SINGAPORE/NEW DELHI, July 22 (Reuters) - A tanker chartered by energy major BP left a port run by newly sanctioned Indian refiner Nayara Energy without loading, according to five industry sources and LSEG shipping data, a sign fresh European Union curbs on Russia are beginning to bite.
The vessel Talara was supposed to load 60,000 metric tons (447,000 barrels) of ultra-low sulphur diesel on July 21 at Nayara's Vadinar port in western India, with the cargo bound for Africa, LSEG data showed.

did not immediately respond to requests for comment. The sources declined to be named as they were not authorised to speak to the media.
The change in loading plan suggests that EU sanctions imposed on Nayara on Friday are disrupting refined products exports from the Russia-backed refiner, one of the two private fuel exporters in India.
The Talara did not load the cargo after the EU imposed the sanctions, one of the sources said. The sanctions package against Russia over its war in Ukraine is aimed at dealing further blows to Russia's oil and energy industry.
BP subsequently released the ship, making it available for charter within India or the Middle East region, two of the sources said.
On Monday, Nayara said in a statement that it condemned the EU's "unjust and unilateral" decision to impose sanctions on the company, while India said on Friday it did not support the EU's "unilateral sanctions".
Following the EU sanctions, Nayara Energy amended the terms of a naphtha tender issued on Monday to obtain payment in advance, a tender document seen by Reuters showed.
Another vessel, Panamax-sized tanker Pacific Martina, chartered by Shell (SHEL.L), opens new tab, arrived at Vadinar on July 18 to load jet fuel, LSEG and Kpler data showed.
After loading jet fuel from Nayara, the partially loaded Pacific Martina has been anchored off the port next to Talara, LSEG data showed on Tuesday.
PetroChina has also provisionally chartered medium-ranged tanker Chang Hang Xing Yun to load 35,000 tons of gasoil on July 29-31 from Vadinar port with the option to discharge the cargo at Singapore or Chittagong, Bangladesh, shipping fixtures from shipbrokers showed.
Shell and PetroChina did not immediately respond to a request for comment.

BP currently has a 63.57% stake in the project, according to the company's website. The other joint venture partners include privately owned InterContinental Energy and CWP Global.

"We believe the China market has substantial long-term prospects and are committed to realizing the potential upside inherent in the company's China business for our company," CEO Steve Shafer said. The Milwaukee, Wisconsin-based company is banking on higher market share in the second half of the year and cost savings from its restructuring actions. It now expects annual adjusted earnings per share to be in the range of $3.70 to $3.90, compared with its previous forecast of $3.60 to $3.90. Analysts on an average expected $3.78 per share for 2025, according to data compiled by LSEG. But second quarter revenue fell about 1% from a year ago to $1.01 billion. Sales from other parts of the world, including China and India, also fell nearly 2% to $240.1 million. Net income for the quarter ended June 30 was $152.2 million billion, or $1.07 per share, compared with $156.2 million, or $1.06 per share, a year earlier.

's department racked up enough air miles last year to fly around the world nearly 13 times. The Ministry of Housing, Communities and Local Government's (MHCLG) annual report, published this week, revealed a huge rise in international air travel in 2024/25. Staff travelled 514,785km on foreign trips over 12-month period - almost five times the 108,060km in international air travel in 2023/24, when the Tories were in power. Since taking charge of MHCLG, Ms Rayner - who is also the Deputy Prime Minister - has enjoyed foreign jaunts to Europe and Africa. In November, Ms Rayner travelled to The Vatican to meet Pope Francis, before she headed on to Seville to meet the Spanish PM. She followed this up with a trip to Ethiopia and Ghana in February, during which she reportedly asked if she could use the opportunity to go on a personal safari. The Deputy PM's trip to Africa to meet national leaders saw her accused of snubbing her bulging in-tray of domestic duties in favour of 'swanning around the world'. MHCLG's foreign travel in 2024/25 was estimated to have emitted 77.4 tonnes of carbon dioxide. Some 92 tonnes of carbon dioxide was also emitted from the department's domestic flying over the same period - up from 59 tonnes in 2023/24. Meanwhile, MHCLG staff travelled 13,774km on the Eurostar in 2024/25 - up from 10,240km in the previous year. MHCLG said the year-on-year increase in international air travel can be 'partly attributed to the increase in significant international conferences that were attended by Homes England staff during the latter part of the financial year'. It also admitted it had not met a target for reducing carbon emissions from domestic flights, but pointed to the recent opening of an office in Belfast. David Simmonds, the Tory shadow housing minister, said: 'This is a totally unserious use of taxpayer money or officials' time. 'Angela Rayner should be focusing on delivering the homes this country needs, but Labour have no plans to deliver, not gallivanting around the world playing at Deputy PM.' An MHCLG spokesman said: 'Overall departmental emissions from business travel have decreased by 33 per cent compared to the 2017-18 baseline. 'And international travel emissions remain lower than the 2017-18 baseline.'
