
Oman: OCCI to launch 4th Franchise Programme on June 29
Muscat – Oman Chamber of Commerce and Industry (OCCI) will launch the fourth edition of its Franchise Programme on June 29 under the patronage of Sheikh al Fadhl bin Mohammed al Harthi, Secretary-General of Council of Ministers.
The launch will be attended by Sheikh Faisal bin Abdullah al Rawas, Chairman of OCCI, Humood bin Salim al Saadi, Second Deputy Chairman and head of Central Franchise Committee, board members of the chamber and business representatives.
The programme aims to promote franchising as a business model among Omani entrepreneurs, highlighting its economic benefits and role in developing competitive local brands. It also seeks to help these brands expand into regional and international markets.
The programme supports efforts to diversify income sources and strengthen the SME sector, aligning with OCCI's strategy to improve the business climate and expand the private sector's contribution to Oman's economy under Vision 2040.
According to Saadi, the fourth edition of the programme will build on the achievements of the previous one, reinforcing the chamber's commitment to empowering local businesses. 'We aim to create competitive Omani brands that can thrive both domestically and internationally,' he said.
He added that a Franchise Centre was established as part of broader efforts to institutionalise franchising and offer targeted support to companies and entrepreneurs looking to scale. The centre plays a key role in facilitating expansion and reinforcing private sector leadership in development of the national economy.

Dubai's Al Safa Street widening to cut commute, ease access to City Walk, Coca-Cola Arena
The Al Safa Street will be widened to cut down travel time on the corridor from 12 minutes to 3 minutes as part of a new road improvement project announced by Dubai's Raods and Transport Authority (RTA). The project will increase the number of lanes from three to four and have several elements including dedicated pedestrian walkways and cycling tracks, urban spaces that encourage community interaction, and landscaped areas. The scope of it will extend from the junction of Al Safa Street with Sheikh Zayed Road to the junction with Al Wasl Street, spanning more than 1,500 metres. "The project serves a vital district and is home to key landmarks such as City Walk, Coca-Cola Arena, educational institutions, residential and commercial areas, luxury hotels, and high-end restaurants,' said Mattar Al Tayer, Director General of the RTA. 'It also enhances connectivity with Downtown Dubai and nearby developments along Financial Centre Street, an area inhabited by over one million residents.' Construction of bridges The project involves the construction of two bridges and two tunnels with a combined length of over 3,000 metres, along with the widening of roads and upgrades to intersections and traffic signal systems. Once complete, the the street's capacity will double from 6,000 to 12,000 vehicles per hour in both directions. According to details revealed by the RTA, the first bridge will serve traffic coming from Al Wasl Street towards Sheikh Zayed Road and Financial Centre Street. It will have four lanes and span 1,005 metres, with an estimated capacity of 6,400 vehicles per hour. The second bridge, which will feature two lanes and extend 360 metres, will accommodate traffic coming from Al Satwa Road towards Sheikh Zayed Road and Financial Centre Street and have a capacity of 2,800 vehicles per hour. Two tunnels According to Al Tayer, the project will also includes the construction of two tunnels. 'The first tunnel will serve traffic coming from Sheikh Zayed Road and Financial Centre Street towards Al Wasl Street,' he said. 'It will span 1,005 metres, comprise two lanes, and offer a capacity of 3,200 vehicles per hour. The second tunnel will be located at the intersection of Al Wasl Street and Al Safa Street, extending 750 metres. It will feature two lanes in each direction, with a total capacity of approximately 6,400 vehicles per hour.' The project also involves widening Al Safa Street from three signalised lanes in each direction to four lanes — two providing free-flowing movement and two managed by traffic signals. Upon completion, the project will enhance traffic flow from the Upper Deck of Financial Centre Street and Sheikh Zayed Road towards Al Safa Street and Al Wasl Street, and vice versa. Al Wasl Road project On June 3, the RTA announced an integrated infrastructure project spanning Umm Suqeim, Al Safa, and Al Wasl Streets. The development project includes: It covers Al Safa Street, upgrading six key intersections between Umm Suqeim and 2nd December Street — including Al Safa Street — with five tunnels totaling 3,850 m and widening to three lanes in each direction. The corridor stretches 15 km, from Umm Suqeim Street to 2nd December Street, aiming to boost capacity from 8,000 to 12,000 vehicles per hour and halve travel times. Dubai: Emirates uses AI-powered engine monitoring to cut costly flight diversions
Dubai's flagship carrier Emirates is tapping into the power of artificial intelligence (AI) to help the airline enhance flight safety, monitor engine health in real time, and reduce costly flight diversions, a senior official revealed. 'We're using AI to predict the turbulence en route from one destination to another. Using AI is not only for the benefit of the company but also for enhancing the safety of operations. "We are able to use AI to predict the health of the engine, and how it is performing, and that helped us a number of times to avoid diversions of an aircraft because we were able to continue operating that aircraft for the specific diagnosis and live monitoring it,' said Adel Al Redha, deputy president and chief operations officer of Emirates. He was speaking during the ForsaTek 2025 exhibition and conference last week. The event featured over 40 in-house and partner showcases, strategically organised across the innovation pipeline spectrum, from early-stage research and prototyping to proof-of-concept trials, and fully launched initiatives being scaled up. AI adoption is on the rise across all industries, and airlines are no exception. From improving operational efficiency to enhancing customer service, companies are exploring new ways to harness data and automation. Looking ahead, Al Redha stressed the importance of strengthening real-time data capabilities to further improve services. For example, he said accurate data can help airlines load the right quantity of food on board — preventing waste and saving millions of dirhams annually. Buying off-plan property in Dubai: What happens if the developer delays?
