
UK competition watchdog to act over Apple and Google's mobile platforms
The Competition and Markets Authority has proposed to designate the tech companies as having 'strategic market status' – as they hold an 'effective duopoly' for access on mobile devices – and now intends to force the two companies to make changes to their mobile platforms.
The regulator said that it had published 'roadmaps' for Apple and Google and that it would take a 'proportionate, pro-innovation' approach to 'promote competition in digital markets while protecting UK consumers and businesses from unfair or harmful practices'.
The CMA said it would, in the first instance, focus on areas such as the tech companies' app stores – which have been criticised by developers over issues including fees of up to 30% for transactions – to ensure a 'fair and transparent' app review process, as well as making sure that smartphone users could 'steer' away from app stores to make purchases.
The watchdog, which launched an investigation into the US tech companies earlier this year, will also address restrictions Apple imposes on digital wallets to ensure that competing financial technology companies can compete.
'Apple and Google's mobile platforms are both critical to the UK economy – playing an important role in all our lives, from banking and shopping to entertainment and education,' said Sarah Cardell, the chief executive of the CMA.
'But our investigation so far has identified opportunities for more innovation and choice. Time is of the essence: as competition agencies and courts globally take action in these markets, it's essential the UK doesn't fall behind,' she said.
However, the CMA said it did not at this stage intend to force major changes such as requiring Apple to allow alternative app stores, or alternative payment methods for in-app purchases beyond its existing payment system.
Tom Smith, a competition lawyer at Geradin Partners and a former CMA director, said the competition watchdog was 'ducking' taking major decisions 'which might draw political heat'.
'The CMA is implementing the regime in a thoughtful and authoritative way, but it is doing it more timidly than it should be,' he said. 'It is proposing some useful measures that would open up competition in digital markets, but it is ducking issues that would really threaten the entrenched positions of Apple and Google, and which might therefore draw political heat. For example, they have postponed the possibility for alternative app stores to challenge the App Store's monopoly on Apple devices.'
Tim Sweeney, the founder and chief executive of Fortnite maker Epic, which has had legal battles with Google and Apple in the US, criticised the CMA's approach as 'surprisingly weak'.
'The monopolised UK app store economy has all of the vibrancy of a Soviet supermarket,' he said in a post on X. 'And consideration of unblocking competing app stores is delayed to 2026.'
The company said it could not launch its Epic Games Store on Apple's iOS platform in the UK – as it was doing in EU countries and later this year in Brazil and Japan – and that availability of its globally popular Fortnite game on Apple phones in the UK was 'now uncertain'.
The UK competition watchdog announced its investigations into Apple and Google's mobile platforms in January.
When the investigation was launched, the CMA said that virtually all smartphones sold in the UK were pre-installed with Apple's iOS or Google's Android operating systems, while their app stores and browsers had privileged positions over third-party products and services. Apple's Safari and Google's Chrome dominate the mobile browser market on iPhones and Android devices.
The CMA investigation was launched days after the appointment of Doug Gurr, the former country manager of Amazon UK, as its new chair.

The government, which has pushed for a shake-up of regulation to kickstart UK growth, was forced to deny it was 'in the pocket of big tech' after the appointment. Tech firms, publishers and the consumer watchdog Which? subsequently wrote to the chancellor, Rachel Reeves, raising concerns that Gurr's appointment posed a threat to the independence of the CMA.
Gurr said he would make the CMA's investigations into mergers and takeovers 'simple and rapid', and Cardell said in February that a change of strategic direction was needed.
Apple responded to the CMA's decision to act by saying the proposed new rules could hamper innovation and threaten privacy and security.
'We're concerned the rules the UK is now considering would undermine the privacy and security protections that our users have come to expect, hamper our ability to innovate, and force us to give away our technology for free to foreign competitors,' a spokesperson said. 'We will continue to engage with the regulator to make sure they fully understand these risks.'
Google said its products were open-source and offered choice, security and innovation for users. 'That's why today's announcement is disappointing and unwarranted,' said Oliver Bethell, the senior director, competition, at Google.
The company said that in 2022 its Android operating system generated more than £9.9bn in revenue for British developers, supporting more than 457,000 jobs.
'It is therefore crucial that any new regulation is evidence-based, proportionate and does not become a roadblock to growth in the UK,' Bethell said.
If a company is designated as having 'strategic market status', that status can last for a five-year period, and breaches of conduct rules can result in fines of up to 10% of global turnover.

