In a significant move to ensure international students are financially secure during their time in the country, the Canadian government has announced stricter financial requirements for study permit applicants.
The new guidelines will come into effect from September 1, 2025.
The revised policy mandates that prospective international students, including those from India, must demonstrate sufficient financial capacity not only to cover tuition fees but also higher living expenses and transportation costs—without relying on employment in Canada. The changes apply to all provinces and territories, with specific provisions for Québec.
Higher cost-of-living thresholds for applicants
Under the updated guidelines, the cost-of-living requirement for a single applicant (excluding tuition fees) will increase to CAN$22,895 per year. This marks a rise from the previous threshold of CAN$20,635. The required funds scale upwards depending on the number of accompanying family members. For instance, an applicant with two dependents must now show CAN$35,040 in available funds annually.

As an example, if a student and two family members plan to stay in a Canadian province (excluding Québec) for one year, they will now need to show CAN$31,583 in available funds for living expenses alone, up from CAN$25,690.
Acceptable forms of financial proof
To meet the new requirements, applicants must provide valid financial documentation. The accepted forms of proof include:
• Receipts showing payment of tuition and accommodation fees
• A Guaranteed Investment Certificate (GIC) from a recognised Canadian financial institution
• Bank statements for the past four months
• Proof of an education or student loan
• A Canadian bank account in the student's name
• Letters confirming financial support or scholarship details
• Proof that funds can be legally transferred to Canada (for applicants from countries with foreign exchange controls)
Students enrolled in multi-year programmes must provide evidence of payment for the first year's tuition.
Special provisions for Québec-bound students
Applicants intending to study in Québec must meet separate financial requirements set by the ministère de l'Immigration, de la Francisation et de l'Intégration. In addition to tuition, they must show funds to cover transportation, living expenses, settlement fees, and health insurance.
Below are the Québec-specific financial thresholds for 2025:
• One person under 18: CAN$7,756
• One person 18 or over: CAN$15,508
• Two persons 18 or over: CAN$22,745
• Two persons 18 or over and one person under 18: CAN$25,479
• Two persons 18 or over and two persons under 18: CAN$27,499
• Settlement fees (first year only): CAN$500
• Proof of health and hospital insurance for the full duration of stay is also mandatory unless exempt under Québec's insurance agreements
Applications assessed based on submission date
Applicants who submit their study permit applications before September 1, 2025, will be assessed using the current financial thresholds.
Those applying on or after this date must comply with the revised figures.
The Canadian government adjusts the financial requirements annually in accordance with the low-income cut-off (LICO) to reflect inflation and rising living costs.
Additional supporting documents and requirements
Depending on individual circumstances, applicants may also need to submit:
• A letter of explanation detailing their study plans and understanding of student responsibilities
• Medical examination results, if applicable
• A notarised Custodianship Declaration (IMM 5646) for minor children
• Proof of immigration status in the country from which they are applying, if not applying from their country of citizenship
• A re-entry permit, if required by the government that issued their passport
Prospective students are advised to consult local visa office instructions for region-specific requirements.

UK approves Sizewell C nuclear plant after La Caisse investment

The UK government on Tuesday gave new British nuclear power plant Sizewell C the final go-ahead after reaching a deal with investors, aiming to bolster net zero and energy security goals. The government, the largest shareholder in the project, said Sizewell C, in eastern England, will cost around £38 billion ($51 billion) to construct. The project will also be funded by Canadian pension fund La Caisse, British Gas owner Centrica, Amber Infrastructure and French energy giant EDF. "It is time to do big things and build big projects in this country again," Energy Secretary Ed Miliband said in a statement. "Today we announce an investment that will provide clean, homegrown power to millions of homes for generations to come," he added. The plant, which has been in financial limbo for over a decade, is not expected to start generating electricity until the 2030s. The projected construction cost of £38 billion exceeds previous official estimates of £20 to £30 billion - and campaigners have warned that further cost overruns or delays could impact households. The final investment decision gives the government a 44.9 per cent stake in the project. Among the new investors in Sizewell C, La Caisse holds a 20 per cent stake, Centrica 15 per cent and investment manager Amber Infrastructure an "initial" 7.6 per cent. EDF announced earlier this month that it will take a 12.5 per cent stake in the project - down from 16.2 per cent ownership the end of 2024. The UK has refocused on shoring up nuclear power since the start of the war in Ukraine, in the name of energy security and faced with a fleet of ageing power stations. Prime Minister Keir Starmer's government has also pledged by 2035 to reduce UK greenhouse gas emissions by 81 per cent on 1990 levels, under plans to reach net-zero by 2050.

