Tax raid has made running my business ‘a f---ing struggle'

Scott Collins has just spent £1.2m on a brand new underground bar in Covent Garden. Named Bloodsports, 30 flat-screen TVs adorn its walls, playing a combination of live sports and classic 1980s horror movies, while beers and bar snacks are served late into the night.
It is the kind of bar many could only dream of opening. So why is Collins, the co-founder of burger chain Meatliquor and one-time star of BBC Two's Million Pound Menu, so downbeat?
Running bars and restaurants, he says, just isn't fun any more. Rather, it has become 'a f---ing struggle'.
Collins signed the lease on Bloodsports last September. One month later, the Chancellor announced a swathe of tax rises on employers that kicked in earlier this month, heaping pressure on already-stretched hospitality firms.
'Had I known what the current financial climate was going to be like now, and the lack of consumer confidence, I wouldn't have bought this place,' says Collins.
'It was quite a tricky deal. It took a lot longer than expected, and since then the f------ world's got worse, which no one was expecting. So if I could turn back the clock, I wouldn't have done it.
'I can't see us making any money in the next financial year, and that's with opening a brand new site, so the coffers are empty.'
Of greatest concern to Collins is the rise in employers' National Insurance (NI) contributions and the lowering of the threshold at which contributions are due, from £9,100 to £5,000.
This, alongside a 6.7pc increase in the minimum wage, disproportionately hurts hospitality businesses because of the number of lower paid and part-time workers in the sector.
'We did our calculations in November, and just the National Insurance rise and the Living Wage rise – which then affects everyone being paid more that, because you can't not give everyone else a raise – we needed to find, as of April 1, an extra £300,000 per year,' says Collins.
'Things have got progressively worse'
That is easier said than done when consumers are cutting back on dining out after years of inflation and uncertainty. Restaurant sales fell by 0.6pc in February, according to data firm CGA, while hospitality sales within the M25 fell further, slumping 1.2pc year-on-year.
'Lunch has just fallen off a cliff, and you're now up against everyone discounting, especially the groups that have private equity backing.'
Collins is also facing pressure from suppliers who are attempting to pass the impact of the tax rises down the supply chain. 'Our big food supplier has just tried to pass on the 5pc uplift ... Everyone's trying to pass it on someone else. It's a never-ending story.'
Ultimately, 'it would be a lot easier to just shut up shop,' he says. 'But we employ 220 people. We're not going to let them go.'
Collins is the latest in a long line of boss to sound the alarm over the impact of October's Budget. Many have said they will have to cancel or pause investments and cut jobs as a result.
In a move seemingly designed to placate them, ministers have promised to slash red tape and consult with hospitality bosses on ways to boost the sector.
Sir Sadiq Khan, the Mayor of London, will also be handed fresh powers to 'call in' blocked planning applications. Collins says this is all 'welcomed in theory, but it needs to be more than just a press release'.
He does not say whether he backed Labour in last year's election, offering only a 'no comment'. Things were not easy under previous governments either, going as far back as the smoking ban in 2007, he says.
'Things have just got progressively worse. It's just laughable. There's no way I would be in this industry now if I'd had that all that laid in front of me 22 years ago when opening my first place, I don't think I could have done it.'
'One-stop fun shop'
A 30-year veteran of the hospitality industry, Collins ran pubs before launching Meatliquor as a pop-up kitchen in south London in 2011 with co-founder Yianni Papoutsis. Since then it has grown into a 10-site chain that is credited with helping drive a renaissance in British burgers.
'The first Meatliquor was pretty bonkers,' he says. 'We had two-hour queues almost every night the week for about two years, and at the time, that was my biggest problem in life – how to manage the queues.'
Meatliquor has endured while rival chains like Byron have been forced into restructuring and closures. Collins says this is because, unlike rivals, he never took private equity cash. These owners often load up their investments with debt to fund rapid expansion. However, high borrowing costs in the wake of the pandemic have hamstrung many of these businesses.
'A lot of people that have taken venture capital or private equity money are regretting that decision because they're just getting ground into the ground,' says Collins. 'We're fortunate. We've got very little debt.'
Meatliquor is backed by a handful of investors, including David Page, the founder of Franco Manca and former boss of Pizza Express, without whose advice Collins says he would have 'probably thrown in the towel a long time ago'.