Councils set for windfall under new recycling scheme
English councils are poised to receive a substantial £1.1 billion in recycling funding, sourced directly from fees levied on companies for the packaging they produce. This marks a significant shift from the current system, where local authorities have historically shouldered the cost of disposing of items like milk bottles and cereal boxes, funded by taxpayers. The new Extended Producer Responsibility (EPR) scheme, set to come into force this year, will mandate businesses to contribute financially towards the recycling of their packaging. Companies will begin paying these fees from November, with charges varying based on how difficult the material is to recycle. It is anticipated that this initiative will incentivise businesses to reduce their packaging use, transition to more easily recyclable materials, and invest in circular economy innovations. Ultimately, the goal is to significantly cut the volume of waste sent to landfills or incinerators. The Environment Department (Defra) expects to collect £1.4 billion in EPR fees over the coming months, guaranteeing £1.1 billion of this sum for English councils in the 2025/26 financial year, regardless of the final collection total. The further £300,000 is expected go to the UK's devolved authorities to allocate to councils. Councils will be able to choose how to spend the funding, such as offering local residents more streamlined collections, building new infrastructures or upgrading facilities. Environment Secretary Steve Reed said all councils must use the funding to deliver improved packaging waste collection services for their communities. The scheme's administrator PackUK has been given powers to reduce future funding allocations if evidence shows a council has funnelled it towards other purposes. More widely, the Government hopes the scheme will help to unlock regional growth, create new green jobs and boost household recycling rates which have seen little improvement over recent years. It pointed to projects such as waste management firm Veolia's facility in Southwark which handles and processes materials collected from homes and sends them to be turned into new products. Environment minister Mary Creagh said: 'This Government is cleaning up Britain and ending the throwaway society. She added that the money 'will revolutionise how we deal with our waste and ensure more of today's rubbish is recycled into tomorrow's packaging'. Local government minister Jim McMahon said: 'Clean and tidy streets are something everyone wants to see, and these commonsense reforms will help councils achieve that. 'Whether it's channelling more money into recycling or reforming the outdated funding system, we are fixing the foundations of local government so that it can focus on what matters most to people across the country.' Jacob Hayler, executive director of the Environmental Services Association, said: 'Our members stand ready to invest billions, alongside local authority partners, in the next generation of recycling services, infrastructure and jobs, which will provide a rapid boost to England's stalled recycling rates. 'The new producer responsibility regime for packaging, alongside other measures to simplify recycling services, will unlock this investment and support our ambition to achieve a circular economy in the United Kingdom over the next decade.' Jim Bligh, the Food and Drink Federation's director of corporate affairs and packaging, said: 'This announcement is welcome news for both industry and consumers, coming just before producers receive their first invoices for EPR. 'It marks a vital step towards delivering the improvements in the UK's recycling system that we all want and need.' Adam Hug, environment spokesperson for the Local Government Association, said: 'It's positive to see the costs of managing packaging waste shift to the industry creating this waste. 'Councils are proud to run some of the best recycling services in the world, with high levels of public satisfaction despite significant financial pressures. 'This success is built on council's local knowledge and strong links with communities, and we hope the new scheme will support that work and help reduce the amount of packaging ending up in household bins.' The EPR scheme comes as part of wider Government efforts to boost the circular economy, which also include the delayed deposit return scheme that provides a financial incentive to customers to return empty drinks containers to collection points. The Circular Economy Taskforce is also working with sectors to create a series of roadmaps to improve the approach to using materials.

But despite the opposition, the supermarket believes that Spanish brews such as San Miguel, Cruzcampo, and Estrella are likely to be the beer of choice. Spanish lager is now by far the most popular beer bought in the UK, with volume growth at Tesco last year up by more than 15% versus the year before. And the bookies are also predicting a surge, as the Barmy Army back their beloved Lionesses to go all the way. Betting shop Coral expects this Sunday's Women's European Championship final to be to see a record-breaking number of fans having a flutter. Coral's John Hill said: 'Millions of pounds will be bet on the women's Euros final with British bookmakers, and the majority will be on the Lionesses to lift the trophy. For the first time in this tournament, England will start a match as the underdogs, but that tag might just suit them." William Hill added that 66% of bets taken in the Women's Euros have backed England. And after the government gave pubs a special dispensation to stay open late, Home Secretary Yvette Cooper wished the Lionesses good luck ahead of the final. She said: 'The Lionesses have shown throughout this summer why they are true national stars. They have shown unbelievable grit and determination and are an inspiration to us all. 'Watching football in the local pub is a great British tradition and by extending licensing hours, we will hopefully be able to celebrate late into the evening. I want to wish the best of luck to Sarina Wiegman and the England squad, who we hope will be able to bring it home once again and continue on as champions of Europe.'
