
Kadamaian, Penampang need bigger funding: Ewon

Kota Kinabalu: Kadamaian Assemblyman Datuk Ewon Benedick urged the Sabah Government to allocate substantial funding to Kadamaian and Penampang under the Sabah 2025 Supplementary Budget, citing ongoing needs in infrastructure development and native land ownership. Speaking during the debate on the 2025 Supplementary Supply Bill at the State Legislative Assembly sitting, Ewon stressed the importance of prioritising road and drainage improvements in both constituencies. He noted that residents in Kadamaian had consistently raised concerns about deteriorating road conditions that require urgent maintenance and upgrades. 'I hope the appointed contractors will carry out maintenance works more efficiently and on a regular basis in Kadamaian,' he said. In Penampang, Ewon highlighted the need for improved drainage systems to mitigate flood risks, calling for sustained maintenance efforts to protect residential and commercial areas. He also advocated for increased funding for the Pantas programme, which facilitates the surveying of native customary land. Ewon emphasised that additional state-level allocations are necessary to complement existing federal funds, particularly for villages located in steep terrain or on land previously degazetted from forest reserves. In addition, he proposed that a portion of the RM3.5 million allocated for sports complex maintenance be used to replace the running track at the Penampang Sports Complex, enhancing its functionality for community use. 'I am hopeful that this Supplementary Budget will help meet the development and administrative needs of the people,' he said. Ewon also commended the Sabah Government, under the leadership of Chief Minister Datuk Seri Panglima Hajiji Haji Noor, for its fiscal governance, noting the receipt of an unqualified audit certificate from the Auditor General for the State Government's Financial Statement. He concluded by reaffirming his commitment to supporting initiatives that strengthen public financial management and address the priorities of his constituents. KUCHING (July 8): The passing of the Dewan Undangan Negeri (Composition of Membership) Bill, 2025 yesterday, which will see 17 new members in the State Legislative Assembly (DUN), will have a direct financial implication on the state's annual expenditures, said Geoffrey Tang. The president of civil action group Rise of Social Efforts (ROSE) said the 20.7 per cent increase in DUN members would likely see emoluments for assemblypersons and constituency development funds (CDFs) rise by nearly 21 per cent to around an extra RM140 million each year. ROSE questioned the prudence of this allocation, especially when administrative and developmental responsibilities largely fall on the 12 Residents' offices and 26 local authorities across the state, he said. 'We call for serious consideration to redirect or allocate a portion of these funds to these local government institutions that are on the frontlines of public service delivery so that they are better resourced for more effective delivery,' Tang said in a statement. He also called for the duration of DUN sittings to be extended urgently. 'With only two sittings of eight days each totalling only 16 days per year, there is insufficient time for robust debate, legislative scrutiny, and policy oversight,' he argued. 'This is especially concerning for a state that manages a GDP (gross domestic product) of RM150 billion and an annual state budget of RM15 billion.' Tang said Sarawakians deserve a more active, transparent, and accountable legislature that gives true checks and balances on executive power. He pointed out that with a registered voter base of 2,017,772, Sarawak now accounts for 9.2 per cent of Malaysia's total voters. 'Yet, with the increased number of seats, the average number of voters per DUN constituency drops to just 20,381, raising questions about whether such a move is truly representative or equitable. 'ROSE calls for a comprehensive review of electoral boundaries and processes to ensure that representation is based on clear demographic, geographic, and administrative justifications, not merely political convenience,' he said. He also called on the public to engage critically and demand greater transparency in how such decisions are made, stressing that electoral and democratic reforms must not be reduced to mere numbers but must reflect the people's voice, needs, and aspirations. It is understood that the Bill will now be brought to Parliament for federal approval. Once both legislative bodies have endorsed the Bill, the Election Commission (EC) will be tasked with conducting a redelineation exercise. The last increase was in 2014 when the number of DUN seats rose from 71 to 82. Previous increases were in 1995, from 56 seats to 62, and 2005, from 62 seats to 71. The move, detailed in a letter to His Majesty Sultan Ibrahim, the King of Malaysia, marks a sharp escalation in US-Malaysia trade relations. Trump cited Malaysia's 'Tariff, and Non Tariff, Policies and Trade Barriers' as the basis for the decision. The president claimed the US has suffered 'many years' of unsustainable trade deficits with Malaysia. He described the imbalance as a threat to both the US economy and national security. Trump further expressed disappointment over the lack of reciprocity in the bilateral trading relationship. 'Our relationship has been, unfortunately, far from Reciprocal,' he wrote in the letter dated July 7. Sabah's strategic edge in oil & gas

Sabah produces notable quantities of oil and gas, with substantial proven reserves still to be developed. The State currently supplies 80 per cent of its electricity from gas. 'Proximity to high-growth Asian markets makes Sabah an ideal location for energy exports. The interesting thing with gas, unlike oil, is that the price of gas is very determined by proximity to the market,' said ConocoPhillips Malaysia General Manager Ian Lim. 'The price of gas in the Henrika in the US is multiple times lower than the price of gas in Tokyo,' he said at the recent Sabah Oil, Gas and Energy Conference and Exhibition 2025 (SOGCE) Executive Plenary Session. The speakers also noted that decades of oil and gas development have created a robust infrastructure network that can support expanded operations. 'Sabah's extensive biodiversity and forestry serve as natural carbon sinks, making it valuable for carbon offset programs and environmental initiatives,' they said. The employment prospects for Sabahans in the energy sector are especially promising, with thousands of job opportunities across sectors. 'Mainly the operation and maintenance part of the operations is key,' said Mohamed Sabri, referring to recent agreements signed at the conference. 'If tomorrow there is another Floating Production Storage and Offloading (FPSO) out here with a discovery, then there will be a lot of operation and maintenance. Easily 100 people, of course not thousands, but of course the business will grow,' he said. 'Oil and gas definitely, you saw all in the slides, 20 times multiplier. RM2 million per worker. That is the number of oil and gas.