Bloodsports, Collins' latest outing, is based on the dive bars found in the US. It serves Meatliquor's burgers, hot dogs and bar snacks such as deep fried mac and cheese, onion rings and chicken wings.
Collins calls it 'a bit of a one-stop fun shop'. 'We get the theatregoers, the theatre workers, the performers. The ballerinas from the Royal Opera House are in here quite regularly.'
But even getting the doors open at Bloodsports has been a battle. 'Just as we were about to sign [the lease], squatters moved in. The vendor was in Bali ... They came in like Die Hard. Police couldn't or wouldn't do anything. They were paid £15,000 cash to leave.'
Problems persist: it has been burgled twice since opening in February. 'The first one was just an iPad, but did a bit of damage. The second one, they took a lot of booze.'
Despite all of this, Collins remains a believer in the importance of pubs, bars and restaurants as part of the social fabric of the UK. 'We're a key pillar of the economy. We support jobs, communities, recovery,' he says.
'Hospitality brings people together. It's full of passion and potential. The red tape needs to be cut, the tax load needs to be eased, and then we can just do what we do best.'

It is also historically when we enter what is known as 'silly season', described in the Collins dictionary as 'the time around August when the newspapers are full of unimportant or silly news stories because there is not much political news to report'. The quality of Scotland's water is not one of them. People in Scotland, of all political persuasions and none, take some pride in the quality of Scotland's water – not least those of us who drink London tap water during our weekly London commute! The Secretary of State was swimming in sewage of his own making and gave Scottish Government Cabinet minister Gillian Martin ample opportunity to rebut his claims in a pointed letter. Sixty-six per cent of Scotland's water bodies are of good ecological status compared to 16 per cent in England and 29 per cent in Wales. Advertisement Hide Ad Advertisement Hide Ad Whilst there is always more that can be done and Scottish ministers are right to focus on areas for which they have responsibility, Scottish water is improving with 87 per cent assessed as 'clean or good', up from 82 per cent in 2014. There is always work to be done in Scotland, and in fairness Scottish ministers have the benefit of being answerable to the public rather than shareholders, but nonetheless the intervention was 'courageous' by the British minister. £78bn in shareholder dividends A recent report by the UK Environment Agency showed serious pollution incidents in England were up 60 per cent compared to the previous year with 'consistently poor performance from all nine water and sewage companies' in England. The Environment Agency put this down to 'persistent underinvestment in new infrastructure, poor asset maintenance and reduced resilience due to the impacts of climate'. Advertisement Hide Ad Advertisement Hide Ad The Secretary of State even conceded on Sky News this week that most of the £104 billion investment needed in the water industry in England would have to be paid back by bill payers. What's more, since privatisation by the Tories in the 1990s, water companies have paid out £78bn in dividends and millions in bonuses to water company bosses, a system that a Labour minister was now seeking to defend. One might say that the UK Government has found itself up a rather polluted creek without a paddle. No wonder so few voices are calling for Scottish water to be privatised given the unfolding disaster south of the Border. Bill payers in Scotland gain from successive devolved administrations managing water better. Since 2010 for instance, average charges to Scottish customers have reduced by over 10 per cent with average prices significantly lower than in England and Wales. Given all of this you might have expected the Secretary of State to be more focused on keeping to past Labour commitments that might help voters down south. In the 2020 Labour leadership race, one of Keir Starmer's ten key pledges was to 'support common ownership of rail, mail, energy and water'. That commitment appears to have been one of many dropped by Labour in office. Scottish Labour's favourite tactic Labour finds itself politically rudderless in stormy waters, pun absolutely intended. No wonder, the party has won power and doesn't know what to do with it. The Secretary of State was left gasping, a fish out of water. When he was interviewed, unable to defend his own record, he did what Labour MPs are getting rather good at, talk about something else entirely. Advertisement Hide Ad Advertisement Hide Ad It's a favoured tactic of Scottish Labour MPs to talk about anything but their own Westminster government. At the most recent Scotland Office question time, supposed to be Scotland's voice in the UK Government, only my Dundee colleague Chris Law and I seemed to be bothered to ask about issues pertinent to the UK Government. Labour MP after Labour MP stood up to talk about the Scottish Government, telling us something of who is setting the policy agenda – and it isn't this Labour administration. The lack of Labour MPs' curiosity about the work of their own government and the Secretary of State's brazen deflection tells us of a Westminster government and UK ruling party without much of a political compass, holed below the water line by their own lack of purpose. My experience of speaking to voters tells me that people want to know what you are for, rather than what you are against. Even where voters disagree with you, and plenty do, they respect parties who are clear on their beliefs. Things could always be better and Scottish ministers should continue to keep up their work to ensure that Scottish water is cheaper, less polluted and more sustainable than elsewhere. The same goes the other way, and given the state of England's waters maybe, just maybe, Labour ministers could do with focusing on areas over which they have responsibility. It's certainly more deserving than this week's early silly season but we shouldn't let that wander into September. Time for some serious politics about a serious resource – time for Labour ministers to focus on the day job?

