Delhi court summons Harsatinder Pal Singh Hayer in Rs 48,000 cr Ponzi case

New Delhi: A Delhi court has summoned Harsatinder Pal Singh Hayer, son-in-law of the late Pearls Group chairperson Nirmal Singh Bhangoo, in connection with a money laundering probe linked to an alleged Rs 48,000 crore Ponzi scheme that defrauded numerous investors.
Bhangoo passed away in Aug 2024.
Special Judge Jagdish Kumar ordered Hayer to appear before the court on July 18, 2025. "I have carefully examined the documents and witness statements. Prima facie, there is sufficient material on record against Harsatinder Pal Singh Hayer and MBD Housing Complex Private Limited for the offence of money laundering. Let them be summoned for July 18, 2025," the judge stated.
Hayer was arrested by the Enforcement Directorate (ED) in March and is currently in judicial custody. On June 9, the court found prima facie evidence against him. The ongoing money laundering investigation, dating back to 2015, stems from a CBI FIR against Pearls Agrotech Corporation Limited (
PACL
), PGF Limited, Bhangoo, and others for running fraudulent investment schemes to deceive investors.

The chargesheet alleges that PACL and its directors defrauded investors of approximately Rs 48,000 crore through these schemes. Hayer was a director in several PACL associate companies, including two Australian entities—Pearls Australasia Pty Ltd and Australasia Mirage I-Pty Ltd—according to the ED.
The ED further alleged that PACL and its associates diverted Rs 657.18 crore of "proceeds of crime" to these Australian companies controlled by Hayer.

These funds were then invested by the Australian entities in various real estate properties.
Hayer is also accused of dissipating PACL's and its related entities' properties in violation of a Supreme Court order dated July 25, 2016. The ED has attached assets worth Rs 706 crore, including two immovable properties in Australia valued at Rs 462 crore, and has filed two chargesheets against PACL, Bhangoo, and others.

The country's fiscal deficit for the first two months (April and May 2025) of FY26 narrowed sharply to Rs 13,163 crore, or just 0.8% of the annual target, according to the government data released on Monday. This is an improvement from the Rs 50,600 crore deficit—equivalent to 3.1% of the full-year estimate—recorded during the same period last year. As per the financial ministry data, the total receipts between April and May rose to Rs 7.33 lakh crore. Last year, it was Rs 5.73 lakh crore for the same period. Gross tax collections stood at Rs 5.15 lakh crore, compared to Rs 4.60 lakh crore a year earlier. Non-tax revenue more than doubled to `RS 3.57 lakh crore, largely due to the RBI's record Rs 2.69 lakh crore dividend transfer in May. Total government expenditure increased to Rs 7.46 lakh crore from Rs 6.24 lakh crore last year. The data also noted that capital expenditure—a critical driver of infrastructure investment—rose sharply to Rs 2.21 lakh crore, up from Rs 1.44 lakh crore during the same period in FY25. Subsidy spending on food, fertilisers, and petroleum stood at Rs 51,252 crore or 13% of the revised annual allocation. This was marginally lower than 14% spent during the same period last year, indicating a more measured subsidy outgo.

Bhubaneswar: In the wake of Sunday's stampede that claimed lives of three devotees outside Gundicha Temple in Puri, state govt has undertaken a comprehensive review of its security and crowd management protocols for the remaining rituals of Rath Yatra, scheduled to conclude on July 8 with Niladri Bije (return of the deities to Jagannath Temple). The chief minister's adviser, Prakash Mishra, who is camping in Puri, expressed his firm commitment to ensuring public safety. "The tragic incident has deeply affected us all, and we are determined to prevent any such occurrences in the future," Mishra, a retired DGP, told reporters on Monday. "We have mobilised our most experienced administrative and police personnel in Puri, working in close coordination with local administration to ensure the remaining festivities proceed without incident," Mishra said. Deputy CM Pravati Parida, who heads the recently constituted ministerial committee overseeing Rath Yatra arrangements, conducted an extensive inspection of Gundicha Temple on Monday. "Every life is precious to us, and we are implementing additional safety measures based on expert recommendations," Parida said. The govt has particularly focused on strengthening arrangements for three major events — Sandhya Darshan (July 4), Bahuda Yatra (July 5) and Suna Besha (July 6), which traditionally attract lakhs of devotees. "We have established multiple emergency response teams, additional entry and exit points, and deployed advanced crowd monitoring systems. Our priority is to ensure the safety of every devotee," a senior police officer said. Balasore: The special judge (vigilance), Baripada in Mayurbhanj district on Monday sentenced two retired assistant fisheries officers to three years of rigorous imprisonment for misappropriation of govt funds under the multipurpose farm pond scheme. The convicted officials are Surendra Mohan Naik, formerly posted at Kaptipada block, and Raghunath Kar, formerly posted at the district fisheries office. The court also imposed a fine of Rs 50,000. Both individuals were charge-sheeted by Odisha vigilance for their involvement in forging beneficiary signatures and falsely showing disbursal of funds under the scheme. Vigilance officers said it will now move the competent authority to stop the pensions of both Naik and Kar.
