
Bank in Hong Kong investigates unauthorised transactions on payment system FPS

A client of the China Construction Bank (Asia) in Hong Kong told the Post that she had never used FPS but lost HK$20,000 (US$2,560) in two unauthorised transactions via the platform to an account with Ant Bank under a mainland name on April 1.
The victim, a businesswoman surnamed Chen, said three other transactions totalling HK$30,000 made consecutively with the first two transfers were blocked by the bank, despite the lender telling her initially that it did not find any problems with its security systems.
Chen said she was later asked by the lender to file a report to police, who in turn told her that FPS breaches were uncommon and that her bank had the responsibility to liaise with Ant Bank to reclaim the loss.
Chen said that during the process of seeking recourse, she felt furious and helpless as she received little explanation as to how the bank would look into her losses while police had not yet updated her about their investigation.

'It was this feeling of being very helpless ... We're not protected by the bank; we're not protected by police,' Chen said.

Yum China Holdings , the operator of KFC and Pizza Hut restaurants in mainland China, will further embrace artificial intelligence (AI) to improve operating efficiency and profitability and allow its store managers to focus on customer service. The firm, which introduced its Q-Smart AI-powered assistant in June, was expected to help reduce waste, improve quality and save labour costs, chief technology officer (CTO) Leila Zhang said in an interview. The AI-powered system could help with staff scheduling, inventory replenishment and meal preparation, she added. 'When we think about AI and robotics, one of our primary considerations is to empower our restaurant managers,' she said. 'We develop systems and AI-powered digital tools to allow them to work more efficiently, freeing up more of their time so they can focus on delivering exceptional customer service.' Yum's Q-Smart management system was able to monitor sales data, adjust preparation plans, and remind staff to confirm orders, Zhang said, a move in line with its past pioneering efforts. Digital ordering accounted for about 90 per cent of its total sales last year, helped by a loyalty membership programme that had 540 million consumers in mainland China as of March 31. It opened 247 net new stores in the first quarter this year, bringing the total to 16,642 nationwide. Yum China reported a 1 per cent increase in sales to US$2.98 billion in the first quarter from a year earlier, while adjusted net income rose 1.7 per cent to US$292 million. Annual sales in 2024 of US$11.3 billion were the highest since at least 2016.

Hong Kong government accelerates plan for ride-hailing legislation
The regulatory proposal on ride-hailing services in Hong Kong would be submitted to the legislature before the end of the month, the transport minister has said, months earlier than the original plan amid calls to accelerate the process. Secretary for Transport and Logistics Mable Chan said on Sunday that the authorities would provide more comprehensive and concrete details on regulating ride-hailing platforms, drivers, and vehicles as it strived to roll out the proposal within this month. The government's initial deadline for introducing the proposal was the end of this year. 'The primary goal is to safeguard the safety of residents' travel. Additionally, we hope to create a healthy and positive competitive environment to allow both taxi and ride-hailing services to coexist, complement each other, and develop orderly,' she said on a radio show. Currently, it is illegal in Hong Kong for private vehicle drivers to accept paid customers without a hire-car permit. Despite this, ride-hailing platforms such as Uber, Tada, Amap, and Didi Chuxing operate unregulated. Amap is operated by Alibaba Group Holding, which also owns the South China Morning Post. Chan said that the government had drawn inspiration from ride-hailing regulations in mainland China and overseas, as well as the city's existing regulatory regime for public transport operators. She added that the ride-hailing platforms would need to bear significant responsibility and undergo assessment. Similarly, vehicles and drivers involved would be required to meet certain conditions and pass assessments to ensure passenger safety.

Hong Kong's outdated licence regime is a barrier to progress
Advertisement From taxi permits to hawker stalls and elderly care homes, the government's restrictive licensing policies betray a paternalistic approach that contradicts its proclaimed support for free-market principles. By capping supply through burdensome licensing requirements, the government disrupts the very markets it claims to foster. Take, for example, Hong Kong's iconic street markets, like the Ladies' Market in Mong Kok and Temple Street in Yau Ma Tei. These popular tourist destinations have not seen any new hawker licences issued since 1972. A report by the Legco Secretariat highlights how strict transfer conditions and the ageing of the licensees is likely to lead to a decline in some hawking activities. Meanwhile, the issuance of taxi plates has been stagnant for more than a decade. When the same entity is responsible for both regulation and licensing, there is little motivation to increase supply, as more licences would simply add to its workload. What began as a legitimate effort to mitigate safety risks and other negative impacts has devolved into bureaucratic inertia. Even if potential applicants meet all requirements, there is little incentive to issue new permits. This mindset leads to a 'better-safe-than-sorry' approach: why lift a decades-old freeze if maintaining the status quo incurs no immediate consequences? Civil servants contemplating the first new hawker licence in half a century are likely to fear the ramifications of public scrutiny and internal criticism, aligning with the Cantonese saying: 'No action means no mistakes.' The drawn-out conflict between traditional taxis and Uber -style platforms is a textbook example. Ride-hailing's dynamic pricing and superior responsiveness deliver better services at a lower cost – so long as drivers and customers can transact freely. However, a licensing regime built around a narrowly defined taxonomy of 'taxi' or 'private hire' struggles to adapt to these disruptive innovations. Advertisement Moreover, entrenched licensees can wield disproportionate power, forestalling necessary changes. Taxi plate owners and drivers can organise strikes to block roads, while elderly care providers frequently escape scrutiny even in the face of repeated abuse allegations. In contrast, individual hawkers – many of whom are elderly and struggling to make ends meet – lack the clout to challenge arbitrary enforcement. This creates a system where those with power rarely align with those championing justice.