There won't be a wealth tax – but Rachel Reeves can't afford to rule it out just yet

Normally, when politicians decline to rule something out, a sceptical media and public believe they are about to do it. But there should be one exception to this rule. Keir Starmer, Rachel Reeves and other ministers are refusing to rule out introducing a wealth tax in this autumn's Budget, when the chancellor is likely to raise taxes by at least £20bn to stick within her fiscal rules. I'm told Starmer and Reeves will not bring in a new wealth tax, such as the 2 per cent levy on assets of more than £10m advocated by a growing number of Labour MPs and Neil Kinnock, the party's former leader, to raise £10bn. A wealth tax is an easy slogan and fits on to a banner. It would do nicely for the Starmer allies hoping to nudge him in a more progressive direction as he seeks a long overdue 'story' for his government. But Reeves and Starmer are not convinced. The chancellor thinks wealth taxes don't work. Twelve developed nations had them in 1990s but only three remain; only one, in Switzerland, brings in lots of money. Reeves burnt her own fingers by targeting non-doms – a process begun by Jeremy Hunt, the outgoing Tory chancellor. I'm told Reeves privately dismissed fears the rich would respond by leaving the UK, saying: "They always say that, but it never happens." It is happening, and she is now considering changing her plan to make worldwide assets, including those in foreign trusts, liable to inheritance tax. One government insider told me: 'People can choose where to pay their taxes. It's very easy to move countries and they are doing it.' A new wealth tax would be complex, take years to introduce and probably not be worth the candle. Dan Neidle, founder of Tax Policy Associates, said its study found such a tax would 'lower long-run growth and employment, thanks to a decline in foreign and domestic investment. It would make UK businesses more fragile and less competitive, and create strong incentives for capital reallocation and migration.' Why not just say no to a wealth tax now? Reeves offered one explanation to her Tory predecessor Norman Lamont at a Lords committee hearing this week. He told her he found it 'a bit strange' the government has not ruled out the move. Reeves replied that if she ruled out one tax rise, the media would move on to the next option, and assume that one was going to happen if she failed to rule it out. A fair point – but not her only reason. Reeves and Starmer need to build bridges with the parliamentary Labour Party after it filleted their welfare legislation, so rejecting a wealth tax now would inflame tensions. I suspect that when the Budget comes, Reeves and her allies will whisper to Labour MPs they are introducing a form of wealth tax through other measures, while avoiding headlines about implementing a specific one. Another reason not to rule out a wealth tax is to help message discipline. Labour certainly needs more of that: ministers unwittingly fuelled speculation about tax rises in media interviews by giving different definitions of "working people'. Far easier to say taxes are a matter for the Budget and we don't comment in advance. Some senior Labour figures think Reeves's reticence is because she is considering proposals that are close to being a wealth tax – for example, increasing property-based taxes. I think she should bring in higher council tax bands for the most expensive properties. It's ludicrous that this tax is based on 1991 property values, and that in England, people in homes valued at more than £320,000 pay the same amount in their local authority. Reform could be sold as a genuine levelling up measure the Tories flunked as it would cut bills in the north and Midlands while raising them in the south. Alternatively, Reeves could increase capital gains tax for the second Budget running, perhaps by bringing it into line with income tax rates, which are higher. Some in government favour a rise in income tax with the money earmarked for defence, as I have suggested. Another option is to raise the top rate of income tax from 45 per cent to 50 per cent. But both ideas would leave Labour open to the charge of breaching its manifesto pledge not to increase income tax, national insurance or VAT. Reeves could argue that circumstances had changed in a more dangerous world. But breaking its promise might be a step too far for an already deeply unpopular PM and party. I don't think there will be a wealth tax. However, the rich shouldn't celebrate. The Budget will increase existing taxes on the wealthy, in line with the government's mantra of protecting "working people", while ensuring 'those with the broadest shoulders carry the greatest burden'. Health warning: creating losers is not pain-free for them or the government, as Reeves discovered when she brought in the ' family farms tax '. But reforming some taxes under a better banner – 'fair tax' – is her best shot.

