New Delhi is expecting condemnation of the Pakistan-sponsored terror attack in Pahalgam at BRICS summit
India is likely to raise the Pahalgam terror attack during the BRICS summit in Rio this week, sources in the Ministry of External Affairs (MEA) said.
New Delhi is expecting condemnation of the Pakistan-sponsored terror attack at BRICS meet, unlike the meeting of the Shanghai Cooperation Organisation (SCO), where the member countries failed to adopt a joint statement.
At the defence ministers' meeting of the SCO held in China's Qingdao last week, Defence Minister Rajnath Singh did not sign the communique due to the omission of the Pahalgam terror attack and not having India's concerns over Pakistan-backed cross-border terrorism explicitly addressed.
As many as 26 people were killed after Pakistan-backed terrorists opened fire on tourists in the scenic resort town of Pahalam in Jammu and Kashmir on April 22.
PM Modi To Attend BRICS Summit
Prime Minister Narendra Modi will attend the 17th BRICS summit in Rio de Janeiro on July 6 and 7.
PM Modi is travelling to Brazil at the invitation of Brazilian President Luiz Inacio Lula da Silva, Prime Minister from July 5-8, 2025, to attend the BRICS Summit, followed by a State Visit. This will be the Prime Minister's fourth visit to Brazil.
During the Rio Summit, the Prime Minister will exchange views on key global issues, including reform of global governance, peace and security, strengthening multilateralism, responsible use of artificial intelligence, climate action, global health, and economic and financial matters.
The Prime Minister is also likely to hold several bilateral meetings on the sidelines of the Summit. For the State Visit to Brazil, the Prime Minister will travel to Brasilia where he will hold bilateral discussions with President Lula on the broadening of the Strategic Partnership between the two countries in areas of mutual interest, including trade, defence, energy, space, technology, agriculture, health and people to people linkages.
BRICS brings together 11 major emerging economies of the world, representing around 49.5 per cent of the global population, around 40 per cent of the global GDP and around 26 per cent of the global trade.
BRICS, originally comprising Brazil, Russia, India, China, and South Africa, expanded in 2024 to include Egypt, Ethiopia, Iran, and the United Arab Emirates, with Indonesia joining in 2025.
The summit of the grouping is likely to deliberate on a range of issues including mainstreaming the interests and aspirations of the Global South, the people cited above said.
The motto of Brazilian chairship is 'Strengthening Global South Cooperation for More Inclusive and Sustainable Governance". The summit will culminate in two high-level declarations on financing the climate change regime and the governance of artificial intelligence.

The Irish government said that it was doubtful that the 'black box' flight recorders had been located at the crash site of the Air India jumbo jet. In London, Britain's defence ministry maintained that the Irish had been over-hasty in concluding that faint, intermittent signals picked up by a British naval seabed operations vessel, HMS Challenger, came from the recorders. Manipur Cabinet Rift A major rift appears to have surfaced between the Manipur Chief Minister, Rishang Keishing, and his three cabinet colleagues — L Lalit Singh (finance), I Tompok Singh (education) and S Larho (agriculture) — with the three ministers submitting a memorandum to Prime Minister Rajiv Gandhi against Keishing. A highly placed source in Imphal said that the memorandum listed several charges of corruption and anti-party activities against Keishing, besides alleged export of timber from Manipur. 'Any State Sponsorship Must Be Exposed': Jaishankar Slams Pakistan Over 'Impunity To Terrorists'

Jaishankar outlined the core principles the world must rally behind: 'No impunity to terrorists, no treating them as proxies, and no yielding to nuclear blackmail.' In a strong message at the United Nations, External Affairs Minister S Jaishankar called out Pakistan, stressing that state-sponsored terrorism must be exposed and held accountable. Speaking at the UN's anti-terrorism exhibition, Jaishankar urged the global community to unite against the growing threat of terrorism. 'Any state sponsorship must be exposed and must be counted," Jaishankar said, in a veiled yet pointed reference to Pakistan. Highlighting recent incidents, he reminded that five weeks ago, the UN Security Council issued a strong condemnation of a horrific act of terrorism in Pahalgam, demanding that the perpetrators be brought to justice. The minister further added, 'When terrorism is supported by a state against a neighbour, when it drives a whole host of illegal activities, it is imperative to call it out publicly. One way of doing so is to display the havoc that it has wreaked on global society." Jaishankar's remarks have been widely seen as a clear diplomatic signal, urging the international community to take concrete steps against nations that use terrorism as a tool of foreign policy. Jaishankar Highlights Human Cost of Terrorism Jaishankar also reminded the gathering of the UN Security Council's strong condemnation of the Pahalgam terror attack in Jammu and Kashmir on April 22. In direct response to the attack, India launched Operation Sindoor on May 7, targeting terror infrastructure in Pakistan and Pakistan-occupied Jammu and Kashmir. The strikes reportedly eliminated over 100 terrorists affiliated with groups like Jaish-e-Mohammed, Lashkar-e-Taiba, and Hizbul Mujahideen. Reinforcing his message, Jaishankar said, 'Terrorism is one of the greatest threats to humanity. It is the antithesis of everything that the UN stands for… When terrorism is supported by a state against a neighbour… it is imperative to call it out publicly."
