
Walmart reinstates minimum basket fee for SNAP orders
The move to reinstate the fee, which was waived during the COVID-19 pandemic, comes as the largest U.S. retailer is bracing for a tough year ahead as its customers, who typically skew low income, temper spending.
Recipients of government assistance programs like the Supplemental Nutrition Assistance Program (SNAP) who use Electronic Benefits Transfer (EBT) payments will now pay a minimum basket fee of $6.99 for pick up and delivery of grocery purchases from a store if they do not meet a $35 threshold. Previously, this fee was waived for those on SNAP.
EBT is a system used by the U.S. government to deliver government assistance benefits, commonly known as food stamps, and works like a prepaid debit card.
"We're reinstating minimum basket fees for customers with EBT cards saved to their Walmart account," an internal guidance memo sent to its customer service staff on Monday read.
A minimum basket fee covers the costs of picking and packing an order from a store, which can be more expensive than shipping from a warehouse and does not include delivery charges.
"If an EBT customer asks why we charged them a minimum basket fee, explain this is the correct fee for orders under $35," the memo said.
Walmart+ Assist is a membership plan offered by Walmart that gives shoppers on government assistance a 50% discount on the standard Walmart+ membership, reducing the annual cost to $49 compared with the regular $98 fee.
Walmart said it had previously removed the minimum basket fee due to social distancing restrictions.
"Moving forward, the standard $35 minimum basket fee will be in place for all orders," a Walmart spokesperson said on Wednesday.
Research, opens new tab from data analytics firm Numerator shows Walmart accounts for nearly 26% of spending by SNAP recipients.
The retailer has been trying to rein in costs by closing offices and asking staff to relocate to its Bentonville, Arkansas headquarters, or asking some of its suppliers to absorb price hikes caused by tariffs.
The retailer issued disappointing guidance for 2025 in part due to the uncertainty surrounding tariffs, but it also posted a 10% rise in quarterly income boosted by its advertising and Walmart+ business, which are more profitable than its core business of selling low-margin groceries.
Walmart+ has been a strong driver of loyalty and sales with growth coming from both lower and higher income households, Seth Dallaire, Walmart's chief growth officer, said at an April investor conference.
Subscribers visit Walmart's stores twice as much and spend three times as much as non-members, he said, adding that membership income rose nearly 40% in its most recent quarter ended January. Lower-income households "love" Walmart+ because of grocery delivery, Dallaire said.
"The delivery saves you the cost of public transportation or fuel costs, or you using a ride-sharing app, for instance, like a Lyft or Uber. They tell us they really value it that way."

Taiwan's CPC denies 'specific' US shale gas acquisition talks
TAIPEI, July 22 (Reuters) - Taiwan's state-owned energy company CPC Corp said it is not in talks for "specific" shale gas fields in the United States, but it does not rule out any prospective partners and will make the most favourable decision based on its own evaluations. CPC ( is in early stage discussions to buy shale-gas producing assets in the United States, three sources familiar with the matter told Reuters earlier this month, in a bid to secure natural gas supplies to fuel Taiwan's economy. In a statement late on Monday, CPC said U.S. shale gas has long been an important target area for the company because of its high quality, mature extraction technology and favourable investment environment. "CPC will not rule out any prospective partners and will make the most favourable decision based on the evaluation results," it said. "As for reports that CPC is in the process of discussing the acquisition of specific shale gas fields in the United States, that is not true," the company added, without elaboration. Taiwan has pledged to increase its purchase of energy from the United States as a way of reducing its yawning trade surplus and head off tariffs. In March, CPC signed an agreement with Alaska Gasline Development Corp to buy LNG and invest in the Alaska LNG project which will transport gas south from Alaska's remote north via pipeline, to be shipped as LNG to Taiwan, Japan and South Korea.

Breakingviews - Transshipment is the new dirty word of trade
HONG KONG, July 21 (Reuters Breakingviews) - Where is it from? It's one of the top questions customs officials must ask of every shipment, alongside what it is and how much it is worth. Donald Trump's trade war could turn this inquiry on the origin of $3.3 trillion of U.S. goods imports into a quagmire. The dizzying spread of tariffs the U.S. president is imposing on American trading partners – ranging from a baseline duty of 10% secured by the United Kingdom to the threat of a punitive 50% charge on imports from Brazil – opens up a large arbitrage. Exporters, particularly in China, have a big incentive to misrepresent where their goods are from. The president is attempting to counter this risk by saying goods that are "transshipped" through lower-tariff countries will face higher charges. For example, the U.S. has imposed a 20% import duty on products originating in Vietnam, but will charge double that figure for goods routed via the Southeast Asian country. Transshipment is not a new word or concept. In trade, it simply means moving goods between vehicles such as airplanes, trains and lorries. Trump, however, is using it as a shorthand for tariff evasion or fraud. He has good reasons to be concerned. Just look at what happened when the president slapped duties on China in 2018. The share of U.S. imports arriving from the People's Republic fell by 8 percentage points to 13.4% between 2017 and 2024. However, China's total share of total global merchandise exports rose about 1.5 percentage points to 14.2% over a similar period. One reason is that some Chinese manufacturers dodged U.S. duties by re-routing everything from electronics to footwear through other countries, in particular Mexico and Vietnam. The exact size of the problem is a subject of intense debate and study among economists. Trump's new trade regime makes it even more complicated. The existing global trading system is based on applying a standard tariff on imports, and then granting goods from certain countries, or groups of countries, preferential access. Under Trump's new system, however, the U.S. will no longer have a standard non-preferential tariff, nor one of the world's lowest tariff regimes. Instead, the charges on goods arriving from different countries could vary by as much as 40 percentage points, depending