Research by Centre for Cities found that Newport has a retail vacancy rate of 19 per cent, more than double London's 8.5 per cent. The study also found that nearly 5 per cent of high street expenditure escapes Newport and is spent in neighbouring Cardiff. This is due to low local spending power, an abundance of retail space, and retail spending leakage to bigger cities. She said: "Newport has a lot to be proud of and is a fantastic city, but it is clear more needs to be done to revamp the city centre and increase footfall. "Businesses in Wales are operating under extremely challenging conditions having to contend with the highest business rates in Great Britain and the hike in National Insurance contributions. "It is imperative that the Labour Welsh Government and Labour-controlled city council put their heads together and come up with a meaningful strategy to fully regenerate Newport and unleash our city's potential." Wildings has been boarded up in Newport city centre for years (Image: NQ) The Centre for Cities report recognises a significant drop in the number of empty units since the last report in 2022 but highlights an issue that distorts the true picture, according to Newport Council. The statistics are significantly impacted by the oversupply of retail properties in the city centre. Newport has the largest amount of retail space per head than any of the other 62 centres featured in the report. This means that while the number of occupied premises is similar to some other places, including high-performing retail centres such as Milton Keynes, this is masked by the oversupply of commercial units. Newport Council leader Dimitri Batrouni says the council are determined to transform the city centre (Image: NQ) Newport Council leader, Councillor Dimitri Batrouni, said: "We absolutely agree that the number of retail units in the city centre needs to be reduced as the centre is too big for present-day demand. "The challenge is that city centre properties are mainly privately owned, sometimes by absent and neglectful landlords, and it will require significant investment to achieve a reduction. "However, we are determined to transform our city centre to be fit for the 21st century." The report also highlights the increasing footfall figures. In the first quarter of this year, it was 10 per cent higher than in the first quarter of 2019, before the pandemic and the sharp rise in online shopping. "But I am pleased Welsh Government is backing our town and city centres – through schemes such as the Transforming Towns fund. "There is always more to do – and I would like to see some changes around compulsory purchase orders, so councils such as Newport have more tools to improve the overall city centre experience." The Welsh Government announced a consultation on plans to change business rates in Wales in May, giving smaller shops a lower rate, with the consultation running until August. A Welsh Government spokesperson said: "We co-funded the recently approved Newport City Centre Placemaking Plan through our Transforming Towns Programme. "This sets out a strategic vision to transform Newport's city centre into a vibrant and thriving destination. "We know our towns and city centres bring people together, sustain local economies, and underpin communities' sense of pride, heritage and belonging. "That is why we have protected budgets for our Transforming Towns Programme, with £40 million available for 2025-26. "This funding will help breathe new life into these spaces and develop our town centres as locations for a range of services, beyond retail." 'As the Member of the Senedd for Newport West, I welcome investment in the city centre, including the refurbishment of Newport Market, the redevelopment of Market Arcade, and the new Leisure & Wellbeing Centre that's under way.' 'It takes time, bold decisions, and sustained investment to deliver lasting regeneration. We are firmly on that path, the impact on Newport is already visible in rising footfall, thriving independents, and a continued sense of pride in our city.' The Centre for Cities calls for £5 billion in public investment to remodel struggling city centres. The report recommends that the government treats city centres as critical parts of the national economy and allocate £5 billion of its recently announced £113 billion investment to remake city centres with more office space, improved public realm, and fewer shops. It also suggests that cities increase the size of the catchment of their city centres through building more homes in inner-city locations, as opposed to more developments on the edge of town. The report also advises that cities should be realistic about visitor strategies and should prioritise making city centres attractive to residents first, as visitor appeal will follow.
