
Cupra's Terramar two-engined hybrid leaves us in two minds
It starts with a continuing difficulty for the Cupra brand. It is, by lineage, a sportier
Seat
, which is fine, but in the seven years since Cupra was spun off from Seat as a separate, stand-alone brand, it has become distinctly expensive and yet is still a brand without a solid, graspable identity.
Clearly, it's meant to fulfil the late Ferdinand Piech's desire for the VW Group to have a sporty, desirable, 'Spanish
Alfa Romeo
' within its ranks, but while Alfa has more than a century of glories and glorious failures behind it, Cupra just has some quick Seats in the back catalogue.
Then again, the brand is a success. Across Europe, Cupra is doing well, taking the same basic mechanical bits and pieces that would once have been sold as a sharply-priced Seat, but which can now be repackaged into a quasi-premium machine that can be sold with a higher purchase price and therefore a chunkier profit margin.

This new Cupra Terramar is the brand's latest model, and it's effectively the replacement for the ageing Cupra Ateca. Based on the Seat Ateca, the Cupra model only ever came in 300hp turbo petrol four-wheel drive form and, to be honest, it wasn't a bundle of fun. Quick, yes, but actually, seriously good to drive? Not really.
The Terramar follows the Ateca's basic recipe by being based on the same mechanical package as a contemporary Volkswagen Tiguan, but this time there's a full breadth of engines on offer, from a basic 1.5-litre 150hp turbo to this 272hp plug-in high-performance hybrid.
The Terramar also gets off to a good start, with me at any rate, by being not very tall. In fact, compared with a current Tiguan, the Terramar's roof sits 100mm lower down, which is music to my SUV-hating ears. In fact, while Cupra will very definitely sell the Terramar – named after an old racetrack near Barcelona, if you're wondering – as a SUV, it's honestly closer to being a slightly taller estate.
Style-wise, it falls down a bit. The lizard-like face, which is now Cupra's corporate look, leaves me rather cold and I can't help but wish that the look of the first-generation
Formentor
– neat grille, sharp lights – had been carried over. It also doesn't help that our test car was finished in the same metallic dark grey that every other SUV on the road is painted right now. It takes what's not an unattractive shape and smothers it in monochrome camouflage. You'll lose it in a car park, so be brave and delve into Cupra's other colour options, which bring out the shape rather better.
Inside the Cupra Terramar
Inside, it's fine. There is an interest L-shaped section of the centre console, covered in an indented design that looks a bit like fish scales, but which punctures the Terramar's claim to be a premium product by feeling rather cheap to the touch. On the upside, storage space is generous, and the microfibre-clad front bucket seats are very comfortable.
Space is less impressive in the back, where there's not much more rear legroom than you'd find in the Cupra Leon hatchback. Equally, the boot measures just 400 litres up to the luggage cover. Now, in fairness, you can expand that significantly by picking the non-plug-in versions of the Terramar, but even so, that's not a lot of actual room.
The hybrid system itself is impressive, though. With 272hp and a combined petrol+electric total of 400Nm of torque, the Terramar is convincingly rapid, even if the on-paper 0-100km/h time of 7.3 seconds doesn't seem all that impressive.
There's the option of having a fake engine sound piped in through the stereo speakers, which sounds better than you'd think. Even overall efficiency isn't bad – unable to charge at home, I still managed to squeeze 6.2 litres per 100km out of the Terramar, which is considerably better than I managed in the smaller Formentor with the same hybrid system.
The
electric
bit is good too. Against a claimed range of 118km on a full charge of its 19kWh battery, we easily managed 90km, so this really can be an electric car for much of the time. Plus, you can fast-charge it when needed, at up to 50kW, which gives you more flexibility.
However, it's not perfect. There is an odd shunting sensation a times as the electric motor and the petrol engine jostle for pre-eminence, which detracts from the Terramar's refinement.

It's quite comfortable, though. Our test car came with the DCC adaptive dampers, which have a semi-secret 'ultra soft' setting that you can find if you go in and configure the individual driving mode.
