
Manipur Marks 2nd Anniversary Of Ethnic Clashes With Mass Gatherings
A statewide shutdown and mass gatherings marked the second anniversary of the ethnic clashes between the Meitei and Kuki and Zomi tribes of Manipur on Saturday, amid demands for free and safe movement of all residents, and a separate administrative arrangement.
Shutdowns, observed in both the Meitei-dominant Imphal valley and the Kuki-Zo-dominated hill districts, brought life to a grinding halt across the state.
While the Coordinating Committee on Manipur Integrity (COCOMI) enforced the shutdown in the valley, the Zomi Students' Federation (ZSF) and the Kuki Students' Organisation (KSO) led similar actions in the hill areas.
In the state capital Imphal, COCOMI organised a public convention at Khuman Lampak Stadium, where speakers urged the central government to ensure the "free and safe movement" of all residents in the state.
Christened the 'Manipur People's Convention', it adopted a resolution accusing the Centre of failing in its responsibilities and called for an immediate and time-bound roadmap to restore peace and normalcy.
"The People's Convention demands that the Government of India formally accept responsibility for its role in perpetuating the crisis and immediately initiate a comprehensive, time-bound roadmap for the restoration of peace, law and order, and a secure environment for all communities in Manipur," it stated.
The convention also condemned the Suspension of Operations (SoO) agreements with militant groups like the Kuki National Organisation (KNO) and United People's Front (UPF), claiming these units received "safe havens, financial backing, and logistical support" under the guise of the pact since 2008.
The resolution emphasised that Manipur's territorial integrity must not be compromised.
"Under no circumstance shall the territorial integrity, historical identity, and political unity of Manipur be compromised. Any attempt, external or internal, to divide or disintegrate the state will be firmly and collectively opposed by the people of Manipur," it added.
It also urged the Centre to address illegal immigration, alleging that many individuals have settled in the state using forged documents.
In Churachandpur, thousands of Kuki-Zo residents gathered at the 'Wall of Remembrance' in Tuibuong to observe 'Separation Day', marking their community's continuing demand for a separate administrative arrangement.
The day was marked by memorial events, musical tributes, and the distribution of compensation to 127 victims by the Kuki Women Organisation for Human Rights.
Ginza Vualzong, spokesperson for the Indigenous Tribal Leaders' Forum (ITLF), said: "Until and unless our demands for a separate administration in the form of Union Territory is granted, we will continue to fight for justice." Lenminlal Gangte, vice-president of KSO Churachandpur, added that peace cannot be set as a precondition for resolving the conflict with the Meiteis.
Another memorial event took place at the Sehken Village burial site, where MLA LM Khaute advocated for political autonomy, again in the form of a Union Territory.

The guidelines state that any refugee convicted of drug trafficking or possession will be deported to Myanmar after serving their jail term. This week, the YMA sub-headquarters outlined rules prohibiting refugees from forming associations or groups based on sub-tribes. The move aims to ensure uniform guidelines and equal access to support and maintenance. "They (refugees) should enrol themselves in the respective YMA units of their localities or villages and submit their Myanmar identity cards to YMA leaders. It urged the public and refugees to prevent the rise of divisive, tribe-based thinking that could threaten state harmony. The statement follows recent armed clashes in Myanmar's Chin state between Chin sub-tribes, which forced hundreds of refugees into Mizoram. In neighbouring Manipur, tensions remain high, primarily involving the Meitei community and the Kuki and Zomi groups — ethnic communities closely tied to the Mizos. Past episodes have shown that political divisions can cause friction even between culturally aligned groups like the Kuki and Zomi. J&K an exception, no delimitation exercise prior to 2026 Census: SC
NEW DELHI: Acknowledging an exception carved out for Jammu and Kashmir , the Supreme Court on Friday said delimitation exercises for other states cannot be conducted prior to publication of data of first census after 2026 as that would be against the mandate of Article 170(3) of the Constitution. "The delimitation process is, by design, a legislative and executive function. If the SC were to compel carrying out of delimitation exercise (in a particular state) through a judicial fiat, it would likely be construed as an interference in the policy-making prerogative of the Executive," said a bench of Justices Surya Kant and N K Singh. Writing the judgment for the bench, Justice Kant said, "The Constitutional edifice carefully balances institutional roles, and any disruption of that equilibrium would undermine both the legitimacy and functional integrity of the democratic process." The bench said the constitutional mandate under Article 170(3) bars any delimitation exercise concerning states of Andhra Pradesh and Telangana or any other state. It dismissed a writ petition challenging the Centre's decision to conduct delimitation only for J&K and not for Andhra Pradesh and Telangana, saying the constitutional mandate - delimitation exercise based on first census after 2026 - does not apply to UTs. For the Election Commission, senior advocate Maninder Singh said the EC has no jurisdiction to opine on the validity of delimitation exercise as its role is only to facilitate implementation of the process. The SC accepted the Centre's stand and said the AP Reorganisation Act is subject to the constitutional provisions, as expressly provided in the Act itself. If delimitation exercise is allowed to be carried out in some states, then it would open a flood gate of similar demands from the other states, he said. The bench said the petitioner cannot seek to draw delimitation parity between states of AP and Telangana with that of the Union Territory of J&K, to which Article 170(3) has no application. Though it acknowledged legitimate expectations of people of the two states for delimitation exercise, it ruled that such expectations cannot override constitutional mandate.

No proposal for Bhubaneswar Metro to Centre: MoS
1 2 Bhubaneswar: The Bhubaneswar Metro rail project is notably absent from the list of metro rail proposals either received or sanctioned by the Centre, according to a reply by Union minister of state for housing and urban affairs, Tokhan Sahu, in the Lok Sabha on Friday. Over the past five years, the Centre received 17 proposals, including those submitted this year, but Bhubaneswar's project is not among them. In response to a query from Bharat Mathukumilli, Sahu informed the Lok Sabha that 24 metro projects are currently at various stages of implementation, in addition to the 17 approved by the Centre. Odisha's housing and urban development minister, Krushna Chandra Mahapatra, explained that the previous BJD govt did not submit a proposal for Bhubaneswar Metro because it intended to undertake the project independently, without central assistance. However, the current BJP govt plans to seek the central aid and will submit a proposal in due course. Mahapatra emphasised that the govt is earnestly planning a viable Metro project for the state capital, clarifying that the absence of a proposal submission to the Centre does not indicate lack of seriousness.
