Elderly, disabled to get ration at doorsteps
Chennai: The state govt is set to launch a doorstep ration delivery service starting July. The initiative aims to support elderly citizens and persons with disabilities (PwDs), who are unable to visit fair price shops. In its first phase, the scheme will benefit 15 lakh ration cardholders out of the state's 2.21 crore and is expected to begin by mid-July, according to civil supplies department officials. The rollout will focus on those aged above 70 and those who are immobile. Under the scheme, both Priority Household (PHH) and Non-Priority Household (NPHH) cardholders will be eligible. The cooperation department will oversee implementation –– deploying vehicles to deliver essential commodities such as rice, wheat, sugar, palmolein oil, and toor dal. Biometric verification will be conducted at the beneficiary's doorstep. Officials are proceeding cautiously, keeping in mind the technical and cost challenges that led to Andhra Pradesh scrapping a similar scheme. Meanwhile, some residents have pointed out problems with the current system. "My mother is 80 years old and cannot move. The PDS shop has stopped accepting authorisation letters," said R Ramesh of Old Washermenpet. "They are asking me to link my Aadhaar with her ration card through a proxy setting. But the card was created decades ago, and the registered phone number is now inactive, making OTP verification impossible. Officials say nothing can be done without the OTP."

Govt school teachers can swap transfers now
Patna: Teachers at govt schools in the state can now exchange their transferred schools with each other. A group of at least two and up to 10 teachers from the same category can form a group and mutually transfer between those schools. Additional chief secretary of the department, S Siddharth, issued a letter to all district education officers on Thursday regarding this. All teachers of the same group, such as regularly appointed teachers, special teachers from the special teacher category and school teachers from the school teacher category and subject-wise, like mathematics with mathematics, physics with physics and chemistry with chemistry, will be able to mutually transfer between schools. According to the letter, this provision will be available from July 10 till the end of the month. The secretariat will not intervene in this arrangement. All teachers or teacher groups in the state can directly obtain mutual transfers through the E-Shiksha Kosh portal. As per the process, teachers can log in to E-Shiksha Kosh and view the list of teachers interested in transfer within their district. They can view the list of interested teachers for transfer in their subject and category, including panchayat, block, district and division. In this process, any teacher can select up to 10 teachers who are interested in mutual transfer. The mobile numbers of the concerned teachers will be obtained through OTP verification, through which they can contact them and choose their desired school. The transfer application will be submitted through the portal. The transfer order will be issued within three days after applying through OTP on the portal. After the transfer order is issued, teachers will have to join their selected school within seven days. If any teacher in the group refuses to join, the transfer order of all teachers within the group will be cancelled. The new provision of transfer was introduced in response to dissatisfaction among teachers with their previous transfers. It also addresses issues where some schools had teachers transferred out without any new postings, leading to adverse effects on educational functioning and student learning.