Thus established, the Terramar has a pleasing blend of sharp steering and yet reasonably soft suspension. It's quite good to drive, if not quite what you'd call an out-and-out driver's machine.
That, perhaps, is Cupra's biggest problem. It's taking the same basic bits as every other mid-size Volkswagen Group car and trying to concoct a new recipe with them.
While it's true that, in Italian cooking, tomatoes, pasta, and garlic can be combined and recombined in multiple different variations, here in Cupra's Spanish pantry the results seem less distinct. Cupra, with the Terramar, has produced a tasty dish, but one that lacks the kind of piquancy you'd expect for true distinctiveness.
And then there's the price tag. Our test car, admittedly a range-topping version with optional 20-inch alloys, a brilliant Sennheiser stereo and an upgraded driver assistance pack, costs a fairly massive €63,578 all-in.
That's not only a lot for a brand that, still, few people recognise, but it's also about €5,000 more than the Skoda Octavia RS Combi estate which is sharper to drive, more fun overall and more practical, and everyone knows you've bought something cool. For that matter, the same cash would put a 280hp Alfa Romeo Giulia Sprint on your driveway, and that comes with no need to explain to passersby what the brand is about.
So the Terramar, impressive though it is in its overall performance, and in its laudable dedication to being lower-slung than other SUVs, still leaves us with a split decision. It's a perfectly good car, but one that just doesn't quite stick the landing.

Amazon is not the only multinational losing confidence in Ireland. Will a €102bn plan fix it?
This week we got a State investment plan with no list of projects and a pre-budget document with no estimate of the likely position of the public finances next year. Economic nerds like me felt short-changed. The first document was all uppy stuff about boosting investment and securing the future. The second doubled down on the scary backdrop provided by a changed world and the unpredictable actions of Donald Trump . The Government has clearly made a political decision to 'go for it' on State investment. But the document published this week was more a manifesto for the multinationals than a plan. It was a pitch to foreign investors, who have become increasingly outspoken about Ireland's energy and water infrastructure and the lack of housing for their staff . And it was a bid to try to allay public concern – on housing in particular. The head-wrecking details, including how to deliver it all – most notably in housing – are still being worked out. The decision by Amazon to abandon a project in northwest Dublin because of problems getting an electricity connection is by no means a first. There has been a building crisis of confidence in corporate headquarters in the US about Ireland's ability to deliver on these areas – and this week's plans are an attempt to send a message to these American boardrooms, who are central to our economic wellbeing. They will also look for evidence that Ireland can actually make this happen - reassurances over the years that the key infrastructure areas were being addressed have not been delivered on. READ MORE And so we have a €102 billion, five-year investment plan. It is, for sure, heading in the right direction. The Fiscal Council has estimated that Ireland's infrastructure is 20 per cent to 25 per cent behind other richer EU countries. In this context, the recent growth rate of the economy has been remarkable. But Ireland is now running hard into the infrastructural buffers. Turning this investment manifesto into a fully coherent plan and then implementing it will be a big task. Ireland has struggled to deliver on the scale of promised investment in recent years; Covid was factor, for sure, but the State missed opportunities to cash in on a time of fiscal plenty. Now, it plans to boost investment plans just as the outlook is getting uncertain. It is necessary – but it also carries some risk. It looks like a turning point may be approaching in the national finances, when more difficult decisions await and trade-offs have to be faced up to. The State has been swimming in cash in recent years – but the budget surplus is being eaten away. And this means some politically difficult choices, which have yet to be squarely faced. Corporate tax is still funding a spending rise across the board. The Government plans to increase current spending by almost 6.5 per cent next year, well ahead of inflation. However, the combination of a big investment plan and Donald Trump's policy decisions are changing Ireland's fiscal arithmetic. In the spring, the forecast budget surplus of revenue over spending for next year was €6.3 billion. And that was before any tariffs. This week's document does not update that figure. But on the basis of what we now know from this week's documents, economists have cut this forecast to around €2 billion. [ Taoiseach to 'delve into' Amazon's scrapping of Dublin plant over failure to secure power supply Opens in new window ] As Goodbody stockbroker economist Dermot O'Leary pointed out, this is a small margin for error in the light of the tariff threats and the hugely concentrated nature of our tax base. And the gamble is not so much that the State might have to borrow a bit for a few years to ramp up investment. It is that a bigger hole might appear, because such a large part of our corporate tax is potentially transitory – based on multinational tax planning rather than economic activity here – and that policy changes in the US could lead to some of this cash leaving. The Fiscal Council estimates that subtracting the tax planning froth, the public finances would be heading for a deficit next year of €13 billion. The council, Central Bank, Department of Finance and most of us who write about economics have been warning about this risk for years. In the meantime, the tax paid by multinationals has just kept heading higher. And this may not be over yet. The Fiscal Council has said that corporate tax may again outperform this year compared to forecasts, which could give the Government some leeway in 2026. But that does not remove the risk of hanging on to a tax pile which has grown so large than it has now attracted jealous eyes not only from the rest of the EU but from Washington DC. And the State investment plans lower the room for manoeuvre if something goes wrong. If you plan to spend another €34 billion over the next five years, it has to come from somewhere, and using an expected budget surplus each year to help pay is part of the plan. Already, there are signs of the budget scope tightening. We are seeing the potential juggling in Budget 2026, with the hospitality VAT rate possibly deferred until midyear to leave scope for an income tax package. But that is a bet that the cash will be there to pay for a full-year VAT cut in 2027. And this is really only budgetary small beer, if the Government is to really slow the growth of day-to-day spending to leave room for more State investment. If it does not, then any fall-off to corporate tax will leave tricky decisions. For example, the Government is committed to putting money into two State funds for the future. It is legally obliged to do so, though can stop if there is a downturn. But if the numbers do get tight, does the State borrow cash to then invest in these funds – which would look very strange? Or does it divert money from other cash holdings? Sitting watching will be the National Treasury Management Agency, which was set up to borrow on behalf of the State. It has had a quiet time on this front in recent years, with the budget in surplus and a requirement just to keep things ticking over and refinance maturing debt. Now, as the State finances tighten, it may soon be back in business.

Planning ruling on Dublin Airport ramps sends wrong message
The planning authorities have their hands full with Dublin Airport . Between passenger caps and night flights, they have enough to be getting on with, but added to the mix is a Dublin Airport Authority (DAA) plan to knock down the now unused spiral ramps for cars next to Terminal 1. On Wednesday An Coimisiún Pleanála turned down DAA's appeal to demolish the ramps . Doing so 'would diminish the visual amenity on approach to T1 and expose the crude architectural detailing of the existing structures to the rear of the spirals, including the prominent architectural elements of the energy centre screened by the spiral car park ramps and as such would erode the character of the area', the commission said. Please. READ MORE This is not an application to demolish something like a block of Georgian buildings in the city centre. The character of the area around Terminal 1 has changed dramatically since it was built in 1972. What character it has now is that of a hotchpotch of buildings and walkways built at different times in an effort to keep a rapidly expanding airport fit for purpose. It has little resemblance to what was a beautiful, and not always full, building in the 1970s and 1980s. It is bursting at the seams as it is, and has to always be in position to evolve to match the changing demands of air travel. This is a much different issue to the likes of the 32 million passenger cap. The cap has been in place since 2007. It was only in the last 18 months or so that it has become an issue, with DAA and airlines railing against a rule in place for almost two decades. An Coimisiún Pleanála sends a very clear message to any owner or manager of a large development in Ireland with this ruling: don't build anything interesting. Don't seek a memorable design or anything that might be architecturally notable. Build something as boring and generic as possible. Think Hawkins House more than Terminal 1. It might be the only way you will be allowed replace it when it has reached the end of its functional lifespan in a few decades.