Suspect in Canada airport gold heist ‘received Rs 8.5 crore through hawala' after arriving in India

Simran Preet Panesar, one of the nine suspects in the daring $20 million gold heist that took place at Canada's Pearson Airport in April 2023, allegedly received Rs 8.5 crore worth of hawala payments in several tranches once he arrived back in India, The Indian Express has learnt. In February this year, The Indian Express, in collaboration with CBC News: The Fifth Estate, Canada, had tracked Panesar to a rented accommodation on the outskirts of Chandigarh. Panesar faces a Canada-wide warrant and is wanted by the Canadian authorities, and his legal team is contesting his case in the country. Days after the report, the Enforcement Directorate (ED) had conducted raids and subsequently lodged an Enforcement Case Information Report (ECIR) in the case. 'Evidence' collected from Panesar's confiscated telephone yielded crucial leads for the probe agency, ED officials said, adding that he and his wife arrived in Mohali around three months after the heist, following which he allegedly received sizable hawala payments. A Look Out Circular (LOC) has been obtained by the ED to prevent Panesar from leaving the country and, officials said, additional details of the gold heist and his alleged role are awaited from the Peel Regional Police, which is investigating the case in Canada. Since the predicate offence was committed in Canada, the ED has used Section 2(1)(ra) of the Prevention of Money Laundering Act (PMLA), which deals with offences with cross-border implications. According to ED officials in Delhi and Chandigarh, their calculations indicate Panesar allegedly received Rs 8.5 crore worth of hawala payments in several tranches. Telephone calls and messages were traced to a hawala operator in Chandigarh. And while the operator has escaped the dragnet, his employees have been questioned, and diaries with details of alleged hawala payments have been seized and are now a crucial piece of evidence, officials said. The hawaladar was using the cover of running a medical store as well as a money exchange, it is learnt. It is learnt that the hawala diaries detail payments received from Canada, USA, Australia, Singapore and the UK between November 2023 and February 2025. 'While the diaries give valuable details of the extent of hawala payments, how much of the payments were proceeds of crime is difficult to say until the main hawaladar is traced,' an official said. Earlier this week, the action of the ED was challenged in the Punjab and Haryana High Court on jurisdictional grounds. Panesar's lawyer, Damanbir Singh Sobti, told The Indian Express, 'We have filed a writ challenging the Enforcement Case Information Report under the Prevention of Money Laundering Act. No offence has been committed in India, and no request for mutual assistance has come from Canada. Besides this, there is no proof that he is a wanted man in Canada.'' The lawyer added that they had just learnt that there was a Look Out Circular (LOC) issued in Panesar's name at Indian airports, which they intend to challenge in court. The ED had conducted searches on February 22 this year, days after The Indian Express had tracked down Panesar at his residence. At the time, Panesar had declined to give any 'on record' comments, citing 'legal reasons.' The heist The heist, described as Canada's largest, saw a consignment of 6,600 gold bars weighing 400 kg and valued at around $20 million stolen from the Pearson International Airport's cargo facility after being offloaded from a Zurich flight. Subsequently, Panesar, who was working as a supervisor in the cargo section's operations control, was described as one of the nine 'suspects' in the case. The Canada police reports described Panesar as 'an Air Canada employee, who searched for and identified the incoming shipment' and 'also manipulated the Air Cargo system to facilitate the physical removal of the container.' The investigation report alleges, 'He was integral (to the heist). You need him. He is crucial to this, absolutely crucial. He is on top of the food chain.'
