
California Asks Insurers to Spare Wildfire Victims ‘the List'
In a notice that said policyholders are 'overwhelmed,' Ricardo Lara, California's insurance commissioner, gave insurance companies a deadline of Feb. 28 to inform the state agency on whether they would comply.
Consumer advocates have long criticized the demand by many insurance carriers that homeowners to make detailed lists if they hope to get their full coverage amount.
The stress is compounded in places like California's burn zone, where many families are scrambling to find new places to live and new schools for their children. The monumental task of remembering all items inside a home that no longer exists is adding unbearable strain, said Michael Soller, the deputy insurance commissioner, in an interview.
Mr. Soller said he and his colleagues continue to hear from homeowners about 'the agony of having to go through the process of filling out an inventory after you just lost everything.'
Though Thursday's notice does not have the force of law, the California Department of Insurance is hoping insurers will consent, Mr. Soller told The New York Times. 'The commissioner is asking insurance companies to go all the way and pay 100 percent,' he said.
Last month, Mr. Lara issued a bulletin reminding Californians that, under a state of emergency, insurance companies must advance funds up to 30 percent of the home's dwelling limit, up to a maximum of $250,000, without itemization. To get 100 percent, a homeowner would have to provide the documentation required by their policy — in many cases a comprehensive list that includes the make and model of each object.
Thursday's notice, if accepted by an insurer, would remove from a policyholder the burden of counting every throw pillow or itemizing every fork. Mr. Lara's announcement came hours after The Times published an article about a homeowner's effort to make the list of belongings she lost after her house in Altadena was destroyed.
In the article, Selina Clark, a former State Farm contractor who has offered her testimony as a whistle-blower in a report about unfair insurance practices, said she believes that the manner in which the itemization requirement was enforced during her time at State Farm overwhelmed homeowners, causing them to give up and leave money on the table. (A spokesman for State Farm denied the allegation.)
Homeowners who have been through the process say it is deeply upsetting.
'Be prepared to cry,' warned Donna Granata, of Casitas Springs, Calif., who helped close friends compile the list after they suffered a total loss during the Thomas fire of 2017. She saw how they shut down, the toll of being forced to remember every last item acting as a constant reminder of the disaster.
'It's brutal,' said Michael Yurochko, who lost his own home in Sonoma in 2019 during the Kincade Fire and has since created an online resource to help homeowners navigate the list, which took him months to do. 'It's OK to have a drink. It's OK to put pencils down,' he said, describing the exhaustion he felt at the level of detail required.
Across the country in Hopewell Junction, N.Y., Dianne Averill described how she stood in ankle-high water after a flood in her basement, calling out serial numbers to her husband, who sat on the staircase jotting them down in the hopes of getting the most out of their policy. The list of more than 75 items filled numerous pages, 'from screens for windows to cans of paint that were now rusting to boxes of books and extension cords,' said Ms. Averill, 68.
'And that was just for my basement,' she said.

More people are turning to ChatGPT as a therapist, but it might not always be a safe space. Sam Altman, the CEO of OpenAI, said those therapy-style conversations don't have the same legal protections as conversations with a real therapist. "So if you go talk to ChatGPT about your most sensitive stuff and then there's like a lawsuit or whatever, we could be required to produce that, and I think that's very screwed up," Altman told podcaster Theo Von in an episode that aired Wednesday. "Right now, if you talk to a therapist or a lawyer or a doctor about those problems, there's like legal privilege for it — there's doctor-patient confidentiality, there's legal confidentiality," Altman added. "We haven't figured that out yet for when you talk to ChatGPT." Altman said there should be the "same concept of privacy for your conversations with AI that we do with a therapist" and that it should be "addressed with some urgency." More users — particularly young people — are using ChatGPT as a therapist, life coach, or consulting it for relationship advice, Altman said. "No one had to think about that even a year ago, and now I think it's this huge issue of like, 'How are we gonna treat the laws around this?'" Altman said. Unlike conversations on encrypted messaging services like WhatsApp or Signal, it is possible for OpenAI to read chats between users and ChatGPT. This includes staff using conversations to fine-tune the AI model and monitoring for misuse. According to OpenAI's data retention policies, deleted chats on ChatGPT Free, Plus, and Pro are permanently deleted within 30 days unless the company is required to keep them for "legal or security reasons." In June, The New York Times and other news plaintiffs filed a court order against OpenAI seeking that it retain all ChatGPT user logs, including deleted chats, indefinitely. The order, which OpenAI is appealing, came as part of a wider copyright lawsuit. Business Insider could not immediately reach OpenAI for comment. Elsewhere on the Theo Von podcast, Altman, who became a father in February, said he was also worried about the psychological impact addictive social media platforms could have on children.

