How 63,000 Crore In Dues From Various Govt Depts Is Pushing DJB To The Brink

New Delhi: A staggering Rs 63,000 crore in unpaid dues has piled up at Delhi Jal Board. And it's not private enterprises or individuals who are the major defaulters. According to DJB records, departments under Delhi govt owe Rs 33,295 crore to the water utility, while central govt agencies are responsible for Rs 29,723.37 crore.
Municipal Corporation of Delhi has outstanding payments of Rs 26,147 crore. Under the central govt, Indian Railways tops the list with Rs 21,530 crore, followed by Delhi Police with Rs 6,097 crore.
A DJB official said that the water board has been unable to recover these dues despite numerous reminders to the defaulters and this is impacting its operations, maintenance and infrastructure expansion. Officials agreed that there was a need for urgent intervention in the matter.
To add to the govt dues, commercial users owe the DJB Rs 66,000 crore and domestic consumers have unpaid dues of Rs 15,000 crore, according to the data. Officials said that though relief from "inflated water bills" will be provided, it would be only for domestic water users under the current plan. The issue of pending water and sewerage charges has been lingering since 2012-13.

Sources said that the reason for the unpaid bills varied from department to department and ranged from dispute overs being charged commercial rates and others about unmetered and unknown water connections.
Govt departments and hospitals, for instance, resented being billed in the commercial category while the Railways claimed it didn't have as many connections as DJB was billing it. It also claimed that a large number of connections were unmetered.
Meanwhile, Delhi govt is planning a full waiver of the late payment surcharges for those who have not paid their bills. People have refrained from paying their dues after complaining of inflated bills caused by faulty or estimated meter readings, bills issued during Covid lockdowns when homes remained vacant and arrears snowballing into thousands or even lakhs of rupees.
Non-payment of disputed bills also triggered increasing late fees, increasing the due amount, a DJB official admitted.
Officials said that the proposed waiver excludes commercial users and govt departments and limits it to domestic waivers.
However, no relief is currently planned for complaints related to false meter readings. Many users stopped paying the post-Covid bills due to faulty bills. In Oct and Nov 2022, the DJB portal logged over 10,000 complaints about wrong billing.
The previous govt promised a one-time settlement scheme last year but could not execute it.
To curb future billing disputes, DJB plans to replace the traditional meters with smart devices. Officials said that the smart meters would resolve all billing inaccuracies. The current practice of meter readers submitting outdated or incorrect images resulted in inaccurate billing, which eventually led to a compilation of underpaid bills.