on where U.S. tariffs end up. Separate levies that Washington intends to apply on semiconductors and pharmaceuticals will add further complexity. This raises the stakes for customs officials trying to determine where a product is from. So-called "rules of origin" were first introduced to help countries collect statistical data, and have proliferated over the past 30 years to support bilateral and regional free trade agreements. These rules are also supposed to help countries implement other policies, such as anti-dumping measures. The classic rule of origin is based on the concept of "last substantial transformation". This means the correct tariff depends on the country where the character of the product was last changed. This principle sounds simple but is anything but. Take clothing. Say a company sends a Chinese-made shirt to Hanoi, adds a "Made in Vietnam" label, and then ships it to the United States while paying the lower Vietnamese tariff. Most trade lawyers would agree that is fraud. But what if brands making clothing in Vietnam like Nike (NKE.N), opens new tab, Lululemon Athletica (LULU.O), opens new tab and Fast Retailing's (9983.T), opens new tab Uniqlo, use dye, cotton, buttons or zips from China? Determining a product's true origin becomes a complex and ever-changing mystery. The U.S. Department of Commerce tries to clarify the difference using the example of mixed frozen vegetables and cookies, opens new tab. Vegetables which are grown in various places and taken to another country to be mixed and frozen were not substantially transformed, so the mixture must be labelled with the origin of each ingredient. But if sugar, dairy products, and nuts from different countries are made into a cookie, the country of origin is the location where the ingredients are baked or processed. Today's supply chains are much more globalised and complicated. For motor vehicles produced by Ford Motor (F.N), opens new tab, General Motors (GM.N), opens new tab and Stellantis ( opens new tab, origin depends on the value of the contents. To qualify for the United States-Mexico-Canada Agreement, for example, at least 70%, opens new tab of a vehicle producer's steel and aluminum purchases must originate in North America. Tariffs can also vary depending on a product's American content. U.S. Customs and Border Protection says, opens new tab for imports where at least 20% of the value is from the United States, the reciprocal tariff will not apply to the U.S. components. Verifying the origin of goods requires cooperation. U.S. customs officials will get some help from countries including Malaysia, Thailand and South Korea, which are stepping up their effort to crack down on blatant re-labelling of goods. This is in their interest because cheap Chinese products are threatening to hollow out local industries. Support for the U.S. measures will drop, however, if Trump is serious about trying to squeeze China out of supply chains. The People's Republic accounts for nearly 29% of value added in U.S. imports from Cambodia, and almost 19% of those originating in Vietnam, according to research by Sonal Varma and Si Ying Toh at Nomura. Chinese investors are also big owners of factories across Southeast Asia. Despite the proliferation of rules of origin, the World Trade Organization estimates that 74% of global trade, opens new tab still flows under its "most favoured nation" terms, a principle whereby member countries treat imports equally regardless of their origin. For now, it looks like other economies are moving in the opposite direction from the United States. The European Union and Indonesia are moving ahead on finalising a free trade deal; China has extended zero-tariff treatment to 53 African countries; while talks over an EU-India trade pact are slated to continue in September. Trump could have satisfied some of his stated goals of reducing U.S. trade deficits, raising money and isolating China by imposing high duties on the world's second-largest economy, and a single lower tariff on the rest of the world. Indeed, that may yet be where the president's tariffs end up: On Wednesday, he said he would send letters to more than 150 'smaller' countries notifying them their tariff rates could be 10% or 15%. But that would still potentially leave more than 40 countries facing wildly diverging rates. Expect the new dirty word in trade – transshipment – to be used much more often in future. Turkey submits draft proposal to Iraq to renew, expand energy agreement
ANKARA, July 21 (Reuters) - Turkey has submitted a draft proposal to Iraq to renew and expand an energy agreement between the two countries to include cooperation in oil, gas, petrochemicals and electricity, an Iraqi oil ministry official told the state news agency late on Monday. The statement came after Ankara announced the end of a decades-old agreement covering the Kirkuk-Ceyhan oil pipeline. "The Ministry of Oil is in the process of reviewing the draft agreement sent by the Turkish side and negotiating with them regarding it to reach a formula that serves the interests of Iraq and Turkey", the Iraqi oil ministry official added. The 1.6 million barrel-per-day Kirkuk-Ceyhan pipeline has been offline since 2023 after an arbitration court ruled Ankara should pay $1.5 billion in damages for unauthorised Iraqi exports between 2014 and 2018. Turkey is appealing the ruling. Turkey still wants to revive the oil pipeline with Iraq, a senior Turkish official told Reuters earlier on Monday. In a decision published in its Official Gazette on Monday, Turkey said the existing deal dating back to the 1970s - the Turkey-Iraq Crude Oil Pipeline Agreement - and all subsequent protocols or memorandums would be halted from July 27, 2026. Iraq and Turkey have been working to resume oil flows from the pipeline. Ankara said in late 2023 that the pipeline was ready to receive Iraq's oil but talks between Baghdad, Iraq's Kurdistan Regional Government and independent oil producers were not able to reach an agreement on terms. The Turkish official said the pipeline had the potential to become a "highly active and strategic pipeline for the region". The person added that Turkey had invested heavily in its maintenance, and noted its importance for regional projects like the Development Road - a planned trade route involving Turkey and Iraq. "A new and vibrant phase for the Iraq-Turkey pipeline will benefit both countries and the region as a whole," the Turkish official said, without giving details of what Ankara wanted the new agreement to include. Turkey sees the Development Road initiative - a high-speed road and rail link, running from Iraq's port city of Basrah on the Gulf to the Turkish border and later to Europe - as an opportunity to extend the pipeline further south. Baghdad allocated initial funding for the project in 2023.