Question: I am considering purchasing an off-plan property in Dubai. If the developer fails to deliver as promised, what legal recourse do I have? Answer: In Dubai, a purchaser and a developer (seller) enter into a Sale Purchase Agreement (SPA) about the property which is sold on an off-plan basis. The SPA will include clauses regarding the purchase price, completion date, compensation for breaches, and force majeure terms (beyond the control of the parties to the agreement), among others. Therefore, the relationship between the purchaser and the developer (seller) is governed in accordance with the agreed-upon terms and conditions of the SPA. The SPA will be implemented in good faith in accordance with the clauses mentioned in it. This is by Article 246 (1) of the Federal Law No. (5) of 1985 On the Civil Transactions Law of the United Arab Emirates, which states, '1. The contract shall be implemented according to the provisions contained therein and in a manner consistent with the requirements of good faith." Stay up to date with the latest news. Furthermore, in the event of a breach of any of the clauses in the SPA, one of the parties may be entitled to compensation as mentioned in the SPA or as determined by a judge in a court with jurisdiction in Dubai. This is by Article 295 of the UAE Civil Transactions Law, which states, 'Damages will consist of a money payment. Upon request of the victim, however, the judge may, by the circumstances, order that the damage be made good by restoring the parties to their original status, or by performing, in compensation, a specific matter connected with the prejudicial act.' Additionally, if a dispute arises with a seller (developer), a purchaser may approach the Dubai Land Department (DLD) to settle the matter amicably. This is by Article 14 of the Executive Council Resolution No. 6 of 2010 Approving the Implementing by law of Law No., 13 of 2008 Regulating the Interim Real Property Register in the Emirate of Dubai (the 'Executive Council Resolution No. 6 of 2010'), which states, 'Where any dispute between a developer and a purchase, the DLD may undertake conciliatory efforts to preserve their contractual relationship and may propose any solutions it deems appropriate to achieve this objective. Where the developer and the purchaser reach an amicable settlement, that settlement shall be documented in a written agreement executed by the developer and the purchaser or their respective representatives. Upon approval of that agreement by the DLD, it shall become binding on both parties.' Furthermore, based on a complaint made by a purchaser, if the DLD is satisfied that the developer (seller) has committed breaches of the SPA, it may prepare a report and refer it to competent authorities for further action or decision. This is under Article 13 of Law No. 13 of 2008 regulating the Interim Real Property Register in the Emirate of Dubai, which states, 'Where it is established to the satisfaction of the DLD that the developer or broker has committed any act or omission in violation of the provisions of this law, or any other legislation in force, the Director General of the DLD must prepare a report on the same and refer the case to the competent entities for investigation.' However, a developer (seller) may plead before a competent authority or a court that it was not able to fulfil obligations mentioned in the SPA related to the handover of property due to force majeure (reasons beyond the control of a developer). This is by Article 21 of Executive Council Resolution No. 6 of 2010. Based on the aforementioned provisions of law, if there is a delay by your developer (seller) in handing over the apartment to you as agreed by the developer (seller), you may initially approach the DLD and file a complaint against the developer (seller) before approaching a court. Alternatively, you may directly approach a court with jurisdiction in Dubai to file a civil case against the developer (seller) and seek compensation for the delay in the handover of the apartment to you. The court may decide your case whether you are entitled to compensation based on the provisions of the SPA.