High-speed rail isn't California's only expensive boondoggle
Print Close By Michael Feuz Published July 25, 2025 California Gov. Gavin Newsom is suing the Trump administration for pulling back $4 billion in federal funding for high-speed rail. But President Donald Trump hasn't actually derailed any trains. And all the lawsuit has really done is expose the trainwreck that is California's fiscal situation. For months, Newsom has bragged about California having the world's fourth-largest economy and sending back more money to Washington than it takes in. He's right, but he's also conveniently ignoring that California also boasts the nation's highest real poverty rate and a projected budget deficit as high as $20 billion. That just scratches the surface of the fiscal mess Californians deal with every day – not just in Sacramento, but at every level of government. Let's start with the high-speed rail project. Voters approved it in 2008 to run from San Francisco to Los Angeles at an approximate cost of $40 billion with a completion date of 2033. As of June of this year, the projected cost was as high as $128 billion with no track laid. CALIFORNIA'S GREEN NEW SCAM COULD COST YOU $20,000 Los Angeles residents know this kind of bureaucratic ineptitude all too well. Complex and sometimes conflicting county and state environmental regulations played an important role in the closure of the county's second-largest landfill, Chiquita Canyon, at the end of 2024. Residents now have to fund the added expense of hauling trash to a landfill farther away while local politicians obsess over "price-gouging" by those who haul and handle residents' garbage. Taxpayers are burdened enough with the political junk Sacramento sends their way; local officials would be a lot more useful if they reduced, instead of added, to the heap. Los Angeles, meanwhile, can't seem to provide essential services at any price, gouged or otherwise. Check out all of the fire hydrants that didn't work during the recent fires and the empty city-run reservoir nearby. Anyone who oversaw those failures and still has a job is gouging taxpayers with every paycheck. Paying for incompetence is bad enough, but what about corruption? That's what taxpayers across the state have funded for years as officials in state, county and city governments have colluded in a Medicaid reimbursement scheme by allowing government-owned providers to charge as much as 13 times more for certain services than the private sector is allowed to charge. And those obligations will come due faster than policymakers prefer as the nation's highest cost-of-living and top marginal tax rates continue to drive taxpayers and businesses out of the state. "Businesses that want to grow and parents who want to provide for their families have been moving out of California for a decade, especially to states like Texas and Florida that have no or minimal income taxes," said Vance Ginn, Ph.D., chief economist for the Office of Management and Budget during the first Trump administration. "And that trend isn't likely to reverse itself because lawmakers and regulators up and down the state keep spending more and regulating and taxing themselves out of residents." It requires reining in out-of-control spending while also reducing the regulatory burden on residents and businesses. That's why Newsom's lawsuit over the train funds isn't about infrastructure. It's about image. His flip on gender identity issues and sudden support for reducing California's atrocious housing regulations were sops to "the middle," but he also wants to make the Left happy by showing he can stand up to Trump. At federal taxpayer expense, of course, all the while claiming that he's keeping California "innovative" while basic governance collapses underneath. But in recent years, the big packaged food brands that dominated American pantries and refrigerators for decades are struggling as consumers spend less on brand-name cookies, spaghetti sauce and cream cheese.
