enabling hoarding and profiteering. Projections suggest sugar prices could climb to Rs.190/kg ex-mill and Rs.200/kg at retail by November 2025. To curb the ongoing price surge, the MNFS&R proposed importing white sugar and requested the federal government provide duty and tax relief on imports until September 30, 2025. A Steering Committee was proposed to manage import logistics, price setting, and distribution, including Federal Minister for MNFSR (Chairman), Federal Minister for Commerce, Special Assistant to the Prime Minister (Foreign Affairs), Secretaries of Finance, Commerce, MNFSR, and Industries, the FBR Chairman, Chief Secretaries of all provinces and Chairman of the Trading Corporation of Pakistan (TCP). The committee will determine the import quantity and procurement methods, including government-to-government (G2G) deals, private importers, or via the TCP. The TCP has provided cost estimates both inclusive and exclusive of duties/taxes for an import volume of 100,000 MT (+/- 5%). Following the presentation, MNFSR formally requested the ECC's approval for importing up to 0.500 MMT of white sugar through this mechanism. However, the Finance Division emphasized that no subsidy is allocated for sugar imports in the FY 2025-26 budget and IMF conditions prevent any waiver of duties or taxes. The ECC reiterated its earlier directive to deregulate sugar prices, noting that any import proposal must include detailed financial implications for ECC approval. After a thorough discussion, the ECC approved the formation of the Steering Committee, which will submit detailed recommendations and financial evaluations for final decision-making.
