
Centre withholds overseas scholarship for 66 candidates, says clearance subject to fund availability
In previous years, all selected candidates were issued letters at the same time, the Hindustan Times reported.
The National Overseas Scholarship, which began in 1954-'55, supports students from Scheduled Castes, Denotified Nomadic Tribes, semi-nomadic tribes, landless agricultural labourers and traditional artisan communities.
The scheme funds master's or PhD degrees at the top 500 global universities as per QS rankings, offering up to $16,920, or nearly Rs 14.5 lakh, annually for a maximum duration of three years for master's programmes and four years for PhD programmes.
It provides 125 scholarships annually, capped at 10% per state. The applicants must have a family income under Rs 8 lakh per annum.
The QS World University Rankings are a ranking of the world's top universities produced by Quacquarelli Symonds and published annually since 2004.
In the Union Budget announced in February, the Centre allocated Rs 130 crore to the National Overseas Scholarship for 2025-'26.
This was a 36.84% increase from Rs 95 crore in 2024–'25, the newspaper reported. As of December, the ministry had disbursed Rs 56.29 crore to 80 beneficiaries for the academic year 2024-'25.
In a notice dated July 1, the Ministry of Social Justice and Empowerment said that it received 440 applications for the 2025-'26 academic year between March and April.
It shortlisted 106 candidates for the scholarship, placed 64 on a 'non-selected' list and rejected 270 applicants.
The 'non-selected' category included students left out due to the 10% cap per state or other quotas. These candidates may still be considered if those initially selected fail to submit the required documents.
The scheme has 125 slots, but the allotments depend on the availability of funds. This means that the rejections are not final and students may still receive the scholarship later, as per the Hindustan Times.
An unidentified official from the ministry told the newspaper that the Union government has funds but they cannot be released without clearance from the Cabinet Committee on Economic Affairs, which is chaired by Prime Minister Narendra Modi.
'It is an issue with the Cabinet Committee on Economic Affairs not approving the money allocated to these scholarship schemes,' the official was quoted as saying by the Hindustan Times. 'We have the money but we also need green signal from above to give it out.'
The Maulana Azad National Fellowship, which is open for candidates from Muslim, Sikh, Parsi, Buddhist and Christian communities, has also seen delays, with more than 1,400 PhD scholars not receiving stipends since January 2025, the Hindustan Times reported.
There were also discrepancies with the National Fellowship for Scheduled Castes. For the June 2024 cycle, the National Testing Agency first published a selection list of 865 scholars in March 2025.
However, it revised the list in April, reducing the selections to 805 and replacing 487 previously chosen candidates with new ones, the newspaper reported.

In addition, we have paid Rs.1,637 crore that the previous government had kept as arrears to paddy farmers,' the Minister said. The Housing Minister assured that the NDA government will implement all schemes as promised. MLA Bandaru Satayanarayana Murthy and DCCB chairman Kona Tatarao were present.

Sharmila blames Jagan, Avinash Reddy for negligence
Kadapa: APCC president Y S Sharmila extended her support to the students protesting at YSR Architecture and Fine Arts University, questioning how the university admitted students without securing approval from the Council of Architecture (COA). Expressing deep concern, she said the students' future now hangs in the balance. 'Each student has spent nearly Rs 15 lakh on their education and is about to complete a five-year course. At this stage, there is uncertainty about whether they will receive valid certificates. This is extremely distres ing,' the state Congress chief said. Sharmila pointed out that the university was established in 2020 without COA approval, and the government misled students while admitting the first batch. 'Even now, the first batch hasn't been enrolled officially with COA. How can the administration gamble with students' futures like this?' she said, blaming former chief minister YS Jagan Mohan Reddy and MP Y S Avinash Reddy for negligence. Sharmila further said, 'Why did they remain silent despite knowing that COA approval was not in place? Why didn't they make efforts to secure approval when they were in power? COA is based in Delhi—why didn't MP Avinash Reddy engage with the council?' She said the current coalition government now bears the responsibility of correcting this mistake committed by the previous regime. 'For the past one year, students have been fighting for COA recognition. With BJP in power at the Centre and COA based in Delhi, why is this small issue still unresolved? What will happen to the careers of these students if they don't get certified?' she said. Sharmila said Chief Minister N Chandrababu Naidu, Deputy CM Pawan Kalyan and education minister Nara Lokesh must answer for this and demands that the issues faced by architecture students should be solved immediately.

Bank balance of Rs. 14.06 crore, 2 houses, 7 apartments: ED attaches retired Haryana IAS officers' assets
The Enforcement Directorate has provisionally attached assets of Haryana cadre retired IAS officer Murari Lal Tayal in an ongoing investigation against him and others under the Prevention of Money Laundering Act (PMLA). The total assets provisionally attached are worth several crores, including two houses and seven apartments located in Chandigarh, New Delhi, and Gurgaon, as well as a bank balance of approximately Rs. 14.06 crore. ED took this action on June 30, but made an official announcement about it on its social media platforms Monday. The Central agency is conducting an investigation against Tayal and others in the matter of disproportionate assets allegedly amassed by Tayal while he was serving as the principal secretary to the then-Haryana chief minister and senior Congress leader Bhupinder Singh Hooda, and during Tayal's tenure as a member of the Competition Commission of India (CCI). From March 6, 2005, to October 31, 2009, Tayal served as PS/CM and from November 30, 2009, till December 31, 2014, he served as a member of CCI. ED had taken over the investigation in the case based on the First Information Reports (FIRs) registered by the Central Bureau of Investigation. In its FIR, CBI alleged that from January 1, 2006, to December 31, 2014, Tayal had amassed assets disproportionate to his known sources of income. ED had been investigating the financial records of Tayal, his wife, Savita Tayal, and son, Kartik Tayal, including their Income Tax returns and other financial transactions. CBI registered the first FIR on August 12, 2015, regarding alleged irregularities related to land acquisition in Manesar. Based on the investigations conducted by CBI in the first FIR, the investigating agency registered a second FIR in 2017 against Tayal, pertaining to his alleged disproportionate assets. Savita Tayal retired as the principal of a government college in 2012, and was appointed as a member of the Haryana Public Service Commission (HPSC). She retired from HPSC in 2016.